1. "The Future of the CANADIAN COUNCIL OF CHURCHES and the Relationship and Involvement of THE ANGLICAN CHURCH to its new Structure and Constitution."
The Rev. Canon R.R. Latimer, in speaking to this document, referred to the fact that since 1964 the Primate has been President of the Canadian Council of Churches, to which he has given outstanding leadership in the work and restructuring of the Council. A similar contribution had been made by the Rt. Rev. H.R. Hunt, Chairman of the C.C.C. Committee on Ecumenical Affairs. In addition, the Heads of Departments at Church House have given much time and thought to the problem facing the Council.
2. "An Introductory Statement Relative to a Consideration of the Constitution of the Canadian Council of Churches."
In speaking to this document, the General Secretary of General Synod referred to the actions of the two previous Biennials in requesting that rather than attempting to amend the Constitution in a piece-meal manner, the Executive Committee of the Canadian Council of Churches should be asked to consider rewriting the whole Constitution and to consider a thorough reorganization of the structure and work of the Council. The document also deals with the presuppositions which lie behind the Provisional Constitution. It indicates the procedure to be followed regarding the adoption of the Provisional Constitution.
The view was expressed that one of the weaknesses suffered by the Canadian Council of Churches was due to the lack of time given by the staff members of the Churches concerned, to the work of the Council. Their absence from meetings of the Council's Committees had, at times, thwarted the work. It was pointed out that it is intended the Council should avoid working on service programmes in the future, and should try to stimulate dialogue between the churches. In this connection, it was noted that the Roman Catholics are not yet ready to participate actively in the work of the Canadian Council of Churches. However, they are willing to participate in ad hoc committees carrying out the work of the Council, although not on an official level.
3. "Provisional Constitution" and
4. "Outline of Proposed Functional Structure."
In presenting the Provisional Constitution, the General Secretary of General Synod gave a brief summary of the proposed changes in the Constitution:
"A. Proposed Changes in CONSTITUTION:
Membership Representation:
A minimum of 4, with 1 additional for every 15,000 adult confirmed members or major fraction.
Meetings:
A triennial Assembly (instead of a biennial meeting).
Officers:
A President
A 1st and 2nd Vice-President
A General Secretary
A Treasurer
Committees:
A Central Committee consisting of
The Officers
A minimum of 2 members from each member denomination, plus 1 members for every 50,000 adult confirmed members.
An Executive Committee consisting of
The General Secretary of each denomination
Up to 12 additional members from the Central Committee
A Standing Committee for each Section
With representation from each participating denomination
Commissions and Committees - May be appointed in the Sections.
B. PRESENT BASIC PLAN under consideration for RESTRUCTURING THE C.C.C.
The Council is to function in two Sections, with the possibility of Commissions and/or Committees, as follows:
SECTION I. ECUMENICAL STUDY, RESEARCH AND ENCOUNTER
(administered under the direction of a Standing Committee)
1. Committee on FAITH AND ORDER
2. Committee on STUDY AND RESEARCH
3. Committee on ECUMENICAL ENCOUNTER
SECTION II. ECUMENICAL ACTION AND SERVICE
1. Commissions on ECUMENICAL PROJECTS
2. Committee on ECUMENICAL SERVICE (on-going work of Council)
3. Committee on SERVICE TO CHURCHES
Other Committees."
In dealing with Article III, the Rev. Canon R.R. Latimer indicated that this is the very heart of the Constitution; that if the Churches don't get agreement here they cannot proceed in any effective way. He stressed that the main purposes, of course, are unity and mission. Parts (a), (b), (c), (d) and (e) of this Article set forth the specific functions of Section 1 "Ecumenical Education, Study and Encounter" in the "Outline of Proposed Functional Structure." Parts (f), (g), (h), (i) and (j) set forth the specific functions of Section 2 "Ecumenical Action and Service" of the "Outline of Proposed Functional Structure."
It was suggested that in Article III of the Provisional Constitution, Part (h), the words "war and peace" should appear before the word "justice."
In speaking to Article VI, the General Secretary drew attention to the increased representation called for. This would make possible a much larger representation from the clergy and laity of our parishes on the Assembly of the Council.
In dealing with Article XI, he stated that this Article is the basis of the two proposed Sections as the major administrative units within the Canadian Council of Churches, which will be administered under the direction of standing committees and will deal with specific areas of activity.
Article XIV deals with by-laws (still to be written), and Article XV deals with the methods by which amendments may be made.
The Rt. Rev. H.R. Hunt, who presented the document "Proposed Functional Structure" during the presentation of the Provisional Constitutional, asserted that these Sections develop in detail Article III of the Provisional Constitution, "Purposes and Functions." Section I embodies clauses (a) to (e) inclusive in the function of "Ecumenical Education, Sutdy and Encounter," and will fulfil its work in a Commission on Ecumenical Education, a Commission on Ecumenical Study and Research, and a Commission on Ecumenical Encounter. Section II deals with clauses (f) to (j) of Article III and has specific responsibility for Ecumenical Action and Service. A number of commissions and committees will carry responsibility for various areas of interest and work, such as Ecumenical Projects, Ecumenical Service, and Services to Churches. The programmes of the present Departments will be redistributed within the two Sections, with the exception of those programmes which are the responsibility of churches especially committed to them, such as the Youth Programmes of Trail Rangers, Tuxis, C.G.I.T., etc. As the churches concerned assume responsibility for these particular programmes, the Council will be free to give full attention to the primary matters of ecumenical consultation, study, research, encounter and action.

Following a lengthy discussion on the Provisional Constitution, and the Proposed Functional Structure, the following resolution was made:

That we give general approval to the restructuring of the Canadian Council of Churches along the lines of the new Constitution on the understanding that it does not imply the building up of an expensive organization or the complicating of the local scene where the organization of formal councils might be divisive and limiting to the local ecumenical effort.

Substantive Resolutions:
1. Recognizing that the World Council of Churches at its Fourth Assembly in Uppsala, Sweden in July, 1968, and through its Division of Inter-Church Aid, Refugee and World Service and other related Divisions, is giving dynamic leadership in seeking solutions to problems facing people in a changing world; that this General Synod instruct the National Executive Council to seek ways and means to increase support and involvement of The Anglican Church of Canada in the ecumenical work of the World Council. CARRIED in both Houses.
2. Recognizing that the Canadian Council of Churches has accepted an ever increasing responsibility in developing and encouraging the ecumenical fact in Canada, and has the potential to develop into a much more effective agency for co-ordinating inter-church and community action; be it resolved that this General Synod directs the new National Executive Council to appoint, at its first meeting, a task force including executive members of Church House staff, to study the nature of the relationship of The Anglican Church of Canada to the Canadian Council of Churches and to the Ecumenical Institute, and to recommend to the November meeting of the National Executive Council specific proposals concerning financial and other support. CARRIED in both Houses.
