That Second Reading be given to the resolution that section 11 of the Declaration of Principles be amended by the addition after section d) of the following section:
e) Amendments on Second Reading at Synod
i) Where a proposed change to the Declaration of Principles (other than to s.6,7 or 7A thereof) or to a Canon dealing with doctrine, worship or discipline has been
a) passed at one session of the General Synod,
b) referred for consideration to all diocesan and provincial synods, and
c) brought before a second session of the General Synod for consideration,
it shall be in order for the General Synod to adopt any amendment to the proposed change which would have been in order when the proposed change was considered at the first session of the General Synod and the proposed change shall take effect if passed by the required majority at the second session with or without such amendment.
ii) Where a proposed change to sections 6,7 or 7A of the Declaration of Principles has been:
a) passed by the required majority at one session of the General Synod,
b) referred for the consideration of all diocesan synods,
c) referred for consent to all provincial synods, and
d) brought before a second session of the General Synod for consideration,
it shall be in order for the General Synod to adopt any amendment which does not alter the proposed change in any substantive way but which merely improves the clarity or form of the proposed change and the proposed change shall take effect if passed by the required majority at the second session with or without such amendment. That Section 3 of the Declaration of Principles be amended to read:
The President of General Synod shall be the Primate of the Anglican Church of Canada, who shall be elected and hold Office under, and have such privileges, powers, authority and duties as may be defined by the Constitution, Canons and Rules of Order of the Synod. CARRIED unanimously in both Houses.
That Section 4 (subsection 3) be amended to read 3(a), that "In addition to the persons elected or appointed under subsection (2) the Bishop Ordinary to the Canadian Armed Forces shall appoint two clergymen licensed by him and two lay persons from the Armed Forces to represent the chaplains, military personnel and their dependents." CARRIED unanimously in both Houses.
That Section 4 (subsection 3) be amended to read 3(b), that "In addition to the persons elected or appointed under subsection (2), there shall be fifteen young people between the ages of 18 and 25 appointed to the membership of the Synod by the National Executive Council at its last regular meeting prior to a session of General Synod, from nominations submitted by the Diocesan Bishops of which 3 shall be from the Province of Canada, 6 from the Province of Ontario, 3 from the Province of Rupert's Land, and 3 from the Province of British Columbia."

(1) Change the number "15" to "24". The amendment was lost.
(2) After the words, "from nominations submitted by the Diocesan Bishops," delete the balance, and substitute as follows:
"after consultation with their young people, and with due consideration being given to adequate representation from the differing regional, cultural, occupational and socio-economic backgrounds of the young people in our Church." CARRIED in both Houses.

The whole of Section 4, subsection (3)(b) CARRIED unanimously in the Upper House and by a two-thirds majority in the Lower House.
That Section 6, subsection (1)(a) of the Declaration of Principles be amended to read:
"(a) The constitution and organization of the General Synod including the regulation of the time and place of its meeting, the order and conduct of its proceedings, and the appointment, functions and duties of its office bearers, committees, departments, divisions, and officers, for the proper conduct of its affairs." CARRIED unanimously in both Houses.
That NEC approve for submission to General Synod the following amendments to the Handbook:
1. Add the following subsection to Section 3 of the Declaration of Principles (for first reading at General Synod 1995):
I) In addition to the persons elected or appointed under subsections c) and d), there may be appointed two representatives of Anglican Religious orders with communities in Canada recognized by the House of Bishops, such representatives to be appointed by the Superiors of the religious orders acting in concert.
2. Add to Section 44 of the Constitution a new sub-section g):
g) A vacancy on any committee, council, board or commission shall be deemed to exist if any member fails to attend two consecutive meetings without being excused by that committee, council, board or commission and shall be filled in accordance with the procedures set out in this section.
3. Section 35 of the Constitution be deleted and replaced by a new Section 35. (See Appendix A attached to these minutes.)
4. Amend Section 1 a) v) of Canon VI ADMINISTRATION & FINANCE COMMITTEE to read:
"twelve members, of whom ten shall be elected by the General Synod, at least 8 of whom are members of the General Synod and 3 of whom are members of the NEC; 2 of the members shall be appointed by the Primate."
5. Amend Section 3 of Canon V ARCHIVES by adding the following subsections:
(f) to develop an increased awareness of the needs to preserve the heritage of architecture and artifacts significant to the Anglican Church of Canada;
(g) to promote historical research and writing in co-operation with the Canadian Church Historical Society and other agencies.
