1. The Church's inability to adapt and grow is due to some extent to the lack of financial resources. All the dioceses in the area under study are assisted by General Synod and there has been a marked lack of dollars to expand or develop new work in this area (the 1972 Block Grants are to be 5% lower than those for 1971). In our opinion the work of the Church in the frontier parts of Canada has never been adequately or imaginatively presented to our people. There is as much excitement and glamour in the Yukon, the Arctic or northern Ontario as there is in Africa or the Pacific. We believe that moving a person from Toronto to Tuktoyaktuk in the Arctic produces as much culture shock as moving a person from Toronto to Tokyo. It is vital that steps be taken immediately to present and promote factually our work in Canada and overseas with equal vitality and resourcefulness. We therefore recommend that this matter be referred to national staff responsible for Church Programs Promotion. CARRIED

"That this General Synod ask the Sub-Committee on Marriage and Related Matters to prepare education material to assist clergy in their pastoral ministry to `blended families' both in marriage preparation and ongoing counselling of parents and children, and refer to the Anglican Book Centre and Program Committee for ways and means of making it available."
