Prologue
Mr. D.C. Mackintosh presented the proposed revisions to Canon VIII, The Department of Pensions.
Paragraphs 1 to 23 were considered ad seriatim and, on motion of Mr. D.C. Mackintosh, seconded by the Ven. R. Axon, were approved.
Regulations 51 to 54 were considered and, on motion of Mr. D.C. Mackintosh, seconded by the Ven. R. Axon, were approved.
Regulation 71, on motion of Mr. D.C. Mackintosh, seconded by the Ven. R. Axon, were approved.
Regulations 72, on motion of Mr. D.C. Mackintosh, seconded by the Ven. R. Axon, with the addition of the words 'up to 40 years' immediately following the words 'Pensionable Service' in (2) (d).
Regulation 73 was then considered.

That (with regard to Regulation 73 of the Pension Canon) parity be achieved at the earliest possible moment by the Pension Board between Mortuary Benefits payable to widows of all Bishops and Clergy of the Church, and that this be done without increase in pension assessments. CARRIED Message L-55.

Message L-55 - Requests to Pension Board
A. That this Synod request the Pension Board to give consideration to the removal of the limitations on number of children eligible for benefits as given in R.75, Sections (d) and (e).
B. That, with regard to Regulation 73 of the Pension Canon, parity be achieved at the earliest possible moment by the Pension Board between Mortuary Benefits payable to widows of all Bishops and Clergy of the Church, and that this be done without increase in pension assessments.

That the following be added to section 22 as subsection (2):
(2) If the widow of any bishop or clergyman shall marry while on the fund, she shall cease to be entitled to any further benefits under this Canon.
That section 25 be amended by adding the words, "unless increased under the provisions of this Canon," and that the following be added as section 30:
30. This Canon shall come into force and effect as from January 1st, 1944. CARRIED in both Houses.

That the National Executive Council explore with the Pension Committee methods of improving the pensions of clergy and widows and bring in a specific recommendation at the General Synod of 1971, which might include an increase in the rate of assessment. CARRIED in both Houses.
