Bishop Valentine noted that, in preparing the Agenda, the Task Force had given careful consideration to correspondence, items to be brought forward from previous meetings of the House as indicated in past Minutes, and all other concerns which require the attention of the Bishops, of which the Task Force was aware. Bishop Valentine expressed particular appreciation to Archdeacon Light for his assistance in dealing with correspondence and contacting resource people. He noted that the evening sessions were structured to allow for a change of pace and opportunity for involvement on a different level. It was noted that there was one hour allowed for meetings of the Provincial Houses, and recommended that any Houses which require longer periods should make independent arrangements for meetings at some time other than during the meetings of the House of Bishops.

The Bishop Coadjutor of Toronto presented the Report of the Committee on Training Older Men for the Ministry, Section H.

That the Report of the Committee on Training Older Men for Ministry Section H., be received. CARRIED.
Notes
Bishop Snell outlined the Recommendations in the Report:--
If it is agreed that there is a place in the ministry for "older men" then we should be prepared to undertake their training. A night school plan seems to be the most realistic way of tackling the problem.
It is also desirable to have a common standard for the whole of Canada. Therefore we urge that a competent committee draw up a curriculum based on two years of night school during which eight units of study will be taken. Then the successful candidates shall be required to attend full-time for an additional year, preferably of nine months duration.
Further, that a testing of a man's suitability to undertake the course be given along the lines of C.A.C.T.M. [Central Advisory Council for the Ministry]
That where a night school is not feasible, the same courses shall be taken under the direction of a parish priest acceptable to the Bishop, or under the direction of the staff of the provincial college.
That consideration be given to having one college for each Ecclesiastical Province used for the final year's training.
That special care should be taken in the post-ordination training of such men. That the Pension Committee be consulted. It might be necessary to limit the upper age so that ordination would take place prior to age 50.

Archbishop Davis briefly reviewed the actions and thinking of the Task Force.

"That this House give general approval to the procedure for electing National Executive Council at General synod as amended and request the Organization Committee to consider how this procedure may be implemented at the coming General Synod."
Following discussion, it was agreed that a Task Force be appointed to prepare a motion for presentation to the House later in the meeting.

"That a small drafting committee, consisting of the Archbishop of Nova Scotia, the Bishop of British Columbia and the Metropolitan of Ontario, be set up to phrase the proposed addition that no one will serve on the National Executive Council for more than two consecutive terms and also to incorporate other proposed changes in wording as agreed by the House." Bishop Short reported on behalf of the Task Force which recommended the following as principles for further discussion:
(1) electoral procedures should not be affected by economic considerations
(2) all dioceses should have the same right to elect their bishops
(3) the Province should have a significant role in making nominations in all episcopal elections
(4) the Province should participate in each episcopal election
(5) a Provincial Committee (?) should be in charge of all nominations, which may be submitted from the Church-at-large.
It was pointed out that one of the least defined areas in the Episcopacy is that of Suffragan, and agreed that this requires further study, along with a consideration of more extensive opportunities for the translation of Bishops.
