"Challenge 92, a special appeal in the diocese of Caledonia, has raised about $21,000 so far. The parish-based appeal, which concludes in April is to offset an anticipated deficit and to provide support for diocesan programs and minstry".

That this National Executive Council approve recommendations (a), (b), (c), (d), (e), and (f) on page 7 of the Funding Strategy Unit response to the Continuity and Planning Study, which read:
a) That there be a Stewardship/Financial Development Committee of General Synod. This committee would replace the present Funding Strategy Unit.
b) That there be clear liaison through staff between the Stewardship/Financial Development Committee and the Long Range Planning, Administration and Finance, and Program Committees so that the financial development implications of national goals and objectives can be factored into their deliberations.
c) That there be a Stewardship/Financial Development office of the General Synod Program Division with a Director responsible to the Executive Director of Program and that this office's activity be given comparable status with the other Program offices.
d) That there be close liaison between the Stewardship/Financial Development office and other staff offices dealing with Evangelism, Mission, Christian Education, and Social Action.
e) That the Stewardship/Financial Development office be strengthened with additional staff. (In 1986 the approximate cost of this will be $63,000.) Further staff additions may be required as the program develops.
f) That the Stewardship/Financial Development office develop and test models of financial development programs to share with dioceses and parishes on request.
g) That the Church at the national level give leadership, training and resources to help dioceses and parishes implement specific programs of financial development. CARRIED

The Statement of Counsel reads:
Primate's Consultation on Funding
The Administration and Finance Committee considered the report and resolutions from the Primate's Consultation on Funding, and wishes to advise the National Executive Council:
That the Administration and Finance Committee commends the consultative style adopted for consideration of post-A.I.M. funding requirements, and asks that such a style be kept in mind when other matters of national concern are before the Church.
That the National Executive Council approve "that, until such time as giving to the National Church through diocesan apportionments is sufficient to meet the financial requirements of the Program (including grants for work in the North and Overseas), there be an annual Direct Appeal to Church members for support of that Program; and
that the joint task force pursue a program of fund-raising (stewardship emphasis) which will result in the goal of full support of the national program budget."
ALSO
"That General Synod be asked to approve a national Appeal in each of the years 1976 and 1977; and
that the Joint Task Force on Funding National Goals be asked to set overall financial targets after the Appeal purposes have been approved by National Executive Council." CARRIED
The Amazing Grace Project raised $160,000 for Council of the North programs dealing with suicide prevention and leadership development. Editor Keith Knight writes: "While not trying to minimize the significance of the gift, the $160,000 came from only a few of the 640,000 members on the parish rolls. It represents, on average, just 25 cents per member. Imagine if, on a given Sunday this year, we all give just a loonie; a solitary loonie, less than the price of a cup of coffee. And imagine if 640,000 loonies were poured out onto the desk of Bishop David Ashdown, the chair of the Council of the North, or National Anglican Indigenous Bishop Mark MacDonald. That would truly be an outpouring of God's amazing grace and our amazing generosity ! Giving, after all, comes naturally to Anglicans. It is our covenantal response".
That this General Synod in session assembled desires to place on record its deep gratitude and sincere appreciation to the Very Reverend R.H. Waterman, D.D., Dean of Niagara, General Organizing Secretary of the Anglican Advance Appeal. His vision and courage at the time of the inauguration of the Appeal, his persistent confidence in the face of all discouragement, his modesty in success, his indomitable optimism, his indefatigable labours in every part of the Dominion and above all his determination to maintain the whole campaign on a high spiritual level have, under God, been largely responsible for the welding together of the whole Church in this Dominion in an effort financial and spiritual, the complete success of which we believe to be assured. The results of this effort will undoubtedly enable our Church of England in Canada to play its full part in meeting the critical demands of the present and future and add glory to its long record of service in this Dominion.
We desire to add our gratitude to the Diocese of Niagara, the Cathedral Parish of Christ Church, Hamilton, and to the wife and family of Dean Waterman for their sacrifices in making available to the Church as a whole his qualities and leadership. CARRIED in both Houses.
