Act No. 78: Requesting the National Executive Council to refer motion (re additional funds for Information and Stewardship to have representative accompany Bishop Dean) to appropriate Committee for consideration and report (See Sept. 2 minutes, p.3)
That this National Executive Council request the Advisory Council on Missionary Strategy and the Lambeth Consultative Body to give serious attention to the provision of a realistic budget for the office of the Executive Officer, including administration, travel, information services, and other programme items. CARRIED
That the Memorial re Standard of Giving be referred to the Department of Information and Stewardship, requesting them to implement the terms of same. CARRIED
Canon Latimer informed the Council that Mrs. William Bailey, the administrative assistant in his office, who had served with GBRE and General Synod for over twenty-seven years, had resigned, effective November 30th, 1965.

That the National Executive Council expresses its gratitude for the faithful service which Mrs. Bailey has given to the whole Church. CARRIED
That this National Executive Council would like to bring to the attention of the S.P.C.K. the importance of reverting to the practice of publishing the names of the dioceses and the bishops of the Anglican Communion in their Churchman's Pocket Book and Diary. CARRIED
The Board of Trustees also had approved the following resolution,
"That the Trustees request a consultation with representatives of the National Executive Council to discuss further the revised copy of the proposed terms of reference for the operation of Canadian Churchman."
On motion of Canon R.R. Latimer, seconded by the Bishop of Ottawa, it was APPROVED that the report be received.
Concerning the Terms of Reference referred to above, the Bishop of Ottawa reported that the Implementation Committee had met with a sub-committee of the Board of Trustees of the Canadian Churchman to consider revised terms of reference prepared by the Canadian Churchman, and agreed with the proposed terms of reference for the paper; ie. that it be published by a Board of Trustees which shall be responsible to General Synod, and that the Executive Director and the Director of Communications be members Ex-officio of the Board of Trustees and that staff appointments and salary agreements be according to the procedures and salary ranges approved by the National Executive Council on November 16, 1967.
The Board of Trustees had considered the Terms of Reference, as agreed to by the Implementation Committeee, and had requested further clarification of some items. Therefore, it had requested a meeting with representatives of the National Executive Council.

Moved by the Bishop of Ottawa, seconded by the Bishop of Brandon,
That the Primate be asked to appoint representatives of the National Executive Council to meet with the Board of Trustees of the Canadian Churchman to discuss further the revised copy of the Terms of Reference. CARRIED
That the National Executive Council records its gratitude to the Rev. Prof. C.R. Feilding for the time and care which he has given to the work of the Commission on Marriage and Related Matters as its Secretary, and that a copy of this resolution be forwarded to the Professor. CARRIED
(2) Simultaneous Meetings of General Synod and General Council (see November minutes, p.6)
The Bishop of Ottawa presented the following report of the special committee appointed by the National Executive Council in November 1967 to consider this matter:
"On the assumption that the Twenty-Fourth Session of the General Synod will meet in 1969 at Laurentian University, Sudbury, Ontario, the Committee appointed to consider the simultaneous meetings of General Synod and General Council recommends:
1. That a Joint Sitting of the National Executive Council of the Anglican Church of Canada and the Executive Committee of the General Council of the United Church of Canada be held in February 1969 to discuss the possibility of the General Synod and the General Council meeting in the same city at approximately the same time in 1971 or 1972.
2. That, to this end, the Committee on Agenda of the General Synod be asked to confer with a similar committee, to be appointed by the United Church and bring their recommendations to their respective Executives in November 1968.
3. That these recommendations be now transmitted to the Executive Committee of the General Council of the United Church of Canada for consideration.

That the National Executive Council and the Executive Committee of the General Council of the United Church should plan to have a joint meeting in February 1969 so that they can together discuss the question of a joint meeting of our parent bodies;
That, to this end, the Committee on Agenda of the General Synod be asked to confer with a similar committee, to be appointed by the United Church of Canada, and bring their recommendations to their respective Executives in November 1968;
That these recommendations be now transmitted to the Executive Committee of the General Council of the United Church of Canada for consideration." CARRIED
That the recommendation regarding the Centennial International Development Programme project referred to the Chairman of this Committee at the August meeting of the National Executive Council be included in the list of additional suggestions. CARRIED
The Rt. Rev. H.R. Hunt stated that Mr. E.G. Freeman had resigned as Supervisor of Laymen's Work. In view of the restructuring of the Departments, the Executive Committee feels it would be undesirable at this particular time to appoint a replacement and will carry this item forward. In the meantime, appropriate arrangements are being made for this aspect of the Church's work to continue.

That this National Executive Council expresses its deep appreciation of the valuable services rendered to the Church by Mr. Eric G. Freeman during the years that he occupied the position of Supervisor of the Division of Laymen's Work, and wishes him God's blessing in his new work. CARRIED
