Prologue
Ms. Barbara Burrows and Archdeacon Peter Zimmer presented the report. Due to budget reductions for 2006, there will be no further meetings of this committee; however, the coordination of work needs to continue. It was noted that the Terms of Reference for the Mission Coordination Group and the Planning and Agenda Team overlap in significant ways and that continuation of the work would be possible through the Planning and Agenda Team. The committee has sent a message to Dr. Ellie Johnson, asking that minutes of committees, councils and boards be circulated electronically to all chairs and all principal staff.

That the Council of General Synod establish a Planning and Agenda Team (PAT) to replace the Mission Audit Team, Implementation Team (IT) and COGS Agenda Committee, with the following membership:
From COGS
- 2 members of COGS elected at the first meeting of the Triennium;
- 1 Bishop who is a member of COGS nominated by the bishops who are members of COGS;
- 1 member of COGS appointed by the Primate as Chair of Planning and Agenda Team;
- the General Secretary.
Other Members
- 1 member of current (1995-1998) COGS appointed by the Primate;
- 1 member of current (1995-1998) IT appointed by the Primate;
- the Team to be supported in its work by a non-voting volunteer consultant who will assist in process, planning and reflection, and will be appointed by the Primate; chosen in consultation with the past chair of the Implementation Team and the General Secretary using the proposed job description;
with care taken to ensure representation from each ecclesiastical province, if possible;
with the COGS members on this Team working with the appropriate Officers in steering the agenda at COGS meetings;
with terms of reference and volunteer job descriptions as attached.

Planning and Agenda Team
Terms of Reference
PURPOSE
To assist the Council of the General Synod in the visioning, planning and management of the mission of General Synod, in monitoring the implementation of the Strategic Plan, and in furthering the mission and ministry of the whole Church.
RESPONSIBILITIES
- planning the Council of the General Synod agenda to ensure time for networking, reflection and business
- providing assistance to Council of the General Synod Chairs in meeting management and evaluation strategies
- ensuring and assisting in the designing of educational opportunities at each Council of the General Synod meeting
- review job descriptions of Council members, terms of reference of the Council, committees, and councils, at the beginning of each triennium
- assist the Council in establishing criteria and mechanisms for evaluating the implementation of the Strategic Plan
- assist the Council in establishing criteria and mechanisms for evaluating Council of the General Synod working style
- assist the Council, committees, and councils, in the indentification of and support for emerging leadership, alternative ways of working
- monitor Council of the General Synod in its visioning responsibilities
- explore the need for and methods of accountability
- help standing committees and councils to increase their understanding of the plan and the importance of fostering collaboration and shared responsibility
- to prepare for the planning process of the next triennium
It is proposed that the Planning and Agenda Team meet for approximately eight days per year; and also that Council members of the Planning and Agenda Team and the volunteer consultant meet with the Primate and Prolocutor, if possible, 1 day prior to each Council meeting. (This would be included in the eight day total.)
It is understood that this approach will be used for the next triennium and evaluated before the 2001 General Synod.
Job Description for Members
Purpose of Job
To enable the Council of the General Synod to work effectively and to assist the Council in the implementation of the Strategic Plan.
Requirements

- ability to articulate and creatively apply the vision of the strategic plan

- expertise in group process
- capacity to communicate clearly and sensitively
- evaluation and assessment skills
- interest in collaborative working style

- appreciation of the connectedness of segments to the mission of the church

Time Required
Job Description for the Volunteer Consultant
Take responsibility at COGS for observing and reflecting back on the following:
- participation demographics
- varieties of decision making
- formats used in information sharing
- styles of learning opportunities
- incidents of connecting work
- incidents of macro/micro management
- relationship of work done to established priorities
- responsiveness of meeting formats to participant need
- other factors as required
- time spent on variety of tasks
Respond to themes and patterns emerging in work styles of COGS by:
- offering suggestions for alternative approaches
- flagging possible agenda changes
- using "teaching moments"
- suggesting alternative mechanisms for reporting information from committee work, task groups, etc.
Assist in the development of an accountability framework for COGS to use by:
- helping clarify hoped-for outcomes
- authoring "rubrics" that could be used as criteria
Assist in enhancing the leadership/change capacities of COGS members by:
- understanding their workloads, COGS responsibilities and committee mandates
- proposing and carrying out brief learning opportunities
Furthering the long term impact of the strategic plan by:
- monitoring the contextualization of decisions
- fostering and pointing out incidents of connectedness, and opportunities for connectedness
- assisting in determining "who needs to know" and key message communication strategies
- assisting in designing strategy/mechanism for establishing priorities in work ahead of COGS
