That comments from the Administration and Finance Committee, the Chairman's Advisory Committee, the Council of the North, the National Executive Council Stipend Sub-Committee and the National Executive Council be passed on to the Committee on Ministry for consideration when the Guidelines for Remuneration are reviewed and redrafted for further consideration by the National Executive Council and eventual consideration by the dioceses. That the National Executive Council approve the 7/6/5 proposals of the Program Committee for salary increases for national staff in 1983, and that, in addition, extra payments approved by the Directors' Salary Committee for inequities in relation to external benchmarks be permitted. *Note below. That the National Executive Council ask the Administration and Finance Committee to reconsider its decision to remove the floor and ceiling provision in relation to the application of C.P.I., and that the decision not be implemented until the review is complete. CARRIED

Mr. Fisher commended the staff of the Administration and Finance Division and especially the Treasurer, Mr. John Ligertwood.
"Anglican clergy are paid less than clergy in many other churches according to an interim report on compensation conducted for the Anglican Church". "The survey shows that a broad range of pay practices and policies exists throughout the church. Generally, dioceses provide only minimum pay guidelines for a parish which then sets a stipend according to its ability and the degree of satisfaction with the incumbent. Actual stipends paid to clergy range from $14,244 to $45,000, the study shows. ... Bishops' stipends range from $22,625 to $50,654, with an average of $32,530, according to the study undertaken by the management consultant firm of Woods Gordon and presented to National Executive Council in November [1988]". "A major objective of the study was to identify and understand the issues which affect compensation policies and practices and determine their impact on bishops, clergy and lay employees of the church". "A document, 'Principles of a Healthy Remuneration System', was approved by General Synod in 1986 to provide a framework upon which compensation standards could be set".
Referred to National Executive Council Resolutions from the Commission on the Structure of the Canadian Church
That Sections 1 and 2 of the following resolution be referred to the Committee on Organization, and Section 3 to the General Secretary of General Synod:
"1. That, if the General Synod approves the discharge of the Basic Stipend Committee, the Commission be divided into three sub-committees;
(a) Relations of General Synod vis-a-vis Provincial and Diocesan Synods;
(b) The Ministry, generally;
(c) Salary Structures.
2. That the Primate be respectfully asked to include in the Commission's terms of reference parochial and salary structures in the relation to the Ecclesiastical Provinces.
3. That in view of the important issues faced by the Commission and the difficulty experienced in obtaining a hitherto meagre attendance, the Primate be requested to arrange for meetings to be held at times and in places where the membership will not be called upon to attend other meetings and can devote its time to full consideration and debate." Dean Fowler presented the report with the assistance of Mrs. June McFadden, Dean I.L. Robertson, Bishop C. Lawrence, Rev. R. Johns and the Rev. D. Hodgkinson.
Comments were requested from the floor and after discussion on the many aspects of the report a paper was presented entitled "Guidelines for Remuneration" which evoked considerable discussion. This paper related to the motion of the Administration and Finance Committee concerning standards for the Canadian Church which was not dealt with until this report from the Committee on Ministry was received.
It was noted that a national Task Force on Stipends is in existence but has not studied this paper.
The Primate agreed to contact the present Task Force on Stipends to see if it is prepared to study the ramifications of the above motion, and if not, he will appoint another task force.

That the paper on "Guidelines for Remuneration" be referred to the Administration and Finance Committee for study and report back to the National Executive Council at the March 1983 meeting. CARRIED
That the NEC concur that the Committee on Ministry accept responsibility for items #1, 2 and 4 of the following Terms of Reference, formerly exercised by the Stipend Committee, and request that the General Secretary ensure sufficient staff time is available to implement Term 3, and that any such information be forwarded to the Committee on Ministry.
Terms of Reference of Stipend Committee
1. To recommend to the dioceses, annually or from time to time, minimum stipend or salary levels for clergy and layworkers.
2. To review remuneration practices throughout the Church and to make recommendations to the National Executive Council for changes in such practices.
3. To gather data annually about stipends and allowances paid to bishops, priests, deacons and layworkers in the dioceses of the Anglican Church of Canada, and stipends and allowances paid by other Churches, and to share such information with the dioceses.
4. To study and make any necessary recommendations to the National Executive Council about travel allowances, acquisition of cars, clergy debts, housing, location and responsibility allowances, and other related matters. CARRIED #18-11-93

That the uniform benefits package, called for in recommendation 1.2 of the Compensation Consultation Report, consist of the six items on pages 2, 3 and 4 of the report; and
that all dioceses be encouraged to adopt the package, on a `phase-in' basis if necessary, as outlined. CARRIED #15-10-89
