That the Council of General Synod adopt the following policy regarding the copyright of the liturgical resources of the General Synod of the Anglican Church of Canada:
i) That the General Synod of the Anglican Church of Canada (henceforth the General Synod) retain copyright to all its liturgical texts.
ii) That parishes, dioceses, chaplaincies, religious orders, and other institutions of the Anglican Church of Canada have permission to print, free of charge for use only in their institutions and not for sale, liturgical texts copyright by the General Synod, provided they observe whatever reasonable copyright limitations may be prescribed by the General Synod, and provided they seek permission to use texts copyright by other parties and included in General Synod texts.
iii) That parties and organizations other than parishes, dioceses, chaplaincies, religious orders, and institutions of the Anglican Church of Canada must seek permission to use General Synod texts, and that the General Synod may determine the conditions, and charge a fee or royalty, for such use.
iv) That the General Secretary act as custodian of liturgical texts copyright by the General Synod, and that ABC Publishing (Anglican Book Centre) or a General Synod agent appointed by the General Secretary act of administrator of the copyright in consultation with the General Secretary and the staff of Faith, Worship and Ministry.
v) That the General Synod or a designated agent such as ABC Publishing (Anglican Book Centre) may charge a reasonable price to produce and sell print or electronic resources delivering liturgical texts copyright by the General Synod, but may not charge Anglican parishes, dioceses, chaplaincies, religious orders, and institutions for the duplication of those texts provided that they comply with terms outlined above. That the Council of General Synod authorizes the electronic publication to the web of the authorized worship resources of the Anglican Church of Canada for which the General Synod holds copyright, providing that necessary safeguards are in place to protect the integrity of the texts. On behalf of Andrew Asbil, Chair of the Faith Worship and Ministry Committee, the Very Rev. Peter Wall opened the presentation with two resolutions.
The second resolution dealt with the Liturgy Task Force which was authorized by the 2010 General Synod to work on liturgical revision. The group is now asking Counsel for authority to disseminate the texts so people can use them and then provide comment. Once revised, the new pieces would be brought to General Synod for authorization.
That this Council of General Synod authorize the publication, for study, trial use, and evaluation, where permitted by the Ordinary, of the following provisional texts of the Liturgy Task Force:
- Inclusive Language Liturgical Psalter;
- Morning and Evening Prayer, seasonally, beginning with Ordinary time;
- Revised Common Lectionary Based Collects, beginning with Pentecost Year A and following through the seasons as these become available.

The National Executive Council had asked the Task Force to: "... look at the policy question concerning publication distribution." This arose from consideration of the request from the Doctrine and Worship Committee for a budget of $8,000 to distribute free of charge copies of the Canadian Liturgical Series to all active clergy. It was noted that this request was also referred by the National Executive Council to the Administration and Finance Committee. The Doctrine and Worship Committee's request is related to Acts 21, 22, 23 and 57 of the 1973 General Synod, where they were requested to produce and in some cases, make available study materials to the Church.
The Task Force recognized that there is a serious situation existing where General Synod authorized various standing committees to produce materials, and at the same time made no budget provision for this task.

That the National Executive Council adopt the principle that the Program Committee should provide in its budget funds for the implementation of the tasks assigned by General Synod to its standing committees. CARRIED

That the National Executive Council requests the Program Committee, in consultation with appropriate standing committees, to develop a facility by which such budget support can be negotiated. CARRIED
