THAT Canon XIX - Abandonment of the Ministry
be amended by renumbering section 4 as Section 4(a), and by inserting a new section 4(b) which will read as follows:
`An appeal shall be from the decision of the Bishop given under section 3 or 4(a) of this Canon to the Metropolitan of the Province in which the priest or deacon resides. In the hearing of the appeal the Metropolitan (or in the case where the Metropolitan is the diocesan, the Senior Bishop of the Province) shall associate with him a bishop, a priest and a lay person who shall not be members of the diocese from which the appeal is taken.'

An amendment to the amendment:
That the words contained in the proposed amendment to Part IV, Section 4 of Canon XXVII following the words "this part" in line 3 hereof be deleted and the following words substituted therefor: "the Bishop shall permit the marriage to be solemnized in a church to be designated by him after consultation with the incumbent in charge."
The amendment thus reads:
"(D) If the incumbent of a parish declines for reasons of conscience to solemnize the marriage of a parishioner in his parish pursuant to permission given under this Part, the Bishop shall permit the marriage to be solemnized in a church to be designated by him after consultation with the incumbent in charge."
The amendment to the amendment was CARRIED in both Houses. Notice of Motion 23(a) as amended was CARRIED in both Houses.

That in regard to women presently ordained as deaconesses in the Anglican Church of Canada, the Primate be asked to initiate any steps which may be necessary to ensure that those who are so ordered may belong to the diaconate. CARRIED in both Houses.
This is in substitution for Resolution 2, page 264, which was withdrawn by the mover and seconder.

Whereas there is need for clarification of the positions of deacons and deaconesses in the Anglican Church of Canada, be it resolved: that the Primate be requested to initiate a study of all aspects of the diaconate, including requirements for ordination, the character of the office, the duties, the status and the permanency, with the effect which various uses of the diaconate would have on the Service of the Ordering of Deacons and of Deaconesses, and to report to the next General Synod. CARRIED in both Houses.

That the work of the Commission on Church Vocations be carried on in future within the Department of Religious Education and that the Commission be dissolved as of General Synod, 1962.
That a staff person be appointed to carry on the work of the Commission on Church Vocations and that he be supported by a strong working committee such as the divisional committees of the Department of Religious Education.
That the present budget of the Commission be made available to carry on this work.
That this staff person also assume the responsibilities as Secretary of the Division of College Work. RESOLVED by both Houses.

That Canon XVIII be rescinded and new Canon XVII be enacted in its place.
CANON XVII
EPISCOPAL JURISDICTION RESPECTING THE CLERGY
1. Subject to the limitations stated in Section 6 of this Canon, every priest and deacon of The Anglican Church of Canada shall be subject to the jurisdiction of a diocesan bishop.
2. Each co-adjutor, suffragan, assistant or retired bishop shall be subject to the jurisdiction of the bishop of the diocese in which that bishop resides.
3. Each diocesan bishop shall keep a register of the bishops, priests and deacons ordained within or for the diocese and those received from other jurisdictions. Such register shall include the following information for each individual:
a) dates and places of ordination as deacon/priest/bishop and in each case the name of the ordaining bishop(s);
b) a record of ecclesiastical appointments;
c) the date of entering the diocese;
d) a notation of any change of canonical status;
e) a report of any transfer to another ecclesiastical jurisdiction.
4.a) Bishops, priests and deacons who are engaged in specialized ministries outside the diocese where they are registered, shall be considered to be on leave of absence from that diocese, and subject to the general supervision of the bishop of the diocese in which the specialized ministry is exercised;
b) Clergy employed at the National Office shall be subject to the episcopal jurisdiction of the Primate without prejudice to their synodical status in the diocese from which they are on leave.
c) Bishops, priests or deacons serving outside Canada, under the auspices of The Anglican Church of Canada, shall be subject to the episcopal authority of the diocese in which they serve. The Primate and the appropriate diocesan bishop in each instance shall give to any such bishop, priest or deacon letters of commendation, or Letters Bene Decessit, as appropriate;
d) Names of bishops, priests and deacons who have relinquished or abandoned the exercise of their ministry shall be recorded on a list maintained by the Primate of The Anglican Church of Canada.
5. When a priest or deacon in good standing requests a transfer to another diocese the bishop of the diocese such priest or deacon wishes to leave shall forward Letters Bene Decessit to the bishop of the new diocese (Schedule A). Such priest or deacon shall be subject to the episcopal jurisdiction of the aforementioned bishop until the Letters are accepted and acknowledged by the bishop of the diocese to which such priest or deacon requests a transfer (Schedule C).
6.a) A chaplain holding a commission requiring full-time service in the Canadian Forces shall be subject to the episcopal jurisdiction of the Bishop Ordinary to the Canadian Forces.
b) The Bishop Ordinary, on receipt of Letters Testimonial with respect to a chaplain in the Canadian Forces (Schedule B) shall issue a license authorizing such chaplain to serve as a priest of The Anglican Church of Canada in the Canadian Forces. Before receiving such license a chaplain shall take the oaths and subscriptions required by the Bishop Ordinary.

Form of Letters Bene Decessit. I hereby certify that...., who has signified to me a desire to be transferred to the episcopal jurisdiction of the Bishop of the Diocese of ..., is a bishop/priest/deacon in good standing of the Diocese of..... . Witness my Hand and Seal this .... day of...... 19.... . Signed...., Bishop of.......

Form of Letters Testimonial with respect to a Chaplain in the Canadian Forces. I hereby certify that the Reverend...., having with my consent accepted a commission as a chaplain in the Canadian Forces, is a priest in good standing on leave from the Diocese of... I hereby transfer the Reverend....to your episcopal jurisdiction. Signed...., Bishop of ......

Prologue
The following Resolution was passed at the Ruri-decanal Conference of the Comox Rural Deanery, Diocese of Columbia, held at Quathiaski Cove, B.C., Wednesday, April 18, 1934.
Resolved: That as a result of the splendid example and valuable work of "The Fellowship of the West," and with a view to the further work and permanent strengthening of the work of the Church in frontier parts of the Dominion, a "Frontier Missionary Brotherhood" should be undertaken by the Church of England in Canada.
The Brotherhood shall consist of those younger Priests of the Church of England in Canada who will pledge themselves to celibacy for a period of five years - such a period to be renewed as each member of the Order is led to do so - and who, as celibates, shall be prepared to undertake Missionary work, wherever there is a need for the services of the Clergy, free from all domestic ties.
This Brotherhood shall be sponsored by the General Synod of the Church and shall embrace in its membership any and all Clergy who deem that they can render by such a fellowship the greatest possible service to the members of our Church who are isolated from her regular parish ministrations.
