"For seven consecutive years, 1933 to 1939, the Missionary Council issued Unified Statements, which surveyed the work of the Anglican Communion throughout the world. These were based on letters from the Bishops of Overseas Dioceses, who reported special needs and noteworthy events. The letters were carefully edited by eight Area Committees, composed of representatives of all the Societies concerned, with first-hand knowledge of the respective areas. Statistics provided by all the Anglican Missionary Societies were added showing their revenue and estimated expenditure. The book was then carefully scrutinised by the Missionary Council, and afterwards submitted to the Church Assembly. It was issued with the Church Assembly imprimatur, and a Foreword by the Archbishop of Canterbury, and was published by the Press and Publications Board. .... The present volume cannot lay claim to the authority of its predecessors. Correspondence with the Bishops overseas has been exposed to many risks and delays, and could not be as complete as in former years. Area Committees have been unable to meet. The paper shortage has made it impossible to circulate proofs to the Missionary Council, who cannot therefore be held responsible for the contents. The book has not been laid before the Church Assembly. It has, however, been decided to retain the sub-title 'Unified Statement' as indicating the scope and intention of the Survey, and to regard this as the War number of the series, produced under war-time conditions, in answer to the frequent inquiry, 'What of the World-wide Church in war-time ?' "If one was starting from scratch to form structures for world mission for the Church of England in the 1990s, one might not start from where we are today ! But as with many other national institutions in the country, structures have evolved and been adapted over the years, moulded by circumstances, individuals, historic accidents and the guidance of the Holy Spirit. ....
