Archdeacon Hobson presented a memorial to the National Executive Council concerning the Kelley Papers which have been written on the early history of the Anglican Church of Canada, with the recommendation that a unit or commission be established to write an official history of the Anglican Church of Canada, investigating the possibility of editing and printing the Kelley Papers as the first volume of that history.

That the Primate be asked to establish a Commission to study the feasibility of producing a history of the Anglican Church of Canada, and in this respect to consider the Kelley Papers as the basis for volume one of such a project. CARRIED

In 1967 General Synod decreed that the Anglican Book Centre, a perennial money loser until that time, be given a new mandate to become self-sufficient or to shut down. At that time, the Rev. Michael Lloyd, publisher to the Anglican Church of Canadaand director of the Anglican Book Centre (ABC), recalled that "ABC owed the banks about $213,000 and General Synod another $200,000." "Today, ABC not only pays its way, but manages to return money to General Synod every year." "Along the way, ABC has become a successful publisher of books, some of which, by any Canadian standards, qualify as best sellers. In a sense, ABC owes its success as a book publisher to the BAS, something which Mr. Lloyd says he and others foresaw in the mid-1970s. `We felt that a new book of liturgy would be wanted in the next few years and we wanted this book to be produced and published here in Canada rather than us relying on it being published in Great Britain as had always been done in the past,' Mr. Lloyd recalls."

That this National Executive Council authorizes the renewal of the contract for printing the Canadian Book of Common Prayer between the General Synod of the Anglican Church of Canada and the Cambridge University Press, England, on an annual basis subject to automatic renewal unless either party indicates in writing a desire for change, on the same terms and conditions with the exception that the Anglican Book Centre be authorized to print the cloth pew book in Canada if so desired. Archdeacon Crawford, on behalf of the Anglican Book Centre, presented a cheque to the Primate for the National Executive Council in the amount of $25,000.

That the National Executive Council concur with the Policy Guidelines for the Anglican Book Centre, which read:
In order to provide a service to and perform a ministry for the whole Church, the Anglican Book Centre will be operated under the following policy guidelines:
1. The Anglican Book Centre, with the exception of the Service Section, will be operated at a profit.
The Service Section will bear its appropriate share of overhead costs and will, as far as possible, be operated on a "break even" basis.
2. All publications (except Canadian Churchman and The Living Message) produced for sale by the national office will be marketed by the Anglican Book Centre, and the Anglican Book Centre will set their selling prices.
3. The compensation policy of the national office, approved by the Administration and Finance Committee, will generally apply to the staff of the Anglican Book Centre.
At the request of the Anglican Book Centre Committee, exemptions from or modifications in the compensation policy as it applies to the staff of the Anglican Book Centre may be granted or approved by the Administration and Finance Committee.
4. The Anglican Book Centre Committee, with the concurrence of the Administration and Finance Committee and the National Executive Council, will provide capital and other funds for its operation out of accumulated earnings or from bank borrowings, as required.
5. Any excess earnings designated by the Anglican Book Centre Committee will be transferred to a reserve fund in the General Synod for disbursement under the authority of the National Executive Council.
6. Changes in these policy guidelines, recommended by the Anglican Book Centre Committee, will become operative when approved by the National Executive Council. CARRIED

Bishop Nock requested that the Anglican Book Centre give consideration of [i.e. to] the publishing of a Canadian Lenten Book, as he feels it would be useful.

The Anglican Church of Canada has been cited for the graphic arts work in its church school series of books.
The books are among the 40 best as selected by the graphic arts committee at Dartmouth College, N.H. (U.S.A.). They were chosen from more than 300 books by Canadian publishers ranging in price from $2.50 to $135.
The first books were printed in 1965 and the last of the series will be available this year.
Designers of the new curriculum are Frank McGuire, production manager for the Anglican Church, and Frank Davies, a lecturer at the Ontario College of Art and a member of the centenary commission which selected the Expo '67 symbol.
"The format of the books had to be consistent with the best in publishing and design in Canada," said Mr. McGuire. "It also had to be forward-looking for it will serve for several years."
Photography was done by Michael Spivak, of Toronto.
Mr. McGuire said he believes the production team captured the philosophy of the materials and expressed it in the overall format. "Rigid designs and concepts were out. Flexibility and freedom seemed to be the common element," said Mr. McGuire.
The church became the first major publisher to use a cover stock known as Kinline Cambric, a cloth-like textured material imported from Scotland.
A type face new to North America, Optima, by a German designer, was chosen for its clarity and functional design. It has become the official type face of all Expo '67 printed material.
