That this National Executive Council express its gratitude to the General Treasurer and his staff for the way in which they have coped with the extreme pressures during the past year. CARRIED
"The Council of General Synod (CoGS) has approved the appointment of Hanna Goschy as the new treasurer and chief financial officer of the Anglican Church of Canada's General Synod. Last October [2012], Goschy, then the General Synod controller, was appointed acting treasurer after the resignation of Michele George. A search committee recommended Goschy's name to the primate, Archbishop Fred Hiltz, who then submitted it to CoGS for approval. A certified management accountant, Goschy was previously chief financial officer for YMCA Canada. She has also worked as senior accountant for Transamerica Life Canada as senior control officer for Manulife Financial". [Text of entire article.]
"General Synod Treasurer Michele George has resigned, effective Oct. 1 [2012]. She said health reasons and 'wanting to spend more time with my family' were the reasons behind her 'very, very difficult decision'. A chartered accountant and veteran of the health care and not-for-profit sectors, George was hired in 2009 during a period of restructuring that included downsizing and staff layoffs".
That this National Executive Council recognizes with gratitude the 30th Anniversary of John Ligertwood's service as National Treasurer of our Church. We are grateful for his many gifts and extraordinary faithfulness in that office. CARRIED
That Canon VI, Administration and Finance Committee, be amended by:
a) deleting the title and replacing it with Financial Management
b) deleting Section 1 and substituting therefor:
1. Role of the Treasurer
The Treasurer of the General Synod shall manage the finances of the General Synod under the direction of the Financial Management and Development Committee
c) in Section 2, deleting the title and substituting therefor:
Role of the Financial Management and Development Committee in Financial Management
d) in Section 2a), deleting the word "committee" in the second line and substituting therefor the words, "the General Synod"
e) in Section 3a), deleting the word "chairperson" in the first line. CARRIED Act 37
That Canon VI of the General Synod (Financial Management) be amended by deleting section 1 and renumbering sections 2 to 6 to be sections 1 to 5. CARRIED Act 15
That in part 1 of Subsection 3 of Rule 9A (Courtesies of the House) (Handbook, p.56) the words, "or the Executive Council," be struck out so that said Rule will read:
"3. During a Session of the Synod, the following shall be entitled to sit in the House at all times, and subject to these Rules of Order, participate in any discussion without the right to vote;
(a) The General Secretary of the Synod;
(b) The General Treasurer of the Synod." CARRIED in both Houses.
That the Constitution of the General Synod be amended
(a) by deleting Section 12 and substituting the following:
12. The Officers of the General Synod
The Officers of the General Synod shall be:
1) The Primate
2) The Prolocutor
3) The Deputy Prolocutor
4) The General Secretary
5) The Treasurer
6) The Chancellor
7) The Vice-Chancellor, if appointed
8) two Officers-at-large (one Clergy, one Laity) elected by the Council of the General Synod from its own membership [resident in ecclesiastical provinces other than those of the Prolocutor and Deputy Prolocutor].
(b) by renumbering sections 17 to 19 to be sections 18 to 20 and inserting a new section 17 as follows:
17. The Treasurer
a) The Treasurer shall be appointed by the Council of the General Synod on nomination of the Primate after consultation with Financial Management and Development Committee.
b) The Treasurer shall receive and disburse all monies of the General Synod under the authority of the General Synod, the Council of the General Synod or the Financial Management and Development Committee, and shall perform such other duties as may be prescribed by the Constitution, the Canons and resolutions of the General Synod, the Council of the General Synod or the Financial Management and Development Committee.
c) During sessions of the General Synod the Treasurer shall be entitled to be present and, subject to the Rules of Order and Procedure, to participate in discussion without the right to vote. CARRIED IN ALL ORDERS Act 14
1. That this General Synod amend Section 12, Part III of the Constitution by reconstituting the Officers of the General Synod as follows:
a) Primate
b) Prolocutor
c) Deputy Prolocutor
d) General Secretary
e) Chancellor
f) Vice-Chancellor, if appointed
g) two Officers-at-large (one Clergy, one Lay) elected by the Council of General Synod from its own membership [resident in ecclesiastical provinces other than those of the Prolocutor and Deputy Prolocutor].
2. That Sections 19 and 20 of the Constitution be deleted, and subsequent sections renumbered accordingly;
3. That Section 35 a) iv) of the Constitution be amended by adding after 'Chancellor',
"provided that, in the absence of the Chancellor at meetings of the Council of General Synod, the Vice-Chancellor may attend such meetings."
and that Section 35 c) ii) of the Constitution be deleted and subsequent sections renumbered accordingly.
4. That Section 36 d) v) be deleted (regarding the Executive Director of Program).
5. That Section 1 of Canon VI be deleted and replaced by the following:

a) The Treasurer shall be appointed by the Council of the General Synod on nomination of the Primate after consultation with Financial Management and Development Committee.

3. Delete item #5 in its entirety (regarding Canon VI, section 1 - The Role of the Treasurer). DEFEATED
