That the Council of General Synod establish a General Synod 2007 Planning Committee with Terms of Reference and membership (attached as Appendix A) and request the Nominating Committee to nominate
- at least one member of the previous planning committee

APPENDIX A
GENERAL SYNOD PLANNING COMMITTEE
TERMS OF REFERENCE
The General Synod Planning Committee (GSPC) is a sub-committee of the Council of General Synod and reports to the Council.
GSPC is constituted until General Synod is convened. During Synod the General Synod Agenda Committee is responsible for the agenda of Synod.
Members of the GSPC are elected by the Council of General Synod at its second meeting following General Synod.
Prior to the first meeting of the committee, the Primate will appoint the chair.
Membership:
- at least one member of the previous planning committee (appointed by CoGS)
- a representative from the Council of General Synod (appointed by CoGS)
- at least one member from the host diocese (appointed by the diocese)
- at least one member from the next host diocese (appointed by the diocese)
- a representative from the Anglican Council of Indigenous People (appointed by ACIP)
- the Prolocutor of General Synod (ex-officio)
- the Chair of the Worship Committee (ex-officio)
- the Chair of the Local Arrangements Committee (ex-officio)
- The General Secretary (staff)
- staff as assigned by the General Secretary (staff)
A schedule of meeting dates will be set at the first meeting and will include one meeting following the meeting of General Synod.
On behalf of the Council of General Synod, the GSPC shall:
- prepare the agenda for Synod
- review the budget
- propose, in consultation with committees/councils, a theme for General Synod
Ms. Dorothy Davies-Flindall presented the report. The committee reflected on the importance of Anglican Video's web broadcasts of the General Synod proceedings for Anglicans in Canada and around the world. Ms. Flindall said that the intent of the motion presented by the committee is that the webcast will go ahead within the financial constraints of the General Synod 2007 budget and to give Council's support to it. Dean Wall, Chair of the General Synod Planning Committee, observed that this motion does provide the General Synod Planning Committee with an opportunity to return to Council with a request for additional money. He will convey the Council's discussion to the Planning Committee at its February meeting.
In other business the CIRC [Communications and Information Resources Committee] reiterated its commitment to the restoration of a fuller ministry of the Anglican Book Centre.

That the Council of General synod make a commitment to a webcast of General Synod 2007, and explore with Anglican Video any and all models for making this possible within the current financial constraints under which the General Synod Planning Committee is operating. CARRIED #18-11-05
