Following discussion, it was agreed that a Task Force be appointed to prepare a motion for presentation to the House later in the meeting.

"That a small drafting committee, consisting of the Archbishop of Nova Scotia, the Bishop of British Columbia and the Metropolitan of Ontario, be set up to phrase the proposed addition that no one will serve on the National Executive Council for more than two consecutive terms and also to incorporate other proposed changes in wording as agreed by the House." That General Synod request the National Executive Council to consider the best way of securing the membership of the Metropolitans on the National Executive Council when desired without depriving the Metropolitical dioceses of the chance for lay or clerical representation, and if necessary to prepare a change of Constitution for submission to General Synod.

That the Metropolitans be added to Section 35(2) of the Constitution (Handbook, p.30) giving them the right to attend with voice but not vote. CARRIED
Notes
It is suggested that in connection with p.3, item 4(c) of the Committee's Report, the Provincial Canons be reviewed:
4c) to clarify the inter-relatedness of Sections 6, 7 and 8 of the Declaration of Principles by producing a working paper on the authority of General Synod in relation to Provincial and Diocesan Synods and the House of Bishops.
The report of the Organization Committee was received.

That subsection 2 of Section 35 of the Constitution be amended to read:
"Save when the National Executive Council determines otherwise, there shall be present at its meetings without voting privileges, the Registrar, the Chairmen of the Administration and Finance Committee, the Program and the Long Range Planning Committee respectively, if not already members, and the Executive Director of Program, the General Treasurer of General Synod, and all principal administrative officers of the departments and/or divisions of Synod bearing the title of Director and the executive secretary of The Missionary Society of the Anglican Church of Canada." CARRIED in both Houses.

That Section 35 of the Constitution be amended:
a) by adding thereto the following subsections:
"3. A member of the National Executive Council may resign his place in the National Executive Council at any time, by forwarding his resignation to the General Secretary of the Synod;
4. When a member of the National Executive Council dies, or resigns as a member of the National Executive Council, or resigns as a member of the General Synod, or ceases to be a member of the Synod of the Diocese by which he was elected, or removes from that Diocese, or becomes a member of the Upper House, he shall cease to be a member of the National Executive Council and his place in the National Executive Council shall, in the case of a member of the Lower House, be filled by the Prolocutor, and in the case of a member of the Upper House, be filled by the Primate, and in either case the appointment shall be promptly communicated to the General Secretary of the Synod;
5. In filling any vacancy pursuant to subsection 4 hereof, the Prolocutor shall consult with the Bishop of the Diocese concerned and shall appoint the new member of the National Executive Council from the list of members and of substitutes who have taken their place in the General Synod, elected by the Synod of the Diocese concerned and certified by the Bishop of that Diocese and the Secretaries and that Diocesan Synod and filed with the Secretaries of the General Synod under the provisions of Section 13 of the Constitution;
6. A member of the National Executive Council appointed by the Prolocutor pursuant to subsection 5 hereof shall be of the same Order as was the member whom he replaces;
7. Subject to subsections 3 and 4 hereof each person elected as a member of the National Executive Council shall continue as a member of the National Executive Council until the election of the members of the National Executive Council at the next succeeding Session of the Synod."

The General Secretary reported that he had received notification from the Ven. W.F. Payton of his resignation from the National Executive Council as a consequence of his appointment as Protestant Chaplain of the Prince Albert Penitentiary. Since no provision has been made for replacement of members of the Council, this had been referred to the Committee on Constitution and Canons.

That the General Secretary be instructed to acknowledge Archdeacon Payton's communication, advise him of the situation and ask that in the circumstances he withdraw his resignation. CARRIED

That a representative of the Council on Native Affairs be invited to attend meetings of the National Executive Council as an official observer, and that the official observer be given the courtesies of the House at all meetings of the National Executive Council.

"That the following procedure for electing the National Executive Council be approved:
a) Each diocese is asked to submit to the Nominating Committee by 5:00 p.m., Sunday June 5, three nominations from among its own members, one from each Order. One of those nominated may be elected to represent that diocese on the National Executive Council. When any diocese has been represented by any one Order for the two previous terms, the diocese shall make only two nominations from among its members, omitting the Order that has been represented for the two previous terms.
b) At a time designated in the agenda of the General Synod, members of the Synod shall assemble in four groups according to the Ecclesiastical; Province in which the member resides.
c) The Nominating Committee of the General Synod shall assign four if its members to chair the four assemblies, such chairmen preferably being resident in the Ecclesiastical Province as the members so assembled, but such chairman shall not be a person who has been nominated by his or her diocese for election to the National Executive Council by this process.
d) If at the time of the members so assembling any diocese has not submitted its nominations, the members of that diocese may do so, and they do not do so, then the assembly shall nominate for that diocese, the first three nominations being made to be deemed to be the nominations for that diocese.
e) A chart shall be posted showing the dioceses and their nominations and their Orders.
f) The members who have been nominated may be identified for the information of those assembled.
g) The chairman will appoint six scrutineers from among those who have not been nominated.
h) Ballots shall be distributed and each member shall vote for his or her first choice among the nominees to serve on the National Executive Council.
i) The members receiving the greatest number of votes shall be deemed selected. In the event of a tie where both candidates may be selected it shall be deemed that both have been selected. Where only one may be selected, a further vote between those so tied shall be taken. If that vote again results in a tie, the matter shall be referred to the General Synod for resolution.
j) The other nominations for the diocese which the successful nominee represents shall be struck from the list of nominations.
k) When the prescribed number of nominations of any one Order has been achieved, other nominations from that Order shall be struck from the list.
l) The process shall be repeated until a single nomination from all dioceses has been achieved.
m) When the prescribed number of nominations of persons resident in the Ecclesiastical Province represented has been achieved, the chairman shall declare that the business for which the members have been assembled is concluded, and he or she shall report to the Chairman of the General Synod Nominating Committee.
n) The Chairman of the General Synod Nominating Committee shall report to the General Synod the names of those who have been nominated for the National Executive Council by this process.
o) Nominations for those to be selected as members-at-large will be received from the floor.
