Rev. Canon Ralph R. Latimer, general secretary of the Anglican Church of Canada, has been appointed one of the two full-time secretaries to work on union with the United Church of Canada.
The announcement was made by Most Rev. H.H. Clark, primate of the church, at the two-day meeting of the general commission on union at Cedar Glen Conference Centre in nearby Bolton, Ontario.
Canon Latimer will assume the new duties on a gradual basis until he takes over the position full-time on June 1, 1968.
It is expected the United Church will announce the appointment of its full-time secretary on union shortly.
The two secretaries will administer a joint office, the location yet to be decided, from which all matters pertaining to union negotiations will be dealt, including arrangements for the meetings of commissions, administration of budgets of the general commission and five special commissions and correspondence.
The secretaries will also be responsible for the preparation of study booklets, pamphlets and other materials on the subject of union and describing progress in negotiations. They will assist in research work of the commissions and keep the churches informed of other union movements around the world, although they will not automatically be official representatives of their respective churches in these ecumenical matters.
Both secretaries will be permanent secretaries of the general commission. The general commission has acknowledged that the secretaries shall have "some freedom creatively to guide the course of union negotiations."
The official title and salary for the two new positions are yet to be decided by the executive of the general commission.
Canon Latimer, a native of Arichat, Nova Scotia, has been general secretary of the church since June, 1964. Some of the heavy responsibilities and many duties he has accepted since that time have been lifted from his shoulders with the move of Archbishop Clark to Toronto for a two-year experimental period, and the appointment of an executive director of the church's national office.
For many years, Canon Latimer has been active in the ecumenical movement. In 1955, he accepted the position of secretary of the general synod committee on Christian Unity and the Church Universal, and he later became joint secretary for the Committees of Ten of the Anglican and United Churches in their conversations on Christian unity.
He has been entrusted with the duty of representing Anglican Church of Canada as one of the observer-consultants in the annual deliberations on union by six churches in the United States.
A graduate of arts from McMaster University, and in theology from Wycliffe College, Toronto, Canon Latimer served for five years in the parish of Florence, Aughrim and Inwood, in the diocese of Huron.
After two years of post graduate work at the University of Toronto, he lectured in Hebrew, liturgics and philosophy of religion at Huron College, London. He also ministered at St. Andrew's Church, London, for three years, when he accepted the post as rector of Trinity Church, Chatham.
Canon Latimer was chaplain in the Royal Canadian Air Force for three years and returned in 1945 to be rector of Bishop Cronyn Memorial Church, London. He was named Dean of Middlesex in 1949 and in that year became a delegate to general synod.
In 1950 he was appointed to the church of St. James the Apostle, Montreal, and was made canon of Christ Church Cathedral, Montreal in 1955. He was also president of the Greater Montreal Council of Churches at that time.
He received a doctor of divinity degree (honoris causa) from Wycliffe College and Huron College, both in 1965.
Canon Latimer will be one of the Anglican delegates to attend the fourth world assembly, World Council of Churches, in Uppsala, Sweden, in 1968.

"That this General Synod recommends that after appropriate steps have been taken in regard to other employment of personnel and the preservation and availability of all records and documents of the General Commission and Committee on Union and Joint Mission, the Committee on Union and Joint Mission be discharged, recognizing with gratitude the important contribution which this and earlier committees and Commissions have made.

That the congratulations and thanks of this Synod to the Resolutions Committee be recorded for providing the Resolutions on Church Union in a manner which has enabled the discussion of a very difficult topic in an orderly and logical manner. CARRIED
Following the conclusion of the debate on Church Union, the Primate invited the Rev. Dr. Donald Ray, Secretary of the General Council of The United Church of Canada; and the Rev. R. Leland, Executive Minister, Christian Church (Disciples of Christ) in Canada, to address the Synod.
Dr. Ray, in addressing the Synod, read the following statement:
- "Following the action of General Synod last evening with respect to the reaffirmation of 'its commitment to the Principles of Union, Parts 1, 2 and 3 as a basis for further negotiations with the Christian Church (Disciples of Christ) in Canada, and The United Church of Canada, and other Christian Communions'; and to the achievement of union with these two and other Christian churches; and then to its rejection of the Plan of Union, as being 'not an acceptable basis of union', it may be helpful to set out an initial response.
- This will be quite unofficial of course, since the Executive of the General Council of The United Church is not scheduled to meet until mid-November. Also it should be noted that having so recently been elected I have had no opportunity to express my understanding of our inter-church relationships, nor to receive guidance from the Executive in these and other matters.
- But already there has been a press conference, and expect that from time to time I will be asked to comment on such issues as church union. I have a conviction that our dialogue and inter-change of experience and hopes and fears, should be carried on in our appropriate courts, and that we will talk with each other openly and frankly there, and not use the media to carry our message to one another.
- The United Church is a member of the Committee on Union and Joint Mission. We have declared our willingness to continue with that Committee with negotiated changes in its terms of reference.
- The United Church is in itself an expression of church union. We have not the slightest intention of acting knowingly in any way that will negate the integrity of that expression.
- For whatever we have done, are doing, or may do, that does negate our integrity we pray that God may forgive us.
- I expect that I will continue to express my convictions that in worship and mission we have much that we should be doing 'together in Christ'.
- When you have determined some of the implications of your reaffirmed commitments, and if they involve you with The United Church of Canada we will respond. In every situation where we can engage in worship and mission together I hope it will happen 'together in Christ'.
- Right now we are not interested in playing word games about 'unity' and 'union'.
- May the grace of our Lord be with you !"
Mr. Leland advised that he was not prepared to address Synod at this time.

National Executive Council has received with appreciation the statements from the Board of Directors of the Christian Church (Disciples of Christ) and the Inter-Church and Inter-Faith Committee of The United Church of Canada, and has noted the generous offer of the latter body of a moratorium on negotiations toward organic union if the National Executive Council is unable to accept the recommendations of the Committee on Union and Joint Mission.
Within the context of these statements and of the CUJM report, the memorial from the House of Bishops and the resolutions from the Inter-Church Relations Committee, this National Executive Council
Regrets that it cannot accept the recommendations attached to the Message to the Churches from the Committee on Union and Joint Mission, but is mindful of the Act of General Synod 1975 that a continuing committee be established to forward consultations; and,
desiring to facilitate a process of reconciliation within the context of the expressed willingness of The United Church of Canada and the Christian Church (Disciples of Christ) to pursue a search for Christian unity,
Resolves
A.1. That the Anglican Church of Canada withdraw from the Committee on Union and Joint Mission, and accepts the suggestion of a moratorium on negotiations toward Organic Union.
2. That The United Church of Canada and the Christian Church (Disciples of Christ) be asked to consult with representatives of the Anglican Church of Canada with a view to establishing a task force for the purpose of -
a) giving leadership in the understanding and implementation of the Lund Principle
"We would, therefore, earnestly request our Churches to consider whether they are doing all they ought to do to manifest the Oneness of the peoples of God. Should not our Churches ask themselves whether they are showing sufficient eagerness to enter into conversation with other Churches and whether they should not act together in all matters except those in which deep differences of conviction compel them to act separately?"
b) developing a process which will provide for stage-by-stage agreements on matters of Faith, Ministry and Sacraments, having in mind the Faith and Order section of the Principles of Union and the ARCIC statements on the Eucharist and Ministry.
B. That the presently participating Churches be asked to extend a joint invitation to other Christian Churches in Canada to become members of the task force and join in its work which we see designed to search for a deeper sense of unity at the levels of spirituality, personhood and wholeness.
C. That Anglican Church of Canada members of the task force be appointed by the Nominating Committee of the National Executive Council.
D. That the staff of the task force be drawn from the participating Churches.
E. That the task force report to the Church through their Executive bodies and the appropriate Inter-Church Relations committees. CARRIED - 1 against
