5. That the training of ordinands be considered as extending over the first five years in Holy Orders, and that during these five years the clergy be licensed at the pleasure of the Bishop, and receive special assistance in their spiritual and mental development and in their practical work.

Resolved, That section 5 be amended to read:
"That the training of Ordinands be considered as extending over the first five years in Holy Orders and that during those five years the Clergy receive spiritual assistance in their spiritual and mental development and in their parochial work." CARRIED in both Houses.
THAT General Synod receive and refer the following Memorial from the Diocese of Edmonton on Clergy Education to the Committee on Ministry for further exploration:
`THAT arrangements be made for furthering education of clergy through reading and correspondence courses and that there be a continual up-dating of such reading programmes.'
Be it resolved that this General Synod request the theological colleges to provide training in Evangelism, not only for undergraduates but also as a program for the continuing training of clergy. Furthermore, that the bishops of the dioceses be asked to give financial support where needed and every encouragement. CARRIED in both Houses.
That Canon XII, Part 4(b) (iii) be amended by the addition of the words "at its first meeting subsequent to a session of the General Synod". CARRIED in the Order of Clergy, CARRIED in the Order of Laity, CARRIED in the Order of Bishops by the required majority Act 49
That this General Synod requests the Faith, Worship and Ministry Committee and the Financial Management and Development Committee to explore ways to encourage the development of funding sources for theological education, including but not limited to:
- Anglican theological colleges,
- aboriginal and other training programs,
- support for students, including professional development for clergy, and graduate theological studies. CARRIED Act 77
"That Canon XII be repealed and the following enacted in its place:
1. Continuing Education Plan of the Anglican Church of Canada
a) There shall be a Plan to provide resources for continuing education of the clergy and lay workers who are members of the Plan.
b) The said Plan shall be called the `Continuing Education Plan of The Anglican Church of Canada' and is hereinafter referred to as the `Continuing Education Plan'.
2. Continuing Education Fund of the Anglican Church of Canada
a) There shall be a Fund designated as the `Continuing Education Fund of The Anglican Church of Canada', hereinafter referred to as the `Continuing Education Fund' for the purpose of providing benefits in accordance with the Regulations approved by the National Executive Council.
b) The Continuing Education Fund shall be provided by assessment on congregation or other salary paying sources and upon members.
3. Membership
a) Bishops and members of the clergy who are on the Register of a participating diocese, organization, or the national office, shall be members of the Continuing Education Plan and shall be subject to the provisions of Canon XII and its regulations.
b) Lay Workers in paid Church employment upon application by the Lay Worker and the employer with the approval of the appropriate diocese or organization or office, may become members of the Continuing Education Plan.
c) Persons who become eligible for entry to the Plan after reaching sixty years of age may choose not to join the Plan.
d) When a member ceases paid employment in the Church, his membership may be terminated.
e) Membership originates on the first day of any month. An applicant becomes eligible for membership at the beginning of the first month after the date of the commencement of continuous employment.
4. Administrative Unit
a) There shall be a Continuing Education Plan Administrative Unit responsible for the operation of the Plan, subject to the authority of the National Executive Council. It shall report to the National Executive Council through the Committee on Ministry.
b) The Continuing Education Plan Administrative Unit shall consist of:
i) the staff member responsible for the administration of the Plan, hereinafter called the Administrator;
ii) the Director of Pensions or the Deputy Director of Pensions;
iii) four members of the Plan appointed by the National Executive Council.
c) The functions of the Unit shall be: to advise the Administrator on matters of policy; to authorize payment of Special and Sabbatical grants, and expenses incurred in the administration of the Plan; and from time to time, to propose changes in Regulations to the National Executive Council.
5. Policy and Regulations
a) The policy and operation of the Plan shall be governed by the Regulations appended to this Canon.
b) The National Executive Council may from time to time alter or replace the said Regulations or any of them or make new regulations.
c) Notice of any such proposed change shall be given to the National Executive Council at a meeting before the meeting at which the proposed change is to be considered, and such notice shall be given forthwith after the first meeting above mentioned to each participating diocese, office and organization.
6. Collection and Disbursement of Funds
a) Salary paying sources shall collect members' assessments and remit them together with their own assessment to the Pension Committee.
b) The Continuing Education Funds shall be invested in the Consolidated Trust Fund of The Anglican Church of Canada.
c) Payments out of the Fund for ordinary benefits to members shall be authorized by the Administrator.
d) Withdrawals from the Fund for Special and Sabbatical grants and to defray expense incurred in the administration of the Plan shall be authorized by the Administrative Unit.
e) The Pension Committee shall have authority to draw from the fund expenses incurred in the administration and care of the Fund." CARRIED Act 47

That General Synod approves the Canon on Continued Education and appended regulations to become effective on January 1st, 1970, for such Dioceses as desire to enter at that time, and directs all Dioceses of the Anglican Church of Canada to enter the plan for Continued Education not later than January 1, 1975.
POINT OF ORDER
Point of Order was raised by Mr. R.T. DuMoulin regarding the authority of General Synod to, 'direct the dioceses'. In view of this point of order, the Resolution had to be dealt with before changes in the Resolution could be made.

The amendment was put and carried in both Houses.

That this Resolution be referred to the National Executive Council with the request that the matter of Continued Education be considered in the light of priorities and in relation to the national budget. The motion was DEFEATED in the Lower House.
The Resolution as amended was put and CARRIED in both Houses.
That this General Synod request that the Faith Worship and Ministry Committee, in cooperation with the House of Bishops, undertake a study of educational standards for those training for ordered ministry, engaging as participants individuals from the three orders of ministry and theological educators, to undertake the following tasks:
- 1) to review the conversation since the Report of the Task Force for Theological Education for Ordained Ministry, 2001 (Bays Report);
- 2) to assess the means for implementation of core expectations/national standards;
- 3) to assess the implications of the agreement of full communion with the Evangelical Lutheran Church in Canada for Anglican theological education;
- 4) to examine the respective roles of theological colleges and the wider church in practical and immediate post-ordination training.

The mover and seconder agreed to replace the words "ordered ministry" with the words "ordained ministry" in the first sentence.
