That this Council of General Synod request that the General Secretary of General Synod cause a representative from the Council of the North to be immediately appointed to the Governance Task Force. CARRIED #07-11-06
Number of Clerical and Lay Members of General Synod
The Chancellor outlined the three principles of representation underlying the current composition of General Synod:
- 1. All 30 dioceses should have significant voice at General Synod regardless of size.
- 2. The number of members from each diocese should be proportional to the number of Anglicans in the diocese.
- 3. General Synod should not have so many members that it cannot function effect-ively as a forum for the exchange of views, the advocacy of positions and the formulation of policy.
Currently, the entitlement for members (both clerical and lay) is based on the number of licensed clergy in the diocese. As this is no longer a satisfactory measure of the number of Anglicans in a diocese, the Chancellor advised there is a considerable variation in licensing practices across the country.
The Chancellor provided details on the size of both the 2007 and 2010 General Synods, drawing attention to Appendix A of the GWG report, containing the Group’s 2010 proposed formula, and Appendix B, the resolution given first reading at GS 2010.
As a result of further work during the current triennium [see Appendices C, D and E of the report], the Chancellor advised that the GWG is proposing the revised formula set out in the resolution below.

That this Council of General Synod recommend to General Synod 2013 the adoption of amendments to Section 8 f) of the Constitution.
Be it resolved by this General Synod as follows:
1. Section 8 f) of the Constitution is amended to read as follows:
- Dioceses shall be entitled to elect clerical and lay members of the General Synod as follows:
- i) for dioceses having an average attendance of 2,499 persons or less, one member of each Order;
- ii) for dioceses having an average attendance between 2,500 and 4,999 persons, two members of each Order;
- iii) for dioceses having an average attendance between 5,000 and 9,999 persons, three members of each Order;
- iv) for dioceses having an average attendance between 10,000 and 14,999 persons, four members of each Order;
- v) for dioceses having an average attendance of 15,000 or more persons, five members of each Order plus one additional member of each Order for each 5,000 of additional average attendance in excess of 15,000.
- vi) the words “average attendance”, as used in this section and elsewhere in the Constitution, shall mean the average attendance for liturgical celebrations for Easter, Pentecost, the second Sunday in September and Christmas in the second and third calendar years prior to the year in which General Synod will take place, as reported by the Diocese to Church House.
2. Paragraph 9 b) of the Constitution is deleted, paragraph 9 a) is renumbered as 9 b), and the following is enacted as new paragraph 9 a):
- 9 a) As soon as practicable in the year prior to the year in which General Synod will take place, the General Secretary shall publish the number of clerical and lay members which each diocese is entitled to pursuant to paragraph 8 f).

Chancellor Jones responded to numerous questions.
It was noted that the GWG [Governance Working Group] has been in existence for three triennia (reporting to General Synod in 2007, 2010 and 2013) and that the membership of the Group has been identical for the past six years. COGS was advised that the General Secretary has assumed responsibility for future appointments to GWG.
That this Council of General Synod request the Planning and Agenda Team to appoint a Governance Working Group for the 2007-2010 triennium, with appropriate representation of both geography, and expertise, and with adequate funding, so that the work of the Governance Working Group may continue. CARRIED #31-03-07
Archdeacon Michael Pollesel presented his report. He noted that as the number of responses to an email ballot concerning Governance Working Group membership was low (six were received); Council would be asked to vote on the matter at this meeting.
