That this General Synod amend Canon II (Corporate Seal) and Canon XI (Anglican Book Centre), and the Rules of Order and Procedure by striking out the words "Financial Management and Development Committee" wherever they appear and substituting the words "Financial Management Committee".
That this General Synod approve the appointment of the chartered accounting firm of Ernst & Young LLP as Auditor for the General Synod of the Anglican Church of Canada Consolidated Trust Fund and the Anglican Church of Canada Resolution Corporation for the 2013 financial year for the following audit fees:
The General Synod of the Anglican Church of Canada $49,300

The Primate welcomed Mr. Robert Dickson, Chair of the Financial Management Committee. Mr. Dickson introduced the Treasurer, Hanna Goschy, and presented the report of the Financial Management Committee.
Ms. Goschy reviewed the financial statements of the General Synod of the Anglican Church of Canada, the Anglican Church of Canada Consolidated Trust Fund and the Anglican Church of Canada Resolution Corporation for the year ended December 31, 2012.
The Most Rev. Colin Johnson was also at the podium as Chair of the Audit Committee.

Ms. Monica Patten introduced resolutions dealing with the restructuring of the Financial Management and Development Committee.

That this General Synod amend section 39 of the Constitution of the General Synod
- 1) by amending paragraph a) iv) to read
-- iv) Financial Management Committee
- 2) by adding a new paragraph a) vi) as follows
-- vi) Philanthropy Committee.
- 3) by amending paragraph e) to read
-- e) The Financial Management Committee shall consist of seven members:
-- i) four of the members shall be elected by the General Synod at least one of whom shall be a member of the Council of the General Synod
-- ii) three members shall be appointed by the Primate
-- iii) one of the members shall be a member of the Philanthropy Committee.
- 4) by re-lettering paragraphs f) to l) to be paragraphs g) to m) and adding a new paragraph f) as follows
-- f) The Philanthropy Committee shall consist of seven members:
--- i) three of the members shall be elected by the General Synod at least one of whom shall be a member of the Council of the General Synod
--- ii) four members shall be appointed by the Primate

- and amend sections 17, 28 and 34 of the Constitution by striking out the words "Financial Management and Development Committee" wherever they appear and substituting the words "Financial Management Committee".
"Although final results are not yet certain pending a completed audit, FMC [Financial Management Committee] said, 'It is reasonable to expect that the deficit will be in the neighbourhood of $100,000'. A deficit of $287,680 has been forecast for that year. However, 'although 2012 will likely end up more favourably than anticipated four months ago, the outlook for 2013 has not changed', said the report submitted by committee chair, Rob Dickson. Last fall's [Nov. 2012] meeting of CoGS had approved a transitional budget of $523,000". "Dickson said the FMC reaffirms the direction set by CoGS in November 2008 for a balanced budget for 2014 and beyond".
Bishop James Cowan, a member of the committee, presented the report on behalf of the Chair, Mr. Rob Dickson. Ms. Hanna Goschy, Treasurer, also participated.

That the Council of General Synod receive the draft revision of Canon VI on Financial Management and direct the Handbook Concerns Committee to prepare a revision of Canon VI and terms of reference for a new Financial Management Standing Committee and a new Philanthropy Standing Committee, to be presented to the Council of General Synod in March 2010. - General Secretary and Prolocutor for the revised Ministry Investment Fund (MIF) Criteria.
Ministry Investment Fund (MIF) # 007-12-14-05
The General Secretary and the Prolocutor explained that the MIF was created to end the funding of operational deficits with unrestricted bequests to the Anglican Church of Canada and that the policy called for a review of fund criteria by the Financial Management Committee.
The General Secretary explained that the proposed changes better reflect how General Synod works and formalizes the practice of carrying forward grants if unspent in the year.

That the Council of General Synod approve the revised policy for the administration and determination of grants from the Ministry Investment Fund.
That this General Synod instruct the Financial Management Committee, in carrying out its function under Canon VI, section 3, to provide the Council of General Synod, at its meeting in the fall of 2010, with a full range of options regarding budgetary cuts based upon the Vision 2019 document, for consideration prior to approving the budget for 2011.

Point of Order
Mr. David Johnstone rose on a point of order to ask if partners had a voice on the floor of Synod. The assessors advised that Section 3c) of the 'Rules of Order and Procedure' allows for partners to participate in discussion.
Council considered three resolutions brought by the Financial Management Committee.

That General Synod Act 68, Resolution C006 – “That this General Synod ask the Council of General Synod to organize a review of the current apportionment system, including consulting with diocesan finance officers, and report to General Synod 2013.” be referred to the Financial Management Committee for action; and that the Financial Management Committee report progress to the Council of General Synod in the fall of 2011.
