Canon David Jones brought forward a motion for the creation of the Anglican Parishes of the Central Interior (APCI) with the status of a diocese, the ability to elect its own bishop and delegates to the General Synod in its own name. Resulting from this amendment,

Be it resolved that
a) pursuant to Section 7 b) iii) of the Declaration of Principles consent to the decision by the Synod of the ecclesiastical Province of British Columbia and Yukon to rearrange boundaries to transfer the territory of the diocese of Cariboo to the Anglican Parishes of the central Interior, and
b) confirm that the Anglican Parishes of the Central Interior has the status of a diocese, and as such is entitled to membership in the General Synod pursuant to section 8 of the constitution.

Noting that General Synod had delegated to COGS the authority to approve a change to diocesan boundaries, Chancellor David Jones outlined the proposed changes necessary for the creation of the new Diocese of the Indigenous Spiritual Ministry of Mishamikoweesh.

That: Exercising the authority delegated to it by General Synod, Council of General Synod approve the boundary changes to the Dioceses of Keewatin, Rupert’s Land, and Brandon occasioned by the creation of the new diocese in Northern Ontario, subject to consent being given to these changes by the Executive Council of the Ecclesiastical Province of Rupert’s Land as authorized by the Provincial Synod.

Notes
Bishop Lydia Mamakwa expressed gratitude for the support received on the journey of self determination. She spoke of the meaning and significance of the name of the new diocese, The Diocese of the Indigenous Spiritual Ministry of Mishamikoweesh.
The new diocese, a member of the Council of the North, will be born on June 4th, the birth date of William Winter, and Bishop Lydia will be its first diocesan bishop. “The vision of the elders is being fulfilled.”
The Primate thanked Bishop Lydia for her leadership.

That this General Synod confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium.
Friendly Amendment
The mover and seconder accepted a friendly amendment moved by The Rt. Rev. Michael Bird and seconded by The Rt. Rev. James Cowan:
That the existing wording be numbered "1" and the following be added at the end thereof:
"2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions".

The Primate sought advice from the Assessors as to whether the motion to divide was in order. The Assessors advised that it was in order to divide the motion.
The motion to divide was put and was DEFEATED.
The amended resolution which reads:
That this General Synod:
1. Confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium; and
2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions

That NEC request:
(1) the four Metropolitans to study the Provincial boundaries with a view to such alterations as may improve the functioning of the Church;
(2) each Metropolitan to initiate a study of diocesan boundaries within his Province with a view -
a) to such boundary alterations
b) to such inter-diocesan co-operation as may further the Church's mission within the Province;
(3) a copy of this resolution be sent to the secretary of each Provincial Synod.

Bishop Matthews said that earlier in the meeting of the House of Bishops during the conversation about the Bishop of New Westminster's Council of Advice, it became clear that there was a need to clarify the jurisdiction of dioceses and diocesan bishops.

"Be it resolved that this House of Bishops ask the Council of General Synod to appoint a task force to work in consultation with dioceses and ecclesiastical provinces to consider and propose a definition of the jurisdiction of dioceses and diocesan bishops and ecclesiastical provinces with respect to discipline and doctrine. The Task Force membership is to include representation from the House of Bishops, and those with appropriate legal and canonical expertise; the report to be submitted to the House of Bishops and the Council of General Synod respectively."

That the Memorial from the Executive Committee of the Provincial Synod of British Columbia reading as follows, be considered in Joint Session:
Re The Diocese of Yukon
"1. That the office of the Bishop of Yukon be preserved and continued and that the election of a successor take place at the earliest possible opportunity in accordance with the Canons of the Provincial Synod of British Columbia.
2. That a Committee be appointed, to begin immediately an examination of the necessity, or otherwise, of the re-alignment of the boundaries of the dioceses of the Province of British Columbia and to bring in a preliminary report at the next meeting of the Provincial Synod Executive to be held not later than December 31, 1967." (see page 83)

The Provincial Synod of Canada passed the following motion at its meeting in June, 1974:
"Be it resolved that this Provincial Synod of the Ecclesiastical Province of Canada accede to the request of the Diocesan Synod of Newfoundland that the said Diocese be reconstructed into three Dioceses, each with its own Bishop and Synod, as required to meet the pastoral needs of the Church in Newfoundland, and that the necessary steps be taken to secure the consent of the General Synod to such action.
Notwithstanding this approval: we wish to urge the Church in Newfoundland to consider the wisdom of establishing but one administrative office for the three Dioceses, and of providing for a Province-wide regional Synod, with one of the Bishops as its Chairman, and its members elected by the Diocesan Synods, as an appropriate instrument for decision-making with regard to mutual concerns and for giving continued expression to the identity of the Church with Newfoundland as a whole."
The Organization Committee recommends to the National Executive Council that the following motion be included in the Convening Circular along with this motion, in order to place this question before the Synod:
That General Synod give its consent to the substance of the above motion passed by the Provincial Synod of Canada, as provided for in Section 7(2)(c) of the Declaration of Principles.
