That since that office of Bishop requires the discharge of grave responsibilities, the effects of which extend far beyond the boundaries of a diocese and affect the life and work of the Church as a whole, therefore the confirmation of the election of a bishop should be considered by, and rest with, the House of Bishops of the whole Church. File consists of correspondence between Fleming and Rev. T.B.R. Westgate, Secretary of the Indian and Residential School Commission of the Missionary Society of the Church of England in Canada until his retirement in 1943, and then with replacement, H.A. Alderwood. Letters concern recruiting workers for the schools in the north, educational needs of Eskimo children, supplies needed for the mission stations, and similar administrative problems.
