That to resolve the possible conflict between subsections 1 and 4 of Section 33A of the Constitution, subsection 1 be amended to read:
"1. The Primate, the General Synod, the National Executive Council may at any time appoint a Commission, composed of any number of persons, whether members of the Synod or not, for the purpose defined in the resolution or instrument of appointment; such Commission to report its findings and recommendations to the Primate, the Synod, the National Executive Council, as directed in the resolution or instruments appointing such Commission." 1. That section 36 of the Constitution of the General Synod be amended by adding the following subsection after subsection e):
f) It shall be responsible for overall strategic planning and visioning within the mandate of the General Synod.
and by renumbering the remaining subsections accordingly.
2. That Appendix B of the Handbook of the General Synod be amended by:
a. adding to section 5, the following subsection after subsection e):
f) survey the organizational structure of the General Synod, and propose organizational modifications consistent with shifting priorities and functions.
b. adding to each of sections 1,2,4,5,6, and 7 as the penultimate subsection in each case the following words:

c. deleting section 3, Long Range Planning, and by renumbering the subsequent sections accordingly.
3. That section 41 of the Constitution of the General Synod be repealed and replaced by the following section:

iii. 2 of the 9 members shall be members of the National Executive Council,
iv. 3 of the members shall be appointed by the Primate.
c. The Program Committee shall consist of 18 members:
i. 15 of the members shall be elected by the General Synod,
ii. 12 of the 15 members who are elected by the General Synod shall be members of the General Synod,
iii. 2 of the 12 members shall be members of the National Executive Council,
d. The Board of Trustees of the Anglican Journal/Journal Anglican shall consist of 20 persons:
i. 8 of the trustees shall be elected by the General Synod from among its members,
ii. 2 of the 8 elected trustees shall be members of the Order of Bishops,
iii. 3 of the 8 elected trustees shall be members of the Order of Clergy,
iv. 3 of the 8 elected trustees shall be members of the Order of Laity,
v. 6 of the trustees shall be appointed by the Primate,
vi. The Primate, the Prolocutor, the General Secretary, the Treasurer of the General Synod, the Executive Director of Program and the Editor of the Anglican Magazine shall be ex-officio members.
e. In the nomination of persons to be elected or appointed to Standing Committees, geographical representation and the need for expertise shall be the principal criteria and consideration shall also be given to age, gender, order, minority ethno-cultural representation and continuity of membership.
f. Except in unusual circumstances, the length of service on a Standing Committee shall not exceed two terms of three years.
g. Unless the terms of reference of a Standing Committee of the General Synod are established by Canon, the terms of reference:
i. shall be established by resolution of the General Synod,
ii. shall be printed in the Appendices to the Handbook of the General Synod, and
iii. may be amended by resolution of the National Executive Council subject to the confirmation of such amendment by the General Synod at the regular session following the amendment.
h. At least thirty days prior to a regular session of the General Synod each standing committee shall submit to the General Synod Nominating Committee the names of up to six persons to be considered for nomination for membership to the committee for its next term.
i. The Standing Committees shall report to the General Synod and regularly to the National Executive Council.
4. That Appendix C of the Handbook of the General Synod be amended by removing sections 9 and 10 thereof.

The following revisions were agreed to by the mover and seconder:
1. That paragraph 2.a. be deleted.
2. That, in section 3.41.d. on the second line, the number 20 be changed to the number 19.
3. That, in section 3.41.d.vi. on the third line, the words "and the Editor of the Anglican Magazine" be deleted and the word "and" moved to the second line between the words "General Synod" and "Executive Director of Program."
4. That in 3.41.b.ii. the words "at least" be inserted before "9".
5. That in 3.41.b.iii. the words "at least" be inserted before "2".
The amended motion reads:

41. Standing Committees

i. Faith, Worship and Ministry Committee
ii. Partners in Mission Committee
iii. Primate's World Relief and Development Fund Committee (PWRDF Committee)
iv. Social Justice Committee
v. Pension Committee
vi. Financial Management and Development Committee
vii. Information Resources Committee
b) The Faith, Worship and Ministry Committee and the Social Justice Committee shall each consist of 15 members:
i. 12 members shall be elected by the General Synod
ii. at least 8 of the members elected by the General Synod shall be members of the General Synod, at least one of whom shall be a member of the Council of the General Synod
iii. 3 members shall be appointed by the Primate.
c) The Partners in Mission Committee shall consist of 15 members:
i. 10 of the members shall be elected by the General Synod
ii. at least 8 of the 10 members elected the General Synod shall be members of the General Synod, at least one of whom shall be a member of the Council of the General Synod
iii. 3 members shall be appointed by the Primate
iv. 1 of the members shall be appointed by an overseas partner church, designated by the committee
v. 1 of the members shall be appointed by an ecumenical partner church, designated by the committee.
d) The PWRDF Committee shall consist of 15 members:
i. 8 members shall be elected by the General Synod
ii. at least 4 of the members elected by the General Synod shall be members of the General Synod, at least one of whom shall be a member of the Council of the General Synod
iii. 7 members shall be appointed by the Primate
iv. 3 of the members to be appointed by the Primate shall be nominated by overseas organizations with which the PWRDF works closely and which have been designated by the committee. [NB. The organizations invited to nominate may be secular, ecumenical or Anglican church related.]
v. 1 of the members appointed by the Primate shall be an Aboriginal person, nominated by the Anglican Council of Indigenous Peoples.
vi. 1 of the members appointed by the Primate shall be an aboriginal person, nominated by the PWRDF Committee.
The members of the committee elected and appointed in 1995 shall take office on January 1, 1996. The members of the committee in existence on June 1, 1995 shall continue in office until December 31, 1995.
e) The Pension Committee shall be constituted as prescribed in Canon VIII.
f) The Financial Management and Development Committee shall consist of 12 members:
i. 9 of the members shall be elected by the General Synod
ii. at least 7 of the 9 members who are elected by the General Synod shall be members of the General Synod, at least one of whom shall be a member of the Council of the General Synod
iii. 3 of the members shall be appointed by the Primate.
g) The Information Resources Committee shall consist of 9 members:
i. 6 members shall be elected by the General Synod
ii. at least 5 of the members elected by the General Synod shall be members of the General Synod, at least one of whom shall be a member of the Council of the General Synod
h) In nomination of persons to be elected or appointed to Standing Committees, geographic representation, expertise, experience and commitment to the ongoing life and work of the committee shall be the principal criteria and consideration shall also be given to reflecting the diverse groups and individuals within the church and society.
i) Normally, a person who was a member of a Standing Committee for the two immediately preceding terms will not be elected or appointed to that committee.
j) Unless the Terms of Reference of a Standing Committee are established by Canon, the Council of the General Synod may adopt or amend terms of reference for a committee, subject to the confirmation by the General Synod at its next regular session. The terms of reference of each committee shall be printed in the Appendices of the Handbook of the General Synod.
k) The Primate, Prolocutor and Deputy Prolocutor may appoint the chair of each standing committee from among the members of the committee.
l) At least 30 days before a regular session of the General Synod, each Standing Committee shall submit to the General Synod Nominating Committee the names of persons to be considered for nomination for membership of the committee for its next term.
m) The Standing Committees shall report to the General Synod and regularly to the Council of the General Synod.

That Section 44 of the Constitution be repealed and the following substituted therefor:
44. Vacancies on Committees, Councils or Boards
a) Vacancies on the Council of the General Synod shall be filled in accordance with subsection f).
b) Except in the case of the Council of the General Synod, a member of a committee, council or board who ceases to be a member of the General Synod, in accordance with subsection 8(l), shall continue as a member of such committee, council or board until the ensuing session of the General Synod, unless the member dies, resigns or ceases to be a communicant member of the Anglican Church of Canada.
c) A vacancy on any committee, council, board or commission shall be deemed to exist if any member fails to attend two consecutive meetings without being excused by that committee, council, board or commission.
d) When a vacancy occurs on a committee, council or board, if the member whose position is vacant was elected to the committee, council or board by the General Synod or the Council of the General Synod, the vacancy shall be filled by the Prolocutor after consultation with the Primate.
e) When a vacancy occurs on a committee, council or board, if the member whose position is vacant was appointed to the committee, council or board by the Primate, the vacancy shall be filled by the Primate after consultation with the Prolocutor.
f) In filling vacancies on the Standing Committees of the General Synod, as defined in subsection 41(a), the Primate and Prolocutor shall observe, so far as it is practicable in their judgement, the provisions of section 41.
g) The Primate and the Prolocutor shall immediately notify the General Secretary of the General Synod of all such appointments. CARRIED Act 30

That sections 32, 32A, 32B of the Constitution on pages 44 to 48 out of the fourth edition be repealed and the following substituted therefore.
COMMITTEES
32. There shall be four standing committees of the Synod with membership and duties as hereinafter defined.
(a) ORGANIZATION COMMITTEE
which shall assume, arrange for and discharge the following duties:
(i) the continual review of the organization, structure and procedures of Synod and recommendations in respect to the same.
(ii) the preparation of the Agenda for each Synod session.
(iii) the consideration and preparation of all Constitutional and Canonical revisions and/or amendments to be placed before Synod.
(iv) the validation of credentials, the orderly arrangement of the business of a session of Synod, including the duty of arranging for the nomination of the membership of the Committees of Synod and the National Executive Council.
(v) the oversight and preparation of the convening circular of Synod, the Journal of Proceedings and the Handbook of Legislation, Constitution, Canons and Rules of Order of Synod. CARRIED in Both Houses.
32(b) INTERCHURCH RELATIONS COMMITTEE
(i) to formulate and present to the Synod a comprehensive and unified policy and plans for relations with other Churches and inter-Church bodies, and to foster and promote Church unity and ecumenism.
(ii) to encourage, nurture and promote harmonious relations with other Church denominations and an understanding of the essential unity of the Church universal.
(iii) to maintain and develop relations with other Churches of the Anglican Communion including the Anglican Consultative Council and the Anglican Council of North America.
(iv) to establish, maintain and develop relationships with the wider Episcopal Fellowship, or Churches which are or may become in communion with the Anglican Church of Canada and to recommend terms of agreement.
(v) to study, consider and to foster dialogue on doctrine with other Churches.
(vi) to identify, encourage and promote opportunities for union with other Churches and initiate dialogue.
(vii) to seek and develop opportunities for ecumenical co-operation and to encourage dioceses to participate in ecumenical projects.
(viii) to maintain and foster relations with the Canadian Council of Churches, World Council of Churches and other Inter-Church bodies, and to nominate representatives to these and to major Inter-Church meetings.
(ix) to examine and recommend to Synod proposals made by Inter-Church bodies.
(x) to develop and recommend the budget for ecumencial and union matters. CARRIED in Both Houses nem con.
32(c) DOCTRINE AND WORSHIP
(i) to study, consider, and make recommendations to Synod on matters relating to doctrine, discipline, the ministry and faith and order of the Church.
(ii) to consider the revision of services of worship, the Prayer Book and the Hymnal and the study of the Liturgy.
(iii) to maintain liaison with the House of Bishops in all matters relating to doctrine, faith and order and liturgical experimentation.
Moved in amendment by the Bishop of Newfoundland, seconded by the Bishop of Moosonee, "That section ii of the Doctrine and Worship Committee be deleted and the following substituted: 'To study, consider and make recommendations on matters relating to services of worship, the Prayer Book and the hymnal and to facilitate this renewal by means of information, by better communication and by assuming a further educational task.'." The amendment was put and carried in both Houses. The motion as amended was put and CARRIED in Both Houses.
32(d) COMMITTEE ON MINISTRY
(i) to serve as the Synod's formal channel of communication with the Theological Colleges of the Anglican Church of Canada to co-ordinate their work, to advise them and Synod concerning policy in theological education and be cognizant of other forms of education related to Ministry.
(ii) to formulate and recommend policy on the selection and education for the sacred ministry including post-ordination training.
(iii) to promote, encourage and develop the ministry of the laity, including the ministry of women, and to consider policies for lay education.
(iv) to consider and recommend to Synod policies and proposals related to employed and voluntary lay persons working for the church and related agencies.
(v) to provide for continuing study and development for new ministries. Moved in amendment by Professor R.S. Ryan, seconded by Miss Betty Graham, "that the words in sub-section III 'including the Ministry of Women' be deleted." The amendment was put and carried in both Houses. The motion as amended was put and CARRIED in both Houses nem con.
32(e) MEMBERSHIP
(i) Each standing committee shall have a membership of twenty persons elected by Synod not less than twelve of whom shall be members of Synod and of these at least one shall be from each of the four ecclesiastical provinces. The remainder need not be members of Synod.
(ii) The Primate and the Prolocutor shall be ex officio members of all standing committees.
(iii) Each standing Committee shall have power to co-opt not more than four additional members who shall have all the privileges of elected members.
