Prologue
Bishop Hatton reminded the House that the task force was appointed at Corner Brook in 1989. He sought the permission of the House to do more work, saying that the task force would like to up-date the work done by Bishop Nock in 1985. He said that Bishop Peters, Bishop Lemmon and he would compile the returns and invite Mr. John Ligertwood to work with them. Bishop Hatton distributed questionnaires and requested that they be filled in and returned.
Bishop Hatton said that the report would be sent to all the bishops.

That this House approve the circulation of information from the Compensation Task Force in anticipation of a committed response from individual bishops to complete the data required, and

That the National Executive Council give[s] approval that at the end of 1981 the episcopal stipend be raised by $600 in lieu of married and children's allowances (if this results in a reduction in income below the level for 1981, the 1981 income level will apply) and that for 1982 the C.P.I. increase of June 30, 1981 be applied to this new base. Bishop Garnsworthy stated that the stipend situation across the whole of the Canadian Church must be looked at with the hope that a national salary scale can be achieved.

It was agreed that the Metropolitans would take responsibility to gather this information concerning the Bishops, after agreeing to a common questionnaire. Thanks were expressed to Bishop Garnsworthy for presenting this concern.

Bishop Woolsey said that he has been asked to design a presentation/discussion to look at some of the recommendations in the final report on Compensation Policies and Practices which all the dioceses have received. He quoted recommendation 3.3 from the report as follows:
"We recommend that the Committee on Ministry, in conjunction with the House of Bishops, develop a system for measuring the complexity of responsibilities of all Bishops and that a compensation structure be developed which reflects the scope, complexity and specific demands of their positions. This ranking system would be anchored to the Parish Ministry Assessment structure of each diocese as well as considering relative peer relationships with other bishops and would be tied to a system of setting objectives for bishops, to be undertaken by each bishop in consultation with the diocese and intended to enhance the effectiveness of both bishop and diocese."

That the Primate be asked to establish a Compensation Task Force of the House of Bishops to:
i. assist the bishops to participate in developing a healthy remuneration system;
ii. identify the areas in the Compensation Report that need to be addressed by the bishops;
iii. assist the bishops in relating to other committees of the Anglican Church of Canada on compensation issues (i.e. National Executive Council, Committee on Ministry, Pension Committee). CARRIED
Notes
Bishop Woolsey said that there has been concern regarding the compensation policies of the Anglican Church of Canada, and some clergy will not go to certain dioceses because of the compensation package. This has affected mobility. The Canadian Church is comprised of thirty dioceses and the national office, each with its own compensation policy. This has led to inequities.
The Committee on Ministry produced a document on the development of a health remuneration system across the church, and the Stipend Sub-Committee of the National Executive Council began, through discussion with the House of Bishops, to address compensation policies in a different way. Compensation consultants were hired to help, and a preliminary report produced. Out of the National Consultation came a final report to be used as the basis for discussion to develop a remuneration system.

(c) Expansion in Canada
(i) Continuous effort to reach an adequate minimum stipend for clergy in missionary dioceses through the co-operation of M.S.C.C. with the missionary dioceses.
Moved in amendment by Dr. J.C. Flanagan, seconded by the Ven. E.S. Reed - That the Synod favours an adequate stipend and travelling allowance for missionary Bishops and Clergy, and requests the Primate to appoint a small committee to provide this Synod with the information necessary to make an informed decision.
Moved in amendment to the amendment by the Rev. F.G. Ongley, seconded by Canon L.F. Wilmot - That this House approve the principle that the stipends of missionary Bishops be set at not less than $4,000.00 per annum and that of missionary Clergy at $2,000.00 per annum, exclusive of residence and travelling expenses, and respectfully asks the House of Bishops to take this matter under consideration that with the Executive of the M.S.C.C. and the Budget Committee discussions may be entered into with all those Dioceses affected to try to work out ways and means by which this principle may be put into effect with due consideration of differentiation between married and single Clergy.

That the debate be closed and that the resolutions under discussion be referred to the Budget Committee for report as to whether it be possible to raise sufficient funds to increase the minimum stipend; the Committee to report to this Synod. CARRIED in both Houses.
