That the 1975 grant to the Canadian Council of Churches be increased by $6,516 to sustain the present level of support to the Canadian Council of Churches. CARRIED 14 for, 6 against, 2 abstentions
The Canadian Council of Churches has been operating under deficit budgets for several years. It is one of the most broadly based ecumenical organizations in the world.
That the Anglican Church of Canada provide the sum of $5,000 per year for five years beginning in 1978 for the support of the churches' Human Rights Program within the community of the Helsinki Final Act, such funds to be remitted for this purpose to the Canadian Council of Churches in addition to the funds already or otherwise budgetted to the Canadian Council of Churches.
Mr. D.R. Smith, Chairman of the Administration and Finance committee, acting in accordance with Rule of Order No. 21 re Expenditures, advised that the Expenditures Committee had reviewed this Motion and would recommend that Synod not authorize a special grant as it would have to come from funds budgetted for other purposes.

In the light of the discussion and decisions of the General Board, and aware of the decision of the Joint Working Group to undertake a study amongst the Churches regarding a Canadian Christian Council, the following actions are strongly recommended to the NEC.

That the National Executive Council commits itself to participate in the Canadian Council of Churches with its present basis, purpose and functions, and to maintain the budgets for 1976 and 1977 as requested, which make provision for an executive staff of four. CARRIED - 5 against
(a) That we recommend that our subscription of $3,000 to the Anglican Centre in Rome be renewed for 1974.
(b) That the allocation to World Council of Churches be maintained at $22,000 for 1974 in spite of an urgent request from WCC for an increase.
(c) That the grant to the Canadian Council of Churches be the same in 1974 as in 1973.
(d) That the Summer of Service be dropped altogether.
(e) That the grant to the SCM should be increased by $1,000.
(f) That we advise Program, A&F, and NEC that our own Task Force had recommended that no further grant be made to the Ecumenical Institute after January 1, 1974, but that we now recommend that a grant of indefinite size be reinstated for 1974 pending the conclusion of current negotiations for the future of the Institute.
(g) That we recommend to NEC that $500 be allocated to retaining a consultant as outlined from "Consultation on Education Ecumenically," and that A&F be informed, and that the Committee on Ministry be advised of this action.
It was reported that the A&F Committee and its Budget Sub-Committee had referred Items (a) to (f) to the Program Committee, which has control of the details of the Budget. If NEC agreed to Item (g), this would necessitate the provision of an extra budgetary item since the 1974 Budget was completed in November 1972. It was then reported that Items (a) to (e) are already included in the Budget.

That this NEC notes the action taken by the ICR Committee under Items 3(a) to (e) of its Report, and refers them to the Program Committee. CARRIED
That whereas the Anglican Church of Canada has long supported the work of the Canadian Council of Churches by resolution of General Synod and by financial grants, and
Whereas the Council is subject to the same ravages of inflation as we feel within our own Church, and
Whereas we feel that the Council continues to provide a useful and essential service to the Church of Canada,
Be it resolved that National Executive Council be asked to provide not less than $40,000 for the Council in 1975.

That, because the formula basis of support in terms of the dollars asked of each member church depends upon the total budget developed and approved by the Council, the Anglican Church of Canada recommends to the Canadian Council of Churches that the formula basis of support be used as an annual basis of negotiation for support by member churches of the Canadian Council of Churches' annual budget.
