That Resolution G, page 133 of the Convening Circular, be amended to read as follows:
"Whereas there are legislative changes contemplated in Canada in relation to abortion,
Whereas there is a need for a comprehensive study into matters relating to abortion, and
Whereas there has been no definite statement made by the Anglican Church of Canada regarding abortion,
THIS GENERAL SYNOD
1. Requests the Primate to set up a special study committee of theologians, parish clergy, obstetricians, doctors engaged in family practice, lawyers, and specialists in behavioural and medical sciences to prepare a statement on all aspects relating to abortion, and further
2. Authorizes the said committee to submit a brief in the name of the Anglican Church of Canada when opportunity is provided to do so by the Government of Canada." CARRIED in both Houses.

At this 24th Sesson of the General Synod of The Anglican Church of Canada meeting in Sudbury on August 19th, 1969 we the Archbishops, Bishops, Clerical and Lay members under the Presidency of His Grace, the Primate of Canada send to your Majesty a message of our deep and abiding loyalty to the Throne. We pray that your Majesty will long reign over us as our Queen and in presenting our humble duty to your Majesty this General Synod joins with the people of Canada in gratitude to Almighty God for the leadership of your Majesty and the members of The Royal Family and for the maintenance of those high ideals of public and family life which have been an inspiration to all your subjects.
That in line 2 of Subsection 2 of Section 4 (Duties of the Honorary Treasurer) of Canon IX (Handbook, p.114) the words, "annual session of the Executive Council and at each," be deleted, so that said Subsection 2 will read:
"2. He shall present statements of account duly audited by the Synod auditors at each...session of the Synod, etc." CARRIED in both Houses.

That the following words be added to the end of Paragraph 4, Part I, Canon XXVII:
"except that a Bishop may give permission to a Priest under his licence to act herein without notice, provided that he report actions under this Section to his Bishop as soon as possible." CARRIED in both Houses.
That Canon XXVII, as replaced by Canon XXVIIB, be amended by adding at the end of Section 5 of Part III the following paragraph:
"Where there has been a failure to obtain any consent of a parent, guardian or other person, other than a party to the marriage, whose consent is required by the applicable civil law and where the marriage has been annulled on this ground by a competent court, the Commission shall likewise make a declaration that the ceremony in question did not result in a marriage." CARRIED in both Houses.
That Part VI of Canon XXVII be amended by adding the following to become a new Section Numbered 7:
"Persons Serving in or Attached to the Canadian Armed Forces
(A) This section applies to a person enrolled in the Canadian forces who is serving in the regular forces or who is a member of the reserve force on continuous duty with the regular forces, or a person who, in accordance with the National Defence Act, accompanies the Canadian Forces, and the dependents of all such persons.
(B) A person described in (A) of this section may make an application under Part III or Part IV of this Canon by forwarding his application to the Anglican Chaplain responsible for his pastoral care.
(C) On receipt of an application mentioned in (B) from a person who is residing in Canada, the Chaplain shall forward the application to the Bishop of the Diocese in which the applicant is resident.
(D) If the applicant is a person serving or residing outside Canada, the Chaplain shall forward the application to the Bishop Ordinary or the Canadian Forces for action.
(E) Nothing herein contained shall prevent the making of an application by such a person in the manner prescribed by Part III or Part IV." CARRIED in both Houses nem con.
That Section 12, subsection (5) be amended to read as follows:
"Where a member of the Lower House or substitute...ceases to represent the Diocese under the rules which said Synod may have adopted, the Diocesan Synod or the Executive Committee of the Diocese may proceed to fill such casual vacancy, etc." CARRIED Message L-27.
That Section 16, subsection (2) be amended to read as follows:
"(2) The Clerical and Lay Secretaries of the Lower House shall be appointed by the Prolocutor on the nomination of the General Secretary of the Synod and shall act as Recording Secretaries at all meetings of the Lower House and all Joint Sittings under Section 23." CARRIED Message L-28.
