TORONTO, Ont. (Nov. 3, 2003)
Canadian Anglican bishops have voted to strike a task force to study what the church should do to provide spiritual care for members who dissent from church policies.
The bishops spent a good part of their four-day meeting discussing the situation in the diocese of New Westminster which has authorized the blessing of same-sex unions. A group of Anglicans in the diocese have declared that they cannot accept this and have asked another bishop to assume "Episcopal oversight" of their parishes.
Despite a prohibition by New Westminster Bishop Michael Ingham, Terry Buckle, Bishop of the Yukon, has offered the dissenting parishes this oversight. As a result, Archbishop David Crawley, Metropolitan of British Columbia and Yukon, has begun disciplinary proceedings against Bishop Buckle.
Following is the text of two motions adopted by the House of Bishops meeting in Mississauga, Ont., last week.
First Motion:
"That in response to the 'Statement by the Primates of the Anglican Communion' (October 16, 2003) the Primate be asked to establish a task force of the House of Bishops to draw up terms and conditions for 'adequate provision for Episcopal oversight of dissenting minorities' in the Anglican Church of Canada, to consult through the Primate 'with the Archbishop of Canterbury on behalf of the Primates', and to report to the April 2004 meeting of the House of Bishops."
Second Motion:
That this House, to enable the work of the Task Force on Episcopal Oversight for Dissenting Minorities,
1. Request that the Bishop of Yukon refrain from exercising Episcopal ministry in the Diocese of New Westminster;
2. Request that the Metropolitan of British Columbia and Yukon stay proceedings against the Bishop of Yukon;
3. Request that the Bishop of New Westminster seek a stay of proceedings against the priests of his diocese against whom such proceedings have been initiated;
4. That a mediator be appointed by the Task Force to negotiate an interim role for the person exercising Episcopal oversight mutually acceptable to the diocesan Bishop and the dissenting parishes.

That the Council of General Synod endorse the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster.
Friendly amendment
The mover and seconder agreed to replace the word "endorse" with "concur with" and to include the full text of the House of Bishops' motion. The amended motion now reads:
That this Council of General Synod concur with the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster, the text of which reads:
"That this House, while appreciating his desire to be helpful, and in light of the appointment of Bishop William Hockin to a special ministry in the Diocese of New Westminster, urges Bishop Terry Buckle to withdraw his offer of Episcopal oversight for the seven parishes seeking alternative Episcopal oversight in the Diocese of New Westminster. CARRIED #32-05-03

Archbishop Peers made a few comments about the episcopate acknowledging that bishops can have varying perspectives on the same issue. He concluded by commenting that he was proud of the House of Bishops with respect to "the context of which we wrote and spoke" (during the previous session).

"Donald Harvey, who will retire as bishop of Eastern Newfoundland and Labrador at the end of this month [November 2004], has accepted an offer to become an episcopal visitor to a conservative parish in Marlborough, Mass., whose diocesan bishop -- Thomas Shaw -- was among those who voted for the consecration of gay bishop Gene Robinson of New Hampshire last year. Bishop Harvey said he was invited by Bishop Shaw to provide episcopal oversight to the Church of the Holy Trinity, which recently hired a conservative priest, Rev. Michael McKinnon, as its rector. The invitation limits Bishop Harvey's role to 'pastoral' oversight and 'spiritual help' since the parish will remain a part of the diocese of Massachusetts and of the Episcopal Church of the United States (ECUSA). Under canon law, Mr. McKinnon remains under the authority of the diocesan bishop, said Steve Walker, who chaired the search committee". "Mr. Walker said that it was necessary to get an episcopal visitor outside the U.S. since 'you can't just cross diocesan lines here, it's just not done; it causes a lot of trouble and none of us need that". Bishop Harvey "becomes the second conservative Canadian bishop to oversee an Episcopal parish in the U.S. Last July [2003], Bishop Terrence Buckle of the Yukon accepted an offer to oversee a parish in Alaska".

Bishop Michael Ingham has asked the Primate and the Metropolitan of British Columbia and Yukon to "address an issue involving a visit by retired Bishop Don Harvey to Hope, B.C., last July [2006]. 'An advertisement in a local newspaper invited people to attend a meeting sponsored by the "Anglican Church of the Resurrection" in Hope, B.C. on July 23, to meet (Bishop) Harvey,' said diocesan spokesperson Neale Adams. 'We have no such parish, but in the ad it claimed to be an 'Anglican church', a member of the 'Anglican Network in Canada' and a 'member of the world wide Anglican Communion'." "Bishop Harvey, meanwhile, said in an interviews that he would continue to visit parishes in New Westminster and that he would inform but not seek the permission of Bishop Ingham about his plans. 'I have not yet, and I stress the word yet, I have not yet done anything in Bishop Ingham's diocese that any priest wouldn't do during a visit .. I've never ordained, I've never confirmed or anything like that. I've visited people, parishes and encouraged them and prayed with them and so on,' said Bishop Harvey. 'It's still my intention to this day to notify Bishop Ingham when I'm going there, but I will not ask his permission'."
