A September 2008 meeting of the Diocese of British Columbia synod received "recommendations for one closure, St. Alban in Victoria, and for six mergers, involving eight small congregations, in the 56-parish diocese". "The diocese has seen a steady decline in Sunday attendance for at least the last 15 years, with averages dropping 11 per cent to 4,955 in 2007 from 5,555 in 2003. Funerals outnumbered baptisms by 349 to 135 last year, and 25 parishes were running deficits". "The diocese now has a congregational development officer; almost every parish has an action plan; two-per-cent annual growth targets are in place; and several parishes teetering on the brink of closure have pulled themselves back".

That this General Synod amend section 8(f) of the Constitution to read as follows:
- f) Each Diocese shall be entitled to elect clerical and lay members of the General Synod, with the number from each Order being determined by the following formula:
- Average Weekly Attendance in the Diocese divided by Average Weekly Attendance in all Dioceses, multiplied by 110.
- Provided that:
-- (i) the resulting number will be at least 1;
-- (ii) if the resulting number is a fractional number and is greater than 1, it will be rounded down to the nearest whole number if the fraction is 0.5 or less, and rounded up to the nearest whole number if the fraction is greater than 0.5;
-- (iii) "Average Weekly Attendance" means the combined total attendance at Regular Services in the particular calendar year, divided by 52;
-- (iv) the Average Weekly Attendance figures to be used are those for the second calendar year prior to the year in which General Synod will take place;
-- (v) "Regular Service" means any worship service for which the attendance has been recorded in the Register of the Congregation (including Home Communions) but excluding weddings, funerals and services held in medical or long-term care facilities.
and this resolution shall come into effect upon Second Reading being given to Resolution A019.

"In other news, CoGS [Council of General Synod]: agreed to recommend that General Synod ask the Anglican Communion Working Group (ACWG) to 'monitor continued developments' around the proposed Anglican Covenant. It requested that the ACWG render a report to the spring 2016 meeting of CoGS, and directed CoGS 'to bring a recommendation regarding the adoption of the Covenant' to the next General Synod in 2016". "General Synod will also be asked to act on various motions dealing with church governance, including a new proposal for deciding clerical and lay membership that could reduce the size of the governing body. The proposed formula will calculate General Synod membership that dioceses are entitled to, based on average attendance at four liturgical celebrations -- Christmas, Easter, Pentecost and the second Sunday in September -- over two years. The motion also stated that minimum diocesan representation should be one clergy and one lay member, in addition to the youth member and bishop, rather than two of each".

"The Anglican diocese of Quebec is 'teetering on the verge of extinction' as parish finances continue to collapse and the number of parishioners dwindle. This doom-and-gloom message was delivered to the recent Canadian House of Bishops meeting here [2-6 November 2009] by Bishop Dennis Drainville, who declared that he could possibly be the 'last bishop of Quebec'." "People are looking for three things in a church he said: 'a compassionate, caring community; a transformational relationship with God, and life-changing liturgy'. Although the Anglican Church has these, '..we don't know how to present this to society', he said. Quebec will not be the only diocese to falter, he warned." "He noted that a vast majority of Quebec congregations (50 of 82) virtually have no children, 35 had parishioners with an average age of 75, and usually had only 8 to 10 people attending Sunday services." "With no money coming in from parishes, 'we have not paid our national assessment in church for two years,' said Bishop Drainville. 'I have not pride in that'."

Bibby's survey's show that in recent years service by Anglican teens has gone up to 16 per cent from 13 per cent in 1984.
