That this General Synod affirm the authority and jurisdiction of any diocesan synod, with the concurrence of its bishop, to authorize the blessing of committed same sex unions.
Amendment
Moved by: Rev. Canon Michael Oulton
Seconded by: Archdeacon Jim McShane
That the words ‘committed same-sex unions’ be deleted and replaced with the words “civil same-sex marriages”.
The Primate sought advice from the Assessors as to whether this amendment was in order. The Assessors advised it was in order because the amendment is not the direct negative of the motion. Voting for the amendment would not be the same as voting ‘No’ to the motion. The Primate then ruled that the amendment was in order.
The amendment was then put and DEFEATED
Friendly Amendment
The Rev. Canon Paul Jennings proposed a friendly amendment to change the words “affirm” to “grant” and “of” to “to” – i.e. That this General Synod grant authority and jurisdiction to any diocesan, etc.
Following receipt of an opinion from Chancellor Stevenson, the Rev. Canon Jennings withdrew this friendly amendment.
Bishop Claude Miller appealed for prayer for God’s grace for bishops when they return home.
Debate resumed on the original motion.
The following friendly amendment from Mr. Stephen Koning was accepted by the mover and seconder. The amended motion now reads (revisions are underlined):

That this General Synod affirm the authority and jurisdiction of any diocesan synod:
- a) with the concurrence of {the diocesan} Bishop; {and}
- b) {in a manner which respects the conscience of the incumbent and the will of the parish,}
to authorize the blessing of committed same sex unions.
Point of Order
On behalf of six members of Synod, the Rev. Stephen Peake raised a point of order and requested that Synod members vote by orders. The members were:
Rev. Stephen Peake, Rev. Ajit John, Mr. Stephen Masson, Rev. Canon Kimberley Beard, Rev. Stephen London and Bishop William Anderson.
Prior to the vote, the Primate prayed that God would grant wisdom and courage to Synod members.
The amended resolution was then put by Orders and CARRIED IN THE ORDER OF LAITY CARRIED IN THE ORDER OF CLERGY DEFEATED IN THE ORDER OF BISHOPS Act 43

That this General Synod amend section 8(f) of the Constitution to read as follows:
- f) Each Diocese shall be entitled to elect clerical and lay members of the General Synod, with the number from each Order being determined by the following formula:
- Average Weekly Attendance in the Diocese divided by Average Weekly Attendance in all Dioceses, multiplied by 110.
- Provided that:
-- (i) the resulting number will be at least 1;
-- (ii) if the resulting number is a fractional number and is greater than 1, it will be rounded down to the nearest whole number if the fraction is 0.5 or less, and rounded up to the nearest whole number if the fraction is greater than 0.5;
-- (iii) "Average Weekly Attendance" means the combined total attendance at Regular Services in the particular calendar year, divided by 52;
-- (iv) the Average Weekly Attendance figures to be used are those for the second calendar year prior to the year in which General Synod will take place;
-- (v) "Regular Service" means any worship service for which the attendance has been recorded in the Register of the Congregation (including Home Communions) but excluding weddings, funerals and services held in medical or long-term care facilities.
and this resolution shall come into effect upon Second Reading being given to Resolution A019.

That this General Synod confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium.
Friendly Amendment
The mover and seconder accepted a friendly amendment moved by The Rt. Rev. Michael Bird and seconded by The Rt. Rev. James Cowan:
That the existing wording be numbered "1" and the following be added at the end thereof:
"2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions".

That Second Reading be given to the Resolution that:
1. Subject to section 2 of this resolution, the Declaration of Principles of the General Synod of the Anglican Church of Canada be amended by repealing s.3f) thereof and substituting the following provision therefor:
f) The number of clerical and lay members of the General Synod which each diocese shall be entitled to elect shall be determined according to the following procedure:
i) For each diocese the total number of parishioners recorded on the parish rolls of the parishes of the dioceses shall be related, as a percentage, to the total number of parishioners recorded on the parish rolls of the parishes of all dioceses.
ii) For each diocese the total number of identifiable givers in the diocese shall be related, as a percentage, to the total number of identifiable givers in all dioceses.
iii) The percentages shall be averaged to yield the General Synod Membership Percentage for each diocese.
iv) Subject to clause v) of this subsection, the number of lay and clerical members for each diocese shall be determined according to the following table:

vi) For the purposes of this section, "parishioner" shall mean a baptized person regularly attending services of worship in a parish or otherwise regularly receiving the ministrations of the members of the clergy of a parish as recognized by the incumbent of the parish.
vii) For the purposes of this section, "identifiable giver" shall mean a person who has made a recorded financial donation to a parish during the relevant year or who is otherwise recognized by the incumbent of the parish as making a contribution to the support of the parish.
viii) The percentages referred to in i) and ii) shall be determined in the manner provided in the Constitution of the General Synod.
2. When the above amendments have been passed into force, the formula thus provided for calculating the number of lay and clerical members of the General Synod shall be implemented over two sessions of the General Synod in such a way that, during the implementation period only, no diocese shall lose or gain more than two members between sessions of the General Synod.
