- Resolved, That, the Upper House concurring, the following clause be added to the Constitution immediately after Clause 28:
- 28A - The Primate and the Prolocutor shall be ex-officio members of all joint Committees and of the Committees of their respective Houses.

- Resolved, That the Lower House concurs in Message No.7 from the Upper House and nominates as its representatives on the joint committee the following: The Prolocutor; Dr. Abbott-Smith; Canon Cody; Chancellor Harris; Chancellor Machray; Chancellor Worrell.

- No. 7 Admission of Diocese of Newfoundland to the General Synod
- That the Lower House concurring, the General Synod of the Church of England in Canada having provided in its Constitution for the admission of the Diocese of Newfoundland to the General Synod and having expressed itself in favour of closer relations with the Diocese, a Joint Committee of this Synod, consisting of three members of each order, be appointed to receive and consider any overtures that the Diocese of Newfoundland may at any time desire to make.
- That the Lower House concurs in Message No.7 and nominates as its representatives on the joint committee: Rev. Canon Cody; Rev. Canon Abbott-Smith; The Prolocutor; Mr. Chancellor Machray; Mr. Chancellor Worrell.
- That the Upper House has appointed as its representatives on the Joint Committee: Archbishop of Nova Scotia; Archbishop of Algoma; Bishop of Montreal; Bishop of New Westminster.

- Text
- The language of the Constitution rendering it necessary to determine whether male or female persons, or both, are intended:
- 1. It is certain that only men were in contemplation when the law was made:
- 2. It is equally certain that women would not have been included had the point arisen:
- 3. It is a principle of legal interpretation that in questions of doubtful terminology, regard should be had to the intention of those making the law:
- The Chair therefore rules that until the General Synod positively enact otherwise, women are not entitled to membership in the Lower House.

- Resolved, That Canon XXI, Finance, be amended as follows:
- Section 3: insert at the beginning of the section the words "subject to the provisions of Canon XXIII"; also insert after the words "General Synod" in line 3 the following words: "or which now are or may hereafter be entrusted to the General Synod for management or investment."
- Section 5: insert after the word "Synod" the words: "other than those managed and controlled by the joint investment committee."
- Section 7: strike out whole clause.
- Section 8: strike out words "two auditors" in line 2; also strike out the words "their respective successors" on line 4 and substitute therefor the words "his successor"; and renumber Section as Section 7.
- Insert as Section 8 the following: "8 - An Auditor or Auditors who must be a chartered accountant or accountants shall be appointed annually by the Board of Finance at such remuneration as may be fixed by the Board of Finance."
- Section 10: insert at the beginning of the section the words "Subject to the provisions of Canon XXIII."
- Section 11: after the word "Synod" in line 2 insert the words "other than those managed and controlled by the joint investment Committee."
- Section 12: after the word "securities" in line 1, insert the words "in his custody or control."
- Section 15: strike out the words "and auditors" in line 2.

- 2. By deleting in lines 3 and 4 of the same paragraph the words, "Once in each month excepting July and August" and substituting therefor the words "Once in each quarter."

- Resolved, That Canon II M.S.C.C. be amended by adding thereto the clause:
- 18. The several trust funds, securities and cash on hand or in bank on Capital Account which now are or which may hitherto become vested in or held by the General Synod of the Church of England in Canada and the several trust funds, securities and cash on hand or in bank on Capital Account which now are or which may hereafter become vested in or held by the Missionary Society of the Church of England in Canada, shall be held, managed and invested as one general trust fund (to be known as the Consolidated Trust Fund) in the joint names of the said two corporations in accordance with the provisions of the Canons of the General Synod as passed and amended from time to time.
