That the recommendation from Clarendon Deanery regarding the sub-title of the Anglican Church of Canada with "L'Eglise Episcopal du Quebec" be received and forwarded with supporting documentation to General Synod for study and action.
Note: Supporting Information
After some discussion of what would be an adequate alternate French name for our Anglican Church, we, the Deanery Clericus of Clarendon, move that permission be given to use the phrase "L'Eglise Episcopale au Quebec" as a French alternative. We also recommend that you accept this alternate title for your letterhead and for any church advertisement in Quebec. In addition, if you agree, we suggest that the office of the Primate be encouraged by you to do the same. Our reasons are:
- 1) The title "Eglise Anglicane" means literally the English (Peoples) Church.
- 2) There are many signs to encourage us to believe that we should begin to reach out to the inactive and unchurched Francophone peoples in our Province (P.Q.)
- (3) The identification of us as Episcopal has North American and world-wide identification and with the added "au Quebec" distinguishes us clearly from the Church in the U.S.A. The only risks which we see in this name (title) are: (i) the identification of the non-francophone community of Episcopal (as a word) with the Church in the U.S.A. (ii) the naming of the Church as "au Quebec" could be seen as supporting the nationalist atmosphere in the Province. Our consensus is that at this time a strong name which indicates that we are indigenous to Quebec is important. We also believe if we are to have a french title that it must be easily identified with our world-wide communion.]

Report of the Committee on "The Name of the Church"
To the Most Reverend, the Primate, and Members of General Synod:
The present Committee on "The Name of the Church" was appointed by the Primate following the meeting of the Executive Council of 1954, wherein a resolution from the 1954 Synod of the Diocese of Toronto, reaffirming "the opinion given by the Synod of 1950 that the present name of 'The Church of England in Canada' be changed to 'The Anglican Church of Canada'", was considered in connection with a Message from the House of Bishops assembled to discuss the question of 'The Name of the Church', with recommendations." The Executive Council resolved as follows: "That a committee be appointed by the Primate to study the matter and report to the General Synod of 1955".

In its study, the Committee noted that, whereas in the General Synod of 1949 the Lower House voted 157 to 62 in favour of the name, "The Anglican Church of Canada", the Upper House had voted non-concurrence by a vote of 12 to 8.
Now, in the Fall of 1954, it is the House of Bishops which has requested a fresh study of the question, "with recommendations". The Committee also observed that the decision in 1952 to retain the present name was on the division of 116 to 93.
Members of the Committee present at the meeting, in view of the recent events, especially the Minnesota Congress of 1954, are unanimous in their opinion that the mind of the Church is now moving in favour of a change in name for the Church. The present title is a limiting term and does not, especially to newcomers, adequately describe the Canadian Church.
In this connection, the opinion of the Right Reverend L.S. Hunter, Bishop of Sheffield, as expressed in a public lecture in Canada in September, 1954, may be noted: "Is it impertinent to ask whether the title, 'Church of England in Canada', is not an anachronism, and an increasing handicap ?"
Those present at the meeting, agreeing unanimously that a change in the name of the Church is desirable, also were of unanimous opinion that, despite recent objections, the most acceptable title for the Church is "The Anglican Church of Canada". It is therefore recommended to General Synod that the name of the Church be changed from "The Church of England in Canada" to "The Anglican Church of Canada", and that the necessary legal steps be taken to effect this change in name.

"That Canon I (Name of the Church) Handbook p. 59, be repealed and the following be substituted: 'Canon I (Name of the Church) "The Church hitherto known as 'The Church of England in Canada' shall in future be styled 'The Anglican Church of Canada'."
Moved in amendment by the Bishop of Nova Scotia, seconded by the Bishop of Montreal, "That the name of the Church by changed to 'The Episcopal Church of Canada'.
The amendment was put to the vote of the Lower House and defeated.
The motion was put to the vote and carried -- in the Lower House (174 for; 40 against); -- in the Upper House (23 for; 4 against).

Presented the Report of the Committee on "Name of the Church," and moved its adoption.
In conjunction with this Report, Chancellor Harris moved, as an amendment, seconded by Dr. Flanagan, that the Constitution, Canon I - "Name of the Church" be amended by striking out the words "The Church of England in Canada" and substituting the words "The Anglican Church of Canada."
The Rev. Dr. Hurford presented the resolution of the Synod of Huron, That we request General Synod to take no action at the present time in the matter of changing the name of the Church of England in Canada.
After some discussion the vote was taken on the amendment, which was lost (106 for; 119 against). The original motion was then put to the House, and CARRIED (116 for; 93 against).

XXXI.
Report of Committee on the Name of the Church
To the Most Reverend, the Primate, and the Members of General Synod:
Your Committee on the Name of The church, begs to report that since its appointment by last General Synod, it has held five (5) meetings, but owing to reasons of distance, it has never been possible to have a full meeting of the Committee.
A Brief, on the Name of The Church, has been prepared and circulated to every Bishop of the Church, and to all members of the Committee.
From a careful survey of the replies received, it is evident that:--
(1) No one of the names suggested by various Synods, and individuals has won anything like the general approval of the Church.
(2) One or two important Dioceses have not taken the matter up with their people.
(3) Many Dioceses report little or no interest among the rank and file of their people.
(4) The women of the Church, through their official body, the Women's Auxiliary, are opposed to any change in name.
(5) Where the matter was referred to the Synod of one large Diocese, the vote was overwhelmingly against any change in the name of the Church.
Your Committee feels that what interest there is in a change in the Name of the Church, is purely an academic interest and that there is little desire on the part of the great rank and file to take action upon purely speculative grounds, because of the many serious and practical difficulties involved.
In considering some of the reasons for a change, the Committee gave very careful consideration to the arguments advanced by those who believe the present name is keeping non Anglo-Saxons from belonging to the Church. From replies received from various parts of the Country, it was generally conceded that to change to "Anglican" is not going to achieve the desired result; many are of the opinion that our Church people must seek out and welcome into their hearts and fellowship non Anglo-Saxon people coming into our Country who are as "sheep without a shepherd". It is not a matter of Name, but one of Attitude which will widen our fellowship.
Your Committee is therefore recommending that the official title "THE CHURCH OF ENGLAND IN CANADA" be retained -- that no action be taken, and that this Committee be discharged.
