Prologue
Concern was expressed that in the past bishops have retired without appropriate recognition and "goodbye" from the House.
Text
That the Primate be requested to write, on behalf of the House, expressing appreciation and best wishes to those who have retired since the November, 1991, meeting of the House. CARRIED
Notes
The Secretary reported the receipt of a letter from Bishop Snowden and Bishop Berry expressing the hope that it might be possible to devise a system of informing retired bishops of changes in the membership of the House of Bishops.
The Primate explained that messages are sent to all diocesan offices by fax as soon as information becomes available to his office. It was agreed that a statement should be included in all faxed messages requesting diocesan offices to convey the information to all bishops in the dioceses. It was agreed that an up-to-date list of diocesan fax numbers should be compiled and distributed to members of the House.

Bishop Collings requested guidance from the House on a particular point in the Rupert's Land "Handbook for Bishops" which states in section II that "...the bishop-elect must be a priest of not less than five years' standing, and...". Bishop Collings explained that there was someone in his diocese who has been ordained for less than five years, who he thought would make a good candidate, and who would be of support to the House. There was discussion about whether or not an exception could be made. It was agreed that it would be the Metropolitan who would be the one to determine whether or not an exception could be made.

That this House put the word "normally" in section II to read: "The bishop-elect should normally be a priest of not less than five years' standing, and..."
There was further discussion and it was thought by some that "...and must be at least 30 years of age" should be added to the motion.

That the motion be tabled until morning. CARRIED
Archbishop Jones said he believed that there was a need to have a number of candidates for the position of bishop. Canonically, the provincial canons govern the province, while the guidelines assist in the direction.
The next morning the following motion was put on the floor.

That the bishop-elect should normally be a priest of not less than five years' standing and must be at least 30 years of age; of good character, piety, learning; with a zeal for souls, prudence; sound in health of body and mind. CARRIED

Biographical Sketch
Walter Robert Adams (1877-1957) was born, educated and ordained in England. He served in Canada in Saskatchewan from 1907-1914 and returned to England. He came back to Canada when he was elected Bishop of Cariboo in 1925.
