The Rev. Dr. Karen Egan presented the report of the Anglican Journal and Communications and Information Resources Joint Working Group to the Council.

Be it resolved: That this General Synod confirm: 1. The amalgamation by the Council of General Synod of the existing Communications and Information Resources Coordinating Committee and the existing Anglican Journal Coordinating Committee to form the new Communications Coordinating Committee, 2. The terms of reference for the new Communications Coordinating Committee adopted by the Council of General Synod, and 3. The provisions adopted by Council of General Synod with respect to the mandate, governance, editorial policy and editorial board for the Anglican Journal. ADOPTED #CoGS 015-03-19

That section 39 of the Constitution of the General Synod be amended
1. by deleting section 39 a) vi) and substituting the following:
- vi) Communications and Information Resources Committee.
2. by deleting section 39 f) and substituting the following:
- f) The Communications and Information Resources Committee shall consist of fourteen members:
- i) 10 of the members shall be elected by the General Synod
- ii) at least 6 of the members elected by the General Synod shall be members of the General Synod, of whom at least one shall be a member of the Council of the General Synod
- iii) 4 members shall be appointed by the Primate who, in making the appointments, shall consider expertise in aspects of the Committee's work
- iv) at least 2 of the members must be members of the Anglican Journal Board. CARRIED IN ALL ORDERS Act 13

That the Council of General Synod:
Seek a revision of the Handbook – section 39.G describing membership of the CIRC [Communications and Information Resources Committee] to note that the Anglican Journal Board no longer exists and that sub-set 4 be struck from the Handbook.
And further, that a new sub-set 4 read, “the national communications director of the Evangelical Lutheran Church in Canada shall be an ex-officio member with voice and vote (with ‘ex-officio’ meaning ‘by virtue of their office’).

That the Council of General Synod encourages the development of a communications strategy for General Synod based on the Communications and Information Resources departmental communications strategy and the five Marks of Mission.
Friendly Amendment
The mover and seconder agreed to delete the word “five” from the motion. The amended motion now reads:

That the Council of General Synod amends section 39(f) of the Constitution of the General Synod be amended to read as follows:

De-Incorporation of the Anglican Journal
Mr. Vianney (Sam) Carriere informed Council that legal steps to de-incorporate the Anglican Journal were underway and would be completed by the end of the year.
Anglican Journal Committee - Terms of Reference and Membership
Text
That the Council of General Synod:
- 1. Approve the attached terms of reference and membership for the Anglican Journal Committee.
- 2. Pursuant to section 34 c) of the Constitution, appoint a committee having this membership and terms of reference.
- 3. Take the request for the creation of the new Standing Committee to General Synod with the appropriate consequential amendments to the Constitution and Appendix C to the Handbook.
The mover and seconder accepted a friendly amendment to the Terms of Reference, adding the sentence “When expression of opinion conflicts with official church policy, as stated by decisions of the General Synod or the Council of the General Synod, the newspaper will, at the same time, carry an explanation by an informed spokesperson of the official position of the church.” to point v.

APPENDIX C
Terms of Reference for the Anglican Journal Committee
The Anglican Journal Committee shall consist of the members of the Communications and Information Resources Committee sitting as the Anglican Journal Committee plus one additional member appointed by the Primate from the membership of the Anglican Editors. Association (AEA).
The Anglican Journal Committee shall elect a Chair from its membership, but who shall not also chair the Communications and Information Resources Committee.
The committee shall:
- i. Be the publisher of the Anglican Journal
- ii. Monitor, defend and safeguard the editorial independence of the Anglican Journal
- iii. Support the work of Anglican Journal staff and advise staff as requested
- iv. Explore and work on areas of mutual interest with the Communications and Information Resources Committee
- v. Produce, publish and distribute a national newspaper of interest to the members of the Anglican Church of Canada, with an independent editorial policy and not being an official voice of or for the church. When expression of opinion conflicts with official church policy, as stated by decisions of the General Synod or the Council of the General Synod, the newspaper will, at the same time, carry an explanation by an informed spokesperson of the official position of the church.
- vi. Provide a means to distribute diocesan newspapers and other materials as inserts to the national newspaper
- vii. Maintain a database containing pertinent circulation information that will be available for the national and diocesan offices of the Anglican Church of Canada
- viii. Exercise functions common to all committees, namely
-- a) Develop annual budget proposals
-- b) Communicate with other committees and groups
-- c) Report regularly to the Council of General Synod
-- d) At least once a triennium review its own mandate and review policies governing the various areas of work of the Anglican Journal

Be it resolved that, in light of the responsibilities assigned to each committee under Canon XI, the Council of General Synod direct the Financial Management and Development Committee and the Communications and Information Resources Committee to establish a joint working group to develop and monitor a business plan for the Anglican Book Centre and its future, and to report regularly to the Council of General Synod and the relevant committees.
