The Officers of the General Synod, prior to this meeting, had reviewed the Acts directed to the National Executive Council. Suggestions as to appropriate action are shown on Document #027-02-89-10.
The Acts were discussed by the National Executive Council, as follows:

Act 154 - Relations Between General Synod and Independent Mission Societies
Action to be taken by Partners-In-Mission and Program Committee and to be brought back to a future meeting of the National Executive Council
Act 37 - Confidentiality
Action to be taken by the House of Bishops and the Doctrine and Worship Committee. This will be discussed at the December 1989 meeting of Chancellors and Metropolitans
Act 38 - Compensation Policies and Practices
The Stipend Committee will be asked to gather responses, for placing before the National Executive Council
Act 88 - Funding Theological Education
Action to be taken by the Program, Ministry, and Stewardship and Financial Development Committees; then to be brought back to the National Executive Council

Nov. 2, 1994 -- The January edition of the Anglican Journal/Journal Anglican will signal the launching of a new page produced by General Synod Communications.
The mandate of the page, entitled InterMission and located on the inside back cover of the newspaper, is to present the vital work of General Synod -- your ministry.
InterMission will focus on one particular aspect of that work every month, through a feature article. Over time, we hope to depict a substantial cross-section of the work that General Synod does, both domestically and overseas.
As well several shorter items each month will bring you up to date on on-going stories related to General Synod's work.
From time to time, the page will also include short items on new resources, up-coming events or new opportunities for Anglicans to contribute to the life of their church.
Space for InterMission is donated by the Anglican Journal/Journal Anglican.

That the Minutes of the May, 1994 NEC meeting be approved with the following correction:
the phrase "...in 1994..." be removed from motion 13-05-94 (p.17).
The motion would read:

TORONTO, October 16, 1995 -- The Reverend David Harris, an editor with the Halifax Chronicle-Herald, has been named Editor of the Anglican Journal/Journal Anglican.
Harris, who holds an MA in theology from Oxford University, became a reporter with the Chronicle-Herald in May, 1987, and a general editor in April 1991. Recently, he was appointed to the Chronicle-Herald's regular page one team.
In November 1994 Harris was appointed religion editor for the Chronicle-Herald and its sister publication, the Mail-Star. In the words of a colleague, "he transformed the religion page through his personal initiative and vision, to make it more engaging and responsive to its community."
Harris believes a similar approach will aid the Journal, which he praises for its attempt to be well-rounded and broadly representative of the church. "I think editorially it can become even broader," he said and in style and design I think it can be more focussed and reader-friendly."
Harris was in training for ordained ministry a decade ago but moved instead into journalism. In June of this year, he was ordained into a "non-stipendiary" (unpaid) position with All Saints Cathedral, Halifax. He has served the Diocese of Nova Scotia in several capacities, including a potentially divisive role as chair of an independent review committee on the diocesan newspaper. The committee was established after a dispute erupted over the paper's role. Harris' leadership in addressing the dispute has drawn praise from all sides.
Harris, 36, is married to the Reverend Dawn Davis, priest assistant at the Cathedral. He will commence his new duties on January 15, 1996, succeeding Michael McAteer who has been the interim editor of the Journal since June.

During General Synod 1992, the House of Bishops and the National Executive Council were requested to commission a study of sexuality (specifically homosexuality and homosexual relations). The first two days of the House of Bishops were devoted to beginning their study on the topic. The session was held in camera.

The Principal Secretary and Executive Assistant were asked back into the House of Bishops. Archbishop Peers invited the Director of Communications by telephone.
Discussion continued about "guests" during in camera agenda items. It was suggested that the Primate appoint an adhoc committee to review procedures for the in camera session of the House. The committee would also prepare guidelines for how the House of Bishops should make use of the services of the communications officer.
TORONTO July 12, 1995 -- Michael McAteer, formerly religion editor of the Toronto Star, has been named interim editor of the Anglican Journal/Journal Anglican, effective August 1.
McAteer will oversee the editorial direction of the monthly newspaper until a permanent editor is appointed. Anglican Journal/Journal Anglican is funded by the Anglican Church of Canada but has an independent editorial policy.
McAteer follows Carolyn Purden, who had been both editor and general manager of the paper. That dual position was eliminated in a restructuring after the church's General Synod adopted a new strategic plan last month. Purden joined the staff of the Journal in 1967 and became editor and general manager in 1991. Under her tenure the paper won numerous awards for news and feature reporting and for general excellence. Purden was given a severance package.
Michael McAteer covered religion and the environment for the Windsor Star, before moving to the Toronto Star in 1977. He became religion editor in 1982, and held the post until taking early retirement last year.
During his time with the Toronto Star, McAteer covered papal tours in Canada and Central America, a World Council of Churches meeting in Korea, and Roman Catholic synods in Rome. He has covered significant events in the life of all the major Canadian denominations, and expanded the Toronto Star's religion coverage to include other faith groups.
Currently, McAteer continues to write a weekly column for the Star and he is completing work on "The Man in the Scarlet Robe : Two Thousand Years of Searching for Jesus". The book, co-authored with new Testament scholar Michael Steinhauser, will be published in October. It explores current controversies surrounding the search for the historical Jesus.
The Anglican Journal/Journal Anglican has a circulation of 255,000. Under its terms of reference, the editor makes all decisions on editorial content. The paper is encouraged to express the full range of opinion within the Anglican Church community and takes an independent stance in editorials.
