Prologue
The House re-assembled at 3:55 following coffee break, and the Reverend James Boyles reviewed a memorandum dated October 31, 1974 addressed to the National Executive Council regarding Plan of Union. Mr. Boyles reported that National Executive Council had agreed that extra time should be allowed at its February meeting to allow for a study of the Plan of Union, and that the Reverend D. Hodgkinson is to assist the NEC in planning and design for this study.
The Reverend Canon W. Sewell reported on behalf of the Task Force on Revisions, and said that study of submitted revisions will go forward until the next meeting of the Committee on Union and Joint Mission scheduled to be held January 20-21. Mr. Boyles suggested the following possible alternative courses of action:
-go ahead with the vote on the Plan as it is or with minor revisions;
-delay until 1977 for more thorough revision which procedure might involve a reaffirmation of intention by General Synod;
-withdraw from work on the Plan.

Prologue
This problem is an increasing one as more men feel called to take up various forms of work which they feel are forms of ministry. Several cases were reported with respect to which Diocesan bishops desired the guidance of the House.
The Primate suggested the following guide-rules:
1. Clergy should be advised not to commit themselves to secular forms of work without discussing it with their bishops.
2. If it appears that they should go into this form of work they should establish an association with some parish.
3. If the work takes them into another diocese they should establish a relationship with the bishop of that diocese.
Text
"That the Primate be requested to arrange a special meeting of the Canadian House of Bishops at an early date at which there will be adequate time for the discussion of the Office and Work of a Bishop, and of the Ferment in the Church, with special reference to episcopal administration and the vocation of the priests."
