The Hon. R. Stevenson, Chair of the Handbook Task Force, introduced the following resolution and requested a vote by orders, which was agreed to by six members of Synod.

a) That the words National Executive Council be deleted wherever they appear in the Constitution of the General Synod and that the words Council of the General Synod be substituted in each instance.
b) That the words National Executive Council be deleted wherever they appear in the Canons of the General Synod and that the words Council of the General Synod be substituted in each instance.

That Section 35 of the Constitution and the heading preceding it be repealed and the following substituted therefor:
VII. Council of the General Synod
35. Council of the General Synod
a) There shall be an Executive Council of the General Synod to be known as the Council of the General Synod consisting of:
i. The Primate, who shall be chairperson;
ii. The Prolocutor;
iii. The Deputy Prolocutor;
iv. The Chancellor; and
v. bishops, clerical members and lay members elected by the General Synod on the nomination of the members of the Orders of Bishops, Clergy and Laity from each ecclesiastical province meeting together, provided that the members from each province shall select:
I. that number of ordained persons equal to 45 percent of the number of dioceses in the province to the next larger whole number, provided that:
(i) there shall not be more than one ordained person selected from any one diocese; and
(ii) that there shall be at least one bishop and at least one priest or deacon from each province;
II. an equal number of lay members;
provided further that there shall be at least one representative from each diocese.
iv. two youth members of the General Synod to be elected at large by the General Synod, unless such members have been elected on the nomination of the ecclesiastical provinces;
b) The General Secretary of the General Synod is an ex officio member without voting privileges.
c) Except when the Council determines otherwise, there may be present at its meetings:
(i) chairpersons of the standing committees;
(ii) the Executive Director of Program;
(iii) the Treasurer of the General Synod;
(iv) all principal administrative officers of the General Synod bearing the title "Director", or its equivalent.
d) A member may resign his or her place in the Council at any time by forwarding a letter of resignation to the General Secretary of the General Synod.
e) When a member:
i. ceases to be a member of the General Synod, or
ii. resigns as a member of the Council, or
iii. in the case of a member elected under subsection (a)(v), ceases to be eligible for membership in the Synod of the diocese which he or she represents,
he or she shall cease to be a member of the Council.
f) A vacancy in the Council shall:
i. in the case of a member elected under the provisions of sub-section 35(a)(v), be filled by the Prolocutor in consultation with the appropriate bishop, provided that the person so named shall be:
a) a member of the General Synod;
b) from the same order as that to which the former member of the Council belonged at the time of his or her election to the Council;
c) from the same diocese as that to which the former member of the Council belonged at the time of his or her election to the Council;
ii. in the case of a member elected under the provisions of subsections 35(a)(vi), be filled by the Prolocutor, provided that the person so named shall be a member of the General Synod, preference being given to the nominee who received the highest number of votes of those nominated but not elected at the previous session of the General Synod. If there were no such nominations or if none of the nominees is eligible or willing to serve, the Prolocutor shall consult with the Primate in naming the appointment.
g) Subject to sub-sections (d) and (e), each person elected as a member of the Council shall continue as a member of the Council until the election of members of the Council at the next succeeding session of the General Synod.

That the words "unless such members have been elected on the nomination of the ecclesiastical provinces" at the end of section 35a)vi) be deleted. CARRIED

That section 35(a)(v) (I and II) be deleted and replaced with:
I. that number of lay members that is equal to one-third of the number of dioceses in the province to the next larger whole number, provided that there shall not be more than one lay member so nominated from any one diocese;
II. an equal number of clerical members and bishops, provided that there shall not be more than one bishop, one clerical member, or one lay member from any one diocese within the province, save that no province shall so nominate less than two clerical members and two bishops. DEFEATED

That the following new subsection (vii) be inserted in Section 35a):
vii. One member elected by the General Synod, nominated by the members of the General Synod and representing the Anglican Ordinariate. CARRIED
The mover and seconder also agreed to include in the above motion the addition of the words "and the Anglican Ordinariate" at the end of the last line of section v).

That in section 35(c)(i), the words "chairpersons of the standing committees" be deleted and replaced with the words "a representative of each standing committee, chosen by the committee." CARRIED

TORONTO - The Anglican Church of Canada's national council has approved a motion asking church members to join in a fast in solidarity with people affected by the Canadian Health Service Transfer (CHST).
The date of the fast is April 1, Holy Week Monday, and the day of implementation of the CHST. The decision to commend the fast to Canadian Anglicans was made this week by the Council of General Synod, the church's governing body in between meetings of General Synod which are held every three years.
The CHST is federal legislation which combines funding for health, post-secondary education and social assistance into one block fund. The Bill of which it is a part cuts $7-billion from the total federal transfers for these three areas.
The motion before the Council of General Synod came from the church's Ecojustice Committee which commended the idea of the fast and of an Alternative Federal Budget drafted by the Ecumenical Coalition for Economic Justice and released last month. The Anglican Church is a member of the Ecumenical Coalition.
The committee also asked Council members, who come from across the country, to take information on the fast and the Alternative Budget back to their home constituencies and to encourage as much local participation as possible.
In a report to the Council, the Ecojustice Committee said it strongly believes that there are numerous alternatives to the budget cuts proposed by the federal government which affect disadvantaged people.

TORONTO, May 2, 2005 -- The Anglican Church of Canada's governing council, meeting in Mississauga, Ont. later this week, is set to decide on a request that the Canadian church voluntarily absent itself from a key Communion meeting.
The Council of General Synod (CoGS) will also address another request that the church impose a moratorium on the blessing of same-sex unions at its meeting at the Queen of Apostles Renewal Centre, Mississauga, Ont., May 6-8 [2005].
(CoGS is the chief governing boy of the Anglican Church of Canada. It is the body that oversees the implementation of General Synod decisions and any matters referred to it by the Primate. It meets twice a year between sessions of the General Synod.)
Members of CoGS will be responding to the Anglican Primates' Communique, which the heads of provincial churches issued after their meeting in Dromantine, Northern Ireland, in February [2005].
(Last month, the Executive Council of the Episcopal Church in the United States agreed on behalf of the U.S. church to honour the request.)
The Anglican Consultative Council is made up of bishops, priests and lay people from each of the worldwide Anglican Communion's 39 provinces and is considered an `instrument of unity'.
The other major issue before CoGS is a proposal for a moratorium on blessings of same-sex unions made by a special commission that examined how the communion can stay together in light of growing controversies around sexual issues. In its report -- The Windsor Report -- the international commission requested such a moratorium.
Archdeacon Jim Boyles, General Secretary of the Anglican Church of Canada, says that a process for discussions has been prepared for Council members before they vote on the issues.
At CoGS on May 6 [2005], he said, Archbishop Andrew Hutchison, the Canadian Primate, will talk about the Primates' meeting in Northern Ireland.
This will be followed by a series of presentations by General Synod committees that have considered the matter. Council will also hear from youth, from the conservative group Essentials, and from Integrity, group that advocates for the full inclusion of gay and lesbian people in the church. Lutheran partners will also address the issue. The council, which ultimately makes the decision, will also consider positions on this issue taken by General Synod committees and a recent statement from the House of Bishops.
Friday evening, Council members will focus on the Windsor report. Council will also hear from the Primate's Theological Commission which was asked by General Synod 2004, to consider whether the blessing of same-sex unions is a matter of doctrine.
Council is expected to vote on the key issues on Saturday evening (May 7).
CoGS will also consider a host of resolutions and motions dealing with the work of the church and review General Synod's budget for 2005.
The Council's deliberations are normally public, although it does have the option to go into closed session.
