"Approved a motion expanding the types of initiatives can be considered for Ministry Investment Fund (MIF) grants. Established by the financial management and development committee in 2008 ... The approved motion added two other criteria for consideration: - funding for up to $100,000 per year and $250,000 in aggregate to support 'new ways of working, for collaborative ministries between General Synod and ELCIC [Evangelical Lutheran Church in Canada], diocese and/or other partners'; funding of up to $75,000 annually for emerging and unbudgeted initiatives of General Synod. The requirement that the balance of the fund may not fall below $2 million remains".

Prologue
Bishop Cowan reviewed the Fund Profile – which limits the funding of operational deficits with unrestricted bequests to the National Church. The purposes for MIF expenditures and criteria for grant applications were explained. At the present time, applications for funding are considered by a group consisting of the Primate, Prolocutor and General Secretary, in consultation with the Treasurer.

Canon Bob Falby, the CoGS representative on the Committee, introduced the Financial Management Committee (FMC) presentation and the participants:
- Mr. Dave MacNicol, a member of the Investment Sub-committee of FMC for the Revised Statement of Investment
- Ms. Haroldine Neil-Burchert, Audit Committee on behalf of Archbishop Colin Johnson
- General Secretary and Prolocutor for the revised Ministry Investment Fund (MIF) Criteria.
Ministry Investment Fund (MIF) # 007-12-14-05
The General Secretary and the Prolocutor explained that the MIF was created to end the funding of operational deficits with unrestricted bequests to the Anglican Church of Canada and that the policy called for a review of fund criteria by the Financial Management Committee.
The General Secretary explained that the proposed changes better reflect how General Synod works and formalizes the practice of carrying forward grants if unspent in the year.

Ms. Hanna Goschy, Treasurer, led the presentation covering the Ministry Investment Fund (MIF) approved grants for November 2015, the proposed Statement of Investment Policy revisions, the third quarter 2015 revenues and expenditures, and the 2016 proposed budget.
It was noted that the 2016 budget is conservative but realistic and that the years 2016 – 2020 show a modest, year-after-year surplus. She advised that the budget is realistic, achievable and sustainable.

"A balanced 2012 budget of $12.698 million was approved by CoGS for the national church. In addition, a balanced budget was forecast for 2013 with 'no further staffing cuts' before 2016" (p. 1). "Of major concern is the decline in proportional gifts from the dioceses. These constitute 67 per cent of budgeted revenue and are currently falling at an annual rate of three per cent, said FMC [Financial Management Committee] chair Rob Dickson" (p. 6). "FMC noted in its report that a balanced budget in 2012 would not have been possible without support from the Ministry Investment Fund (MIF). The MIF was established in 2008 to limit the use of unrestricted bequests to bridge deficits" (p. 6). "The 2012 budget forecasts revenue of $12.698 million, expenditures of $12.766 million and a surplus of $4,512. It also provides additional funding of up to $173,000 from the MIF, plus a contingency reserve of $300,000 and $268,640 for the Together in Mission (Tim) initiative. TIM is a nationwide fundraising initiative that involves a partnership between General Synod and dioceses and has a goal of raising $25 million over five years" (p. 6). "Under the 2012 budget, the Council of the North received a grant of $2.263 million, down from last year's $2.416 million. This reflects the council's proposal that its grants be reduced by five per cent per year over the next five years". Article also include table of major revenue and expenditures for 2012.
