Archbishop Nutter reported that the Primate wrote to the Archbishop of Canterbury, as requested at the November meeting of the House, and received a response to his letter from Canon S. Van Culin's response were distributed to the Bishops.
According to the formula outlined by Canon Van Culin, as developed at the March 1986 meeting of Primates, the Canadian Church is entitled to send three Suffragan Bishops. No provision is being made for the attendance of the wives of Suffragan Bishops at the Lambeth Conference.
The Metropolitans identified various methods of indicating the Suffragan Bishops who should be invited to attend from the Canadian Church. It was agreed that seniority should be the defining factor, but that no more than one Bishop should attend from the same Diocese. If any Suffragan is unable to go because of illness, or chooses not to go, the next senior Suffragan Bishop should take his place. The Metropolitans agreed that this proposal should be placed before the Bishops for their consideration.

That the three Suffragan Bishops senior by Consecration be those designated to attend the Lambeth Conference in 1988, and that if any of those thus indicated are unable to attend, the next senior Suffragan Bishop shall take his place, with not more than one attending from any diocese. CARRIED

Bishop Jones raised some of the problems in having to maintain links with Chaplains who are working in another Diocese for all or a large part of their ministry.
Bishop Stiff reminded the House that, some years ago, considerable work was done on the licensing of clergy. It was said, at that time, that wherever a priest is working, he should have some relationship with the Bishop of the Diocese in which he is working.
The Primate said that this is a very complex issue and raised the possibility of having Government Chaplains linked in the same way as the military chaplains by a Bishop Ordinary.
It was recognized that there is a growing number of chaplaincy jobs and agreed that a priest should be in a relationship with his diocesan bishop.

That this House of Bishops reaffirms the principle that every priest should be in a relationship with a local Bishop, and requests the Personnel Resources Officer to study the matter and develop Guidelines to be referred back to the House of Bishops for study. CARRIED #3-6-86

"Having been informed that the next Lambeth Conference will be held from July 16th to August 7th, 1988, as a residential conference at the University of Kent at Canterbury, and that each Bishop or Diocese will be responsible for:
(a) the travelling expenses to and from Canterbury
(b) a contribution towards the cost of food and lodging
and that Canada will be asked to accept a share of the administrative costs of the Conference and to make a contribution to the travel pool for Bishops from Dioceses who are unable to meet the costs:
This House of Bishops agrees that each Diocese should be responsible for the expenses of its Bishop or Bishops and also for an appropriate portion of the Canadian share of the administration assessment, and contribution to the travel pool.
Further, that it be agreed that no Diocesan Bishop should be prevented from attending for financial reasons and that if any Diocese is not able to make the necessary provisions, the Primate should be notified so that necessary assistance can be provided. CARRIED #4-11-83
Notes
It was agreed that a letter should go from the Primate to all the Dioceses urging that provision be made at the diocesan level to enable the Bishops' wives to attend the Lambeth Conference.
The Primate noted that attendance of Suffragan Bishops at the Lambeth Conference is now being studied.

The Primate indicated the hope that it will be possible for the Bishops' wives to accompany their husbands to England at the time of the Lambeth Conference and requested suggestions re wives' participation in the Conference.
The Primate described the role of Suffragan Bishops in England. He said that, in some instances, Suffragans are territorial Bishops who are active in Diocesan activities and meet as a College of Bishops, while in other situations, they work under the Diocesan's authority. The Primate said that Australia shares the same tradition, while in Africa that pattern has been to create more dioceses.
The Primate said that there is a desire to have more representation from India at the 1988 Lambeth Conference.

We recognize that the numbers and the duties and functions of Suffragan Bishops vary widely in different Provinces of the Anglican Communion.
However, in the Anglican Church of Canada, Suffragan Bishops are very few in number, and share fully in every aspect of episcopal and synodical ministry.
Therefore, the National House of Bishops requests that our Canadian Suffragan Bishops be invited to full and equal participation in the 1988 Lambeth Conference, without prejudice to other decisions about the attendance of Suffragans which may be made with regard to other Anglican Provinces. This [Metropolitans and Chancellors Meeting] was held in Winnipeg in December 1989. Archbishop Bothwell dealt with the substance of the meeting which concerned the licensing and discipline of clergy. Copies of a letter from Chancellor David Wright to the Primate were distributed. Chancellor Wright recommends that the terms of the license for diocesan clergy would include agreement by the bishop, the licensee and the parish.
During the ensuing discussion it was recognized that safeguards would be necessary to ensure that the Canon is not seen as tyrannical, but supportive to bishops, priests and parishes. It was recognized that there are inconsistencies in diocesan, provincial and General Synod Canons which lead to serious problems.

That this House request Chancellor Burrows of Edmonton to propose a 'model' Canon in the light of the letter of Chancellor Wright to the Primate relating to the licensing and discipline of clergy and bishops. This 'model' Canon should be available for discussion at the February 1991 meeting of this House. CARRIED
