That this Council of General Synod affirm and support the Anglican Council of Indigenous Peoples as it works towards the implementation of the Pinawa Declaration of August 2005, and prepares to nominate a bishop for appointment by the Primate as the first National Indigenous Bishop.
Motion to table
Moved by: Canon Marilyn Dean
Seconded by: Canon Robert Falby
That the motion be tabled until the May 2006 meeting of the Council of General Synod. DEFEATED
Vote on the motion which reads.
Discussion:
Council discussed the resolution. The Primate commented that he envisions a process for the first bishop whereby the ACIP would nominate to the Primate their selection of a person already a bishop.
Canadian Anglican bishops have voted to strike a task force to study what the church should do to provide spiritual care for members who dissent from church policies.
The bishops spent a good part of their four-day meeting discussing the situation in the diocese of New Westminster which has authorized the blessing of same-sex unions. A group of Anglicans in the diocese have declared that they cannot accept this and have asked another bishop to assume "Episcopal oversight" of their parishes.
Despite a prohibition by New Westminster Bishop Michael Ingham, Terry Buckle, Bishop of the Yukon, has offered the dissenting parishes this oversight. As a result, Archbishop David Crawley, Metropolitan of British Columbia and Yukon, has begun disciplinary proceedings against Bishop Buckle.
Following is the text of two motions adopted by the House of Bishops meeting in Mississauga, Ont., last week.
First Motion:
"That in response to the 'Statement by the Primates of the Anglican Communion' (October 16, 2003) the Primate be asked to establish a task force of the House of Bishops to draw up terms and conditions for 'adequate provision for Episcopal oversight of dissenting minorities' in the Anglican Church of Canada, to consult through the Primate 'with the Archbishop of Canterbury on behalf of the Primates', and to report to the April 2004 meeting of the House of Bishops."
Second Motion:
That this House, to enable the work of the Task Force on Episcopal Oversight for Dissenting Minorities,
1. Request that the Bishop of Yukon refrain from exercising Episcopal ministry in the Diocese of New Westminster;
2. Request that the Metropolitan of British Columbia and Yukon stay proceedings against the Bishop of Yukon;
3. Request that the Bishop of New Westminster seek a stay of proceedings against the priests of his diocese against whom such proceedings have been initiated;
4. That a mediator be appointed by the Task Force to negotiate an interim role for the person exercising Episcopal oversight mutually acceptable to the diocesan Bishop and the dissenting parishes.

"The recently-retired bishop of the northern Ontario diocese of Algoma, Ronald Ferris, has left the Anglican Church of Canada to become one of the leaders of the Anglican Network in Canada (ANiC), a group of breakaway parishes opposed to such issues as the blessing of same-sex unions. Bishop Ferris, who now resides in Langley, B.C., relinquished his licence to Archbishop Terrence Buckle, metropolitan of the ecclesiastical province of British Columbia and Yukon." "An opponent of same-sex blessings, Bishop Ferris voted against motions to allow same-sex blessings at the church's 2004 and 2007 General Synods".
That this General Synod affirm the authority and jurisdiction of any diocesan synod, with the concurrence of its bishop, to authorize the blessing of committed same sex unions.
Amendment
Moved by: Rev. Canon Michael Oulton
Seconded by: Archdeacon Jim McShane
That the words ‘committed same-sex unions’ be deleted and replaced with the words “civil same-sex marriages”.
The Primate sought advice from the Assessors as to whether this amendment was in order. The Assessors advised it was in order because the amendment is not the direct negative of the motion. Voting for the amendment would not be the same as voting ‘No’ to the motion. The Primate then ruled that the amendment was in order.
The amendment was then put and DEFEATED
Friendly Amendment
The Rev. Canon Paul Jennings proposed a friendly amendment to change the words “affirm” to “grant” and “of” to “to” – i.e. That this General Synod grant authority and jurisdiction to any diocesan, etc.
Following receipt of an opinion from Chancellor Stevenson, the Rev. Canon Jennings withdrew this friendly amendment.
Bishop Claude Miller appealed for prayer for God’s grace for bishops when they return home.
Debate resumed on the original motion.
The following friendly amendment from Mr. Stephen Koning was accepted by the mover and seconder. The amended motion now reads (revisions are underlined):
[In electronic database underlining indicated by curly brackets i.e. {}]
That this General Synod affirm the authority and jurisdiction of any diocesan synod:
- a) with the concurrence of {the diocesan} Bishop; {and}
- b) {in a manner which respects the conscience of the incumbent and the will of the parish,}
to authorize the blessing of committed same sex unions.
Point of Order
On behalf of six members of Synod, the Rev. Stephen Peake raised a point of order and requested that Synod members vote by orders. The members were:
Rev. Stephen Peake, Rev. Ajit John, Mr. Stephen Masson, Rev. Canon Kimberley Beard, Rev. Stephen London and Bishop William Anderson.
Prior to the vote, the Primate prayed that God would grant wisdom and courage to Synod members.
The amended resolution was then put by Orders and
CARRIED IN THE ORDER OF LAITY
CARRIED IN THE ORDER OF CLERGY
DEFEATED IN THE ORDER OF BISHOPS Act 43
That the Council of General Synod endorse the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster.
Friendly amendment
The mover and seconder agreed to replace the word "endorse" with "concur with" and to include the full text of the House of Bishops' motion. The amended motion now reads:
That this Council of General Synod concur with the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster, the text of which reads:
"That this House, while appreciating his desire to be helpful, and in light of the appointment of Bishop William Hockin to a special ministry in the Diocese of New Westminster, urges Bishop Terry Buckle to withdraw his offer of Episcopal oversight for the seven parishes seeking alternative Episcopal oversight in the Diocese of New Westminster.
