In October of 1987 there will be a special event in the Diocese of Nova Scotia marking the 200th Anniversary of the Anglican Episcopate in Canada.
An invitation has been extended to the House of Bishops to meet from October 13 - 18, 1987 and the National Executive Council to meet from October 19 - 21, 1987 in Halifax.

That this National Executive Council agrees with the invitation from the Diocese of Nova Scotia and refers it to the first meeting of the 1986-1989 National Executive Council. CARRIED

That this NEC expresses its thanks to the Diocese of Montreal, represented by the Bishop, Andrew Hutchison, Canon Philip Bristow, Mrs. Constance Middleton-Hope, Canon Gordon Guy, Mr. Patrick Wedd, the volunteer drivers and all other staff and volunteers for the warm Welcome and excellent Exposure Day.
It is evident that the whole day was organized with precision, the resource people were of the highest calibre and the venues were chosen with great care. In one single day, we were privileged with a view into the life of the Diocese of Montreal and into this part of the Province of Quebec; that is rare indeed.
It is our prayer that God will continue to grace you with those gifts needed to be faithful and generous in hospitality into the future in Christ's name. CARRIED #57-05-93

Following the luncheon period, the following report was presented by the Archbishop of Fredericton for this committee:
That the House of Bishops meet from Tuesday to Friday, incl., August 23 to 26 (this to be announced by Bishop Appleyard when finally decided); Saturday free, Sunday preaching engagements; Monday August 29 MSCC, GBRE, CSS meet all day; Tuesday, Wednesday, Thursday, August 30, 31, and September 1 National Executive Council. (The Archbishop of Canterbury will preach at a Service of Witness on the Wednesday evening.)

In reply to the General Secretary's inquiry for suggestions from the Departments regarding the proposed biennial meetings, the following statements were received:
- i. M.S.C.C. - Resolution from Executive Committee on November 9, 1965:
-- "That, subject to the decision of the National Executive Council, a meeting of the Board of Management be held in 1966 for two days at a time to be decided, the Board to be composed of those representatives whom Dioceses send as allowed in the Canon, and such others as the Canon prescribes: that the quorum be declared to be those present; that the business of an annual meeting be conducted; that the remaining time be given over to a consultation on such matters as the staff think advantageous to the work of the Department;
-- Further, that the function and purpose of the Board of Management be studied at the forthcoming consultation of the Policy Committee and reported to this Executive."
- ii. C.S.S. - Resolution from Executive Committee on November 10, 1965:
-- "That the Council for Social Service Executive draw to the attention of the National Executive Council the financial bind created by the Canonical amendments adopted by General Synod in relation to the 1966 meeting of the Council in that no provision has been made for the payment of travel and accommodation expenses of members, other than through the limited funds provided by Dioceses."
- iii. G.B.R.E. - Canon Somerville reported that his Executive had discussed the matter and was aware of the financial difficulties entailed. They had also talked of the possibility of holding Provincial Consultations.
Chancellor Soward stated that, in his opinion, it was canonically requisite that such biennial meetings be held.
It was agreed:
That 1966 is a particularly difficult year to arrange meetings, because we are in a state of transition.
That it is still a diocesan responsibility to pay for representatives to attend the Departmental Biennials.
That it would have advantages, and would not be too much more expensive, to hold the meetings in Fredericton in conjunction with the House of Bishops and N.E.C.
While mindful of the opinion expressed at the February meeting, on further consideration entailing a lengthy debate, it was moved [and seconded], and RESOLVED:

That, in principle, the National Executive Council sets the last ten days of August 1966 as the period within which, in Fredericton, it shall have a meeting, and the three principle Boards (MSCC, GBRE, CSS) shall also meet; leaving the implementation to a small committee to be named by the Primate. CARRIED
Notes
The Primate named the following committee: The General Secretary of General Synod, the Archbishop of Fredericton, Canon A.H. Davis, Canon T.D. Somerville, Canon M.P. Wilkinson and Mr. J.W. Graham.

That the recommendation from the Board of Finance reading, "The Board has approved a provision that air travel will be permitted, if required, for all members of the National Executive Council to attend the Fredericton meetings" be approved. CARRIED
Notes
The General Secretary suggested and it was agreed that the Archbishop of Canterbury's itinerary for his Canadian visit in August should be appended to these minutes.

Mr. F.D. Gibson presented, and spoke to, this report.

That the report of the Chairmen's Committee be received. CARRIED
Discussion followed concerning the recommendations attached to the report which were amended to read:
a) Every report requiring approval or action by N.E.C. will be in writing. If the report includes matter for information as well as resolutions it shall be in two sections:
- 1st section containing resolutions for debate
- 2nd section containing information for questions and answers.
b) Reports will be indicated on the "Orders of the Day."
c) Reports will be presented to N.E.C. by Committee Chairman or delegate. Staff may be available at the request of the Chairman to respond to questions and as resource personnel.
d) Resolutions not included in reports should be submitted in writing to the General Secretary and, if feasible, be referred to the appropriate committee of Synod or N.E.C. for consideration prior to the meeting of N.E.C.; before the vote being taken, the resolutions shall be printed for distribution to all members of N.E.C. or projected or written on newsprint.

It was suggested that, before each meeting of the N.E.C., the chairmen of the major committees, along with appropriate staff personnel, shall meet with the General Secretary to plan the Agenda.
It was agreed that the first matter for consideration each day should be the "Orders of the Day", as recommended by the Steering Committee.
Mr. Gibson described the usual pattern of N.E.C. and Committee meetings and noted that, acting under the Constitution and Canons, the N.E.C. must meet three times a year. It was agreed that, if N.E.C. were to meet at a time other than Quarterly Meetings, reports of the Committees could be made available to N.E.C. members earlier, thereby providing members with adequate time for study and reflection.
He suggested an experiment during the next year or so with twice yearly meetings of the Standing Committees in connection with N.E.C., the latter meeting a third time as well. The Program and Long Range Planning Committees, and possibly the Administration and Finance Committee, would continue to meet more frequently as required.

That the capital of the Diocesan Delegates Travel Fund, being no longer required for its original purpose, be added to the capital of the Executive Council Expense Fund to pay the travel and other expenses of the National Executive Council and General Synod Committees and Commissions; and that the accumulated income of the Fund be used for the same purpose. CARRIED in both Houses.
