The Program Committee presented the following for consideration:
That the General Synod enter into an agreement with the Anglican Church Women that the Anglican Church Women amalgamate with General Synod so that any future legacies may be paid into the funds of the Church.

That NEC authorize Chancellor R.H. Soward to prepare a legal agreement by which ACW and General Synod can assure that any future legacies may be paid into the funds of General Synod in harmony with the continuing concerns of ACW. CARRIED
At its recent meeting the Administration and Finance Committee reviewed the revised 1976 Apportionment Budget Spending Estimates, taking into account Apportionment Acceptances from the dioceses, the inclusion of The Living Message operations in the Apportionment Budget, projected increases in Canadian Churchman advertising revenue, in the profit on sales of the Canadian Church calendar, and in the fee for services paid by PWRDF, and also taking into account increases in the Program Budget disbursements approved by the Program Committee in September. New money required is $46,036, based on increased disbursements of $172,586 and increased receipts of $126,550 over the original estimates.

That the National Executive Council concur that approval be given to the further use of $29,616 of MSCC Reserves in 1976, and that an additional $16,420 be taken from ACW General Reserve for the operation of The Living Message. CARRIED
Mrs. W.G. Waugh spoke about the two resolutions being presented at this time. She referred Synod to the Reports of Anglican Church Women, and highlighted the ways in which their work is to be picked up after integration to ensure the continuance of valid ACW concerns.

"THAT:
1. within the terms of their original purpose, authority for the use of the Anglican Church Women Trust and Reserve Funds be transferred to the Administration and Finance Committee, and
2. the non-operating funds of Anglican Church Women be maintained as separate accounts under the authority and direction of the Administration and Finance Committee, with annual reports of the operation of the funds being made to the National Executive Council.
Six short actions from General Synod as follows: "A review of the General Synod apportionment system, which determines how money is sent to the national church from dioceses, will be prepared for General Synod 2013. A resolution was passed committing the Anglican Church of Canada to press the Canadian government to 'adopt a comprehensive climate action plan with firm targets for greenhouse gas emissions reductions of 25 to 40 per cent by 2020. Marion Saunders, president of the Anglican Church Women (ACW), described how an ACW trust, set up with the assistance of the Anglican Foundation, will help advocate for the poor. A motion was passed to encourage celebration in 2012 of the 50th anniversary of the 1962 Canadian Book of Common Prayer, and the 350th anniversary of the 1662 Prayer Book. A motion that CoGS be given 'a full range of options' before making budget cuts this fall was defeated. General Synod approved a resolution to continue discussions about 'whether and how' the church's diocesan, provincial and national structures need to change, and to report back to General Synod 2013". Under new structures and procedures in the Anglican Church, organizations such as the Anglican Church Women (ACW) presidents must apply annually for funding through the Partners in Canadian Mission.
