Resolved, That this House recommends to those in charge of the arrangements for future Synods, that the Agenda should include the introduction, at an early date of the sittings, the consideration of Reports and questions particularly affecting laymen and their part in the Church's work; and especially that arrangements should be made for the holding of a meeting of Lay Members to enable them to get acquainted and to jointly discuss Church matters and those phases of church work in which laymen are chiefly interested, so that their views may be presented and considered by the Synod. Also that a Register be provided for the registration of members of the Lower House.

That Section 3(a) of the Basis of Constitution (Journal 1927, p.381) be repealed and the following substituted therefor:
"The Primate of All Canada shall be elected and hold office under, and have such privileges, power, authority and duties as may be defined by the Constitution, Canons and Rules enacted by the Synod and such other duties as appertain to the office."
That Section 6 of the Constitution (Journal, p.387) be amended by deleting the words "elected in the manner provided by the Basis of Constitution." CARRIED by a 2/3 majority.

3(a) The President of the General Synod shall be the Primate of all Canada, who shall be elected and hold office under, and have such privileges, powers, authority and duties as may be defined by the Constitution, Canons and Rules enacted by the Synod.
That Section 6 of the Constitution (Journal, p.387) be amended by deleting the words "Elected in the manner provided by the Basis of Constitution." CARRIED by more than two-thirds majority.
That the Upper House concurs in Message D of the Lower House. CARRIED by more than a two-thirds majority.

That this Synod adopts the Recommendation that the A.N.C. be not reappointed on the ground that its purposes have been well accomplished and that its Recommendations can now be carried out by existing Departments of the Church's work; and further, that the hearty congratulations and thanks of the Synod be given to the Officers and Members of the Commission for the work they have done and for the great and far-reaching results that have been attached. That, with the consent of the Synod, Recommendation VIII be changed to the following:
That since in the sparsely settled parts of our country the difficulty of reaching with any degree of regularity the scattered groups of our people is almost insurmountable - which difficulty extends to other Christian Communions - we recommend that in the interests of our Christian Faith an advance be made, through the Bishops of our Church, to the authorities of other Christian Communions in the several localities concerned with a view to discussing possible means of co-operation with them in an endeavour to minister to these small and isolated units, subject always to the principle being clearly indicated that we must administer the Sacraments to our own people. CARRIED in both Houses.

That the following clause (omitted from Recommendation VIII in Convening Circular) be reinstated:
We recommend that, in view of the constant contacts throughout Canada between these two bodies, especially, and ourselves, we should, in the words of the Lambeth Appeal to all Christian Peoples of 1920, be ready to embark upon "An adventure of good-will and still more of faith, for nothing less is required than a new discovery of the creative resources of God." CARRIED in the Lower House; Upper House reserved decision.

VIII. Co-operation
That since, in the sparsely settled parts of our country the difficulty in reaching, with any degree of regularity, the scattered groups of our people, is almost insurmountable, which difficulty extends to other Christian communions, we recommend that in the interests of the Christian faith and advance be made to the authorities of the United Church and the Presbyterian Church with a view to discovering if some arrangement could be made for a more friendly co-operation with them in the matter of ministering to these small units, subject always to the principle being clearly indicated that we must administer the sacraments to our own people. We recommend that, in view of the constant contacts throughout Canada between these two bodies, especially, and ourselves, we should, in the words of the Lambeth Appeal to all Christian Peoples of 1920, be ready to embark upon "An adventure of good-will and still more of faith, for nothing less is required than a new discovery of the creative resources of God."
