That Canon V be amended as follows:
1. The Archives Division shall be administered by the Archivist of the General Synod under the direction of The Archives Committee.
2. The Archives Committee
a) shall consist of
i) four members elected by the National Executive Council for a three year term which may be renewed once;
ii) two members, each of whom shall be a provincial synod or diocesan archivist, appointed by the Primate for a three year term which may be renewed once;
iii) the General Secretary;
iv) the Archivist, who shall serve as secretary of the committee, and
b) shall include among its elected or appointed membership at least one member from each ecclesiastical province.
Renumber sections following.
Add new subsection:
5 a) establish and maintain a records management program for the active records and related papers of the General Synod and its committees, councils, boards and commissions;
Renumber other subsections following
Amend subsection 5 b) as follows:
5 b) collect, arrange, describe and preserve the payment records and related papers of the General Synod and its committees, councils, boards and commissions; CARRIED WITHOUT DEBATE Act 43

That a new Canon V - Archives, be approved.
1. The Archives Division shall be administered by the Archivist of the General Synod under the direction of a committee which shall consist of:
a) three members, each of whom shall be elected by the National Executive Council for a three year term which may be renewed once;
b) two members, each of whom is a provincial synod or diocesan archivist, appointed by the Primate for a three year term which may be renewed once;
c) the General Secretary;
d) the Archivist, who shall serve as Secretary of the Committee.
2. It shall be the duty of the Committee and it is hereby authorized and empowered:
a) to elect its own Chairperson;
b) to develop and propose policy for the Division to the General Synod or the National Executive Council as appropriate;
c) to establish, maintain and develop relationships among the archival agencies of The Anglican Church of Canada;
d) to encourage, co-ordinate and assist archival programs in the dioceses, ecclesiastical provinces and other church agencies;
e) to report to each session of the General Synod and to the National Executive Council at the request of either the Committee or the Council.
3. The Archivist shall be appointed by the National Executive Council on the recommendation of the General Secretary, and be accountable to the General Secretary.
4. Subject to the authority of the General Synod or the National Executive Council, the Division shall:
a) collect, arrange, describe and preserve the records and related papers of the General Synod and its committees, councils, boards and commissions;
b) collect, arrange and preserve the official papers of the Primate, the General Secretary and all other officers and employees of the General Synod;
c) be the depository, additional to the Archives of the several ecclesiastical provinces, of the records of the election, consecration, translation and installation of bishops of The Anglican Church of Canada, and the records of the election and installation of metropolitans;
d) encourage, co-ordinate and assist, in co-operation with their respective archivists, archival programs in the dioceses, ecclesiastical provinces and related agencies, including religious orders, ecumenical coalitions and theological colleges;
e) collect, arrange, describe and preserve any other documents, manuscripts, photographs, films and tapes pertaining to the history and activities of The Anglican Church of Canada.
5. The Division shall be supported by the Assessment.
6. The National Executive Council may from time to time make, alter or replace Regulations for the Division. CARRIED IN ALL ORDERS by the required majority Act 28

Resolved, That, the Upper House concurring, in order to assist in preserving data relative to the past of our Church in Canada, the Primate and the Prolocutor are hereby requested to appoint a Committee of five to co-operate with the Registrar in locating, listing and collecting such material as is of historical value; the Committee to be known as the Archives Committee of the Church of England in Canada.

(1) To amend clause (k) of Section 32 (Committees), pp.42-44, to read as follows:
"(k) Archives of which the Registrar and the General Secretary of the Synod shall be members."
(2) To enact a new Section to be numbered 32A immediately following Section 32 and reading as follows:
"ARCHIVES COMMITTEE
32A. It shall be the duty of the Archives Committee:
(a) To co-operate with the Registrar in his duties.
(b) To preserve safely, arrange and index all journals, files, papers, reports, minutes, legal documents, contracts, publications, enactments, canons and other records relating to the Synod and its departments and to regulate the access to the use of such records.
(c) To nominate to the Synod or the Executive Council suitable persons for appointment as Archivist, Librarian and other Assistants and to define their duties.
(d) To organize a Reference Library relating to the history, activities and affairs of the Church in Canada, and the Anglican Communion.
(e) To co-operate with the Canadian Church Historical Society in promoting interest in the history of the Anglican Church of Canada.
(f) To report to the General Synod and the Executive Council from time to time concerning the progress and needs of the Archives, library, and the general work of the Archives Committee." CARRIED Message L-26.

Dr. Millman announced that following his retirement at the end of Synod, Mrs. Marion Beyea will take over as full-time Archivist.
The Primate expressed his deep appreciation to Dr. and Mrs. Millman for all the years of had work they have devoted to the Archives of the Anglican Church of Canada. Synod expressed its gratitude by a standing ovation.

Resolved, That Message No.17 be concurred in and that the following be the members from the Lower House: The Registrar, Archdeacon Armitage, Canon Heeney and the Honorary Clerical Secretary.

That the Lower House concurring, there shall be a Joint Committee of both Houses upon the collection and Preservation of the Historic Records of the Dioceses and that the Lord Bishop of Toronto (Convener), and the Lord Bishop of Fredericton be the representatives from the Upper House.
And that the said Committee shall from time to time report to the Executive Council.
"That the Lower House do concur in Message No.17 from the Upper House, re Historic Records, and appoint the following as its members on the Joint Committee: The Registrar, Archdeacon Armitage, Canon Heeney and the Honorary Clerical Secretary."
