The following opinion of the Assessors was reported:
"A United Church minister could be a communicant of the Anglican Church of Canada, and, if he regarded himself and was accepted in the diocese as a member of our Church, even if he was also regarded as a member of The United Church, could be elected as a lay member of General Synod. However, if he has been presbyterally and not episcopally ordained, he cannot be a clerical member unless changes are made in the provisions relating to membership in our clergy.

That the National Executive Council authorize that an appropriate footnote be drafted for inclusion in the Handbook. DEFEATED

That the Council recommends to General Synod that section 33(a)(vi) of the Constitution be amended to read:
vi) one youth member of the General Synod from each ecclesiastical province to be elected by the General Synod on the nomination of the members of the Orders of Bishops, Clergy and Laity from each ecclesiastical province meeting together, provided that no ecclesiastical province may make more than one nomination;
and that section 33(f)(ii) of the Constitution be amended to read:
(ii) in the case of a member elected under the provisions of subsection 33(a)(vi), be filled by the Prolocutor, in consultation with the appropriate metropolitan, provided that the person so named shall be a youth member of the General Synod from the same ecclesiastical province as that to which the former member of the Council belonged at the time of his or her election to the Council. That Section 35, Sub-Section 1, of the Constitution (in the Handbook of General Synod pages 29 and 30) be amended by deleting paragraphs (f) and (g) and substituting the following:
35.1 (f) Bishops, Clerical members and Lay members to be elected by the General Synod on the nomination of the members of the Orders of Bishops, Clergy and Laity from each Province meeting together, provided that the members from each Province shall select:
- i) that number of Bishops that is equal to one-third of the number of Dioceses in the Province to the next larger whole number, provided that there shall not be more than one Bishop so nominated from any one diocese;
- ii) an equal number of Clerical and Lay members, provided that there shall not be more than one Bishop, one Clerical member and one Lay member from any one Diocese within the Province, save that no Province shall so nominate less than two Clerical members and two Lay members; and
Paragraph (h) to be relettered (g).

That Section 12A Youth Representation be amended to read as follows:
"In addition to the Diocesan representation provided by Section 12, there shall be fifteen young people between the ages of 18 and 25 appointed to the membership of the Synod by the National Executive Council at its last regular meeting prior to a session of General Synod, from nominations submitted by the Diocesan Bishops, after consultation with their young people, and with due consideration being given to adequate representation from the differing regional, cultural, occupational and socio-economic backgrounds of the young people in our Church." CARRIED in both Houses.

That Subsection (1) of Section 12 (Diocesan Representation) be repealed (Handbook, p.33) and the following substituted therefore:
"(1) The representation of clerical and lay members shall be as follows: For Dioceses having fifteen licensed clergy or less one member of each order; for Dioceses having sixteen to twenty-five licensed clergy two members of each order; for Dioceses having twenty-six to fifty licensed clergy three members of each order; for Dioceses having more than fifty licensed clergy three members of each order and one additional member of each order for each additional fifty licensed clergy or fraction thereof." CARRIED in both Houses.

That Sections 8g) and 8h) of the Constitution be amended by striking out the words "between the age of eighteen years and twenty-five years" where they appear therein and substituting in each case the words "who will be at least sixteen years of age upon the opening of General Synod and under the age of twenty-six years upon the prorogation of General Synod";
That Section 8j) of the Constitution be amended by deleting therefrom the words "clerical and lay"; and
That Section 9e) of the Constitution be amended by deleting the number "18" and substituting the number "16." CARRIED Act 11

Two alternative resolutions regarding the age of youth members were withdrawn.

That Section 4 (subsection 3) be amended to read 3(a), that "In addition to the persons elected or appointed under subsection (2) the Bishop Ordinary to the Canadian Armed Forces shall appoint two clergymen licensed by him and two lay persons from the Armed Forces to represent the chaplains, military personnel and their dependents." CARRIED unanimously in both Houses.
That Section 4 (subsection 3) be amended to read 3(b), that "In addition to the persons elected or appointed under subsection (2), there shall be fifteen young people between the ages of 18 and 25 appointed to the membership of the Synod by the National Executive Council at its last regular meeting prior to a session of General Synod, from nominations submitted by the Diocesan Bishops of which 3 shall be from the Province of Canada, 6 from the Province of Ontario, 3 from the Province of Rupert's Land, and 3 from the Province of British Columbia."

(1) Change the number "15" to "24". The amendment was lost.
(2) After the words, "from nominations submitted by the Diocesan Bishops," delete the balance, and substitute as follows:
"after consultation with their young people, and with due consideration being given to adequate representation from the differing regional, cultural, occupational and socio-economic backgrounds of the young people in our Church." CARRIED in both Houses.
Notes
The whole of Section 4, subsection (3)(b) CARRIED unanimously in the Upper House and by a two-thirds majority in the Lower House.
