Mrs. W.G. Waugh spoke about the two resolutions being presented at this time. She referred Synod to the Reports of Anglican Church Women, and highlighted the ways in which their work is to be picked up after integration to ensure the continuance of valid ACW concerns.

"THAT:
1. within the terms of their original purpose, authority for the use of the Anglican Church Women Trust and Reserve Funds be transferred to the Administration and Finance Committee, and
2. the non-operating funds of Anglican Church Women be maintained as separate accounts under the authority and direction of the Administration and Finance Committee, with annual reports of the operation of the funds being made to the National Executive Council.

THAT this General Synod authorize the publication of the Living Message from January 1, 1974, at least until December 31, 1975, and
THAT before that date evaluation be made and exploration carried out by the Program Committee as to possible new directions in which it can develop (explorations to include newsletters to particular constituencies and devotional resources).

"Resolved that the following words be added to the resolution passed at this Synod amending the resolution passed by the 23rd Session of Synod, August 22-31, 1967:
'5. The President and the Chairman, Social Action, of the National Board of Anglican Church Women in the case of the Program Committee, and the Vice-President of the National Board of Anglican Church Women in the case of the Long Range Planning Committee'.
so that the resolution ('Handbook'. Appendix A) shall read:
'That the members of the Long Range Planning Committee and the Program Committee consist of the following:
1. Ex-officio, the Primate and the Prolocutor.
2. Two Provincial representatives from each Province, elected by General Synod from its membership.
3. Five members of the National Executive Council elected from its membership at its first meeting following its election.
4. Five members not necessarily members of General Synod or the National Executive Council elected by the National Executive Council at its first meeting following its election.
5. The President and the Chairman, Social Action, of the National Board of Anglican Church Women in the case of the Program Committee, and the Vice-President of the National Board of Anglican Church Women in the case of the Long Range Planning Committee.' CARRIED

7. Whereas men and women are called to share a common concern in the life and mission of the Church and have a common responsibility to fulfill this mission, and whereas the Church ought to be providing leadership in the contemporary cultural movement to give equal status to women, be it resolved:
a. That the General Synod endorse the policy of eventual total integration of the finances, personnel and programs of Anglican Church Women into the mainstream of the Church's life at every level, and,
that the General Synod take immediate steps through the Program Committee to initiate an educational program re integration at diocesan and parish levels.
b. That the General Synod urge Diocesan Synods to make the necessary changes in their constitutions and canons to permit women the right of election to all church offices.

The Primate asked Mr. George Davy to continue his presentation of the report of the Program Committee. Mr. Davy presented the Program Committee's plans for implementing General Synod's decision at Sudbury to integrate Anglican Church Women with the mainstream of church life at the national level as follows:
A.C.W. INTEGRATION
MANDATE for integration given in 1969 by both General Synod and Anglican Women.
WHAT HAS BEEN DONE SINCE
- Task Force established by Program Committee of General Synod
- Terms of reference - to bring in plans for implementation of integration at National level
- Report was approved by Program Committee, N.E.C. and A.C.W. Board
PLANS PRESENTED BY TASK FORCE FOR IMPLEMENTATION AT NATIONAL LEVEL INTEGRATION OF PROGRAMS
- A.C.W. projects (where valid) transferred to Project Book
- A.C.W. bursaries (where valid) incorporated into General Synod Plan of Bursaries and this plan available to women.
- A.C.W. Pension Plan integrated into General Synod Lay Retirement Plan
- Living Message should continue
- Prayer Partnerships incorporated into a National Church Prayer Partnership Plan.
INTEGRATION OF PERSONNEL
- National A.C.W. President and Vice-President be voting members of N.E.C. (approval given for these two officers to attend meetings of N.E.C. without voting privileges)
- A.C.W. Executive members on the appropriate General Synod Committee with voice and vote
- Position of Director of Integration be created (to guarantee support to Diocesan and Parish A.C.W. Groups as along as needed)
- Function of A.C.W. Staff be subsumed under General Synod structures
INTEGRATION OF FINANCES
- The aim of financial integration is NOT to lessen women's contributions (financial or otherwise) to the Church, or even to excuse women from special Money Raising Projects.
- Rather the aim is to give men and women The Opportunity to Share in a common concern for the whole program which is supported by ONE national structure.
- Programs sponsored by the A.C.W. Budget in the past, when fully integrated into the National Budget, will cause the National budget and hence the diocesan (and parish) apportionments to rise. This we have called "A.C.W. Integration Increase".
DIOCESAN AND PARISH LEVEL
- dioceses and parishes must be free to proceed at own speed toward integration as local situation dictates.
- continued support nationally for diocese and parish A.C.W.'s until such time as integration is finally accomplished (Director of Integration).
- women can keep own separate groups and even money raising projects (or not) as they desire.
- guidelines are available for dioceses and parishes as they move toward integration.
This was followed by a visual presentation.

That this General Synod gives general approval to the Program Committee's plans for implementing General Synod's decision at Sudbury to integrate Anglican Church Women with the mainstream of church life at the national level, with clear understanding that the Dioceses and parishes can proceed at their own pace.
