25. The Committee may, in special cases of need, make a grant to any Bishop or Clergyman, whether otherwise qualified or not, who is temporarily disabled, provided that such grant shall not exceed $400.00 in any year, and provided the revenue of the Fund is sufficient to meet the payments provided for under sections 21,29,30 and 31.
A. That Subsection (1) be deleted and the following substituted: "The Principle underlying the Assessment shall be that the Bishops and Clergy shall pay one-third and the Salary-paying Sources two-thirds of the total Assessment respectively." CARRIED in both Houses.
B. That Subsections (3) and (4) be deleted and the following substituted as Section (3):
"The Assessment levied upon the Salary-paying Sources in respect of Bishops and Clergy whose "Salaries" are paid directly by the Departments of General Synod, or indirectly by them through Grants in Aid towards those Salaries, shall be provided by the Pension Board from a special account to be set up for the purpose. This Account shall be called the Department Assessment Account, and shall be provided by the Dioceses of the Canadian Church or the Departments of General Synod, or both, as may be determined by the Pension Board after consultation with the said Dioceses and Departments." CARRIED in both Houses.
(2) That the General Synod urges upon the Unassisted Dioceses of Canada which have not already taken action the careful consideration by their Synods of the following Recommendations concerning their respective Beneficiary Funds:
(a) The adoption of a Plan of Assessment on the basis of Salary.
(b) The adoption of a Scale of Assessment sufficiently high to increase from the beginning the existing level of Current Support of Pensions.
(c) The increase of the Scale of Assessment to 7 1/2% of Salaries for 1940.
(d) The division of the Annual Assessment between the Bishops and Clergy, and their respective Salary-Paying Sources in the ratio of one-third and two-thirds of the total Assessment respectively.
(e) A strong appeal to all the congregations of the Diocese to pay their Pension Assessment from monies raised for Parochial purposes, and not from collections or subscriptions for Extra Parochial (commonly called Missionary) purposes. CARRIED in both Houses.
That the Memorial on the Pension Scheme from the Diocese of Toronto be considered in connection with Clause 8. CARRIED in both Houses.

That this Synod memorialize the General Synod, that the Pension Scheme be so formulated as to equalize the allowances paid to retired clergy.
And your Memorialists will ever pray.

Subject to the approval of the Actuary, this Synod hereby approves:
1. That the Board place the beneficiaries and their dependents, the Bishops and Clergy in active service, and their dependents, of the twenty dioceses, and the Boards of General Synod on the Pension Fund on an actuarial basis as from 1st January 1947.
2. That the Pension Board formulate in consultation with the seven unassisted dioceses a mutually accepted method of dealing with the transfer of their Bishops and Clergy under Reciprocity Agreement.
3. That the Board is hereby empowered to make such regulations as the actuary may require for the proper administration of the Fund as from the effective date.
4. That in addition to the investment in the Consolidated Trust Fund the Board may invest in Canadian Government Annuities.
5. That except as herein before provided the present Canon shall continue in force. CARRIED in both Houses.
(1) Subject to the provisions of section 17, any Bishop or Clergyman who, under the terms of this Part is qualified to rank [sic] upon the Fund, and who shall satisfy the Board that he is unfit for active duty may be placed as a temporary beneficiary on the Fund for a period not to exceed twelve months (which period may be extended), and at the same rate at which he would at the time of such temporary unfitness be entitled to be pensioned under the terms of this Part.
(2) Subject to the provisions of section 17, the Board may, in special cases of need, make a grant to any Bishop or Clergyman, whether otherwise qualified or not, who is temporarily disabled, provided that such grant shall not exceed $400.00 in any year.
