- That this National Executive Council request the Advisory Council on Missionary Strategy and the Lambeth Consultative Body to give serious attention to the provision of a realistic budget for the office of the Executive Officer, including administration, travel, information services, and other programme items. - That, whereas the Executive Council and Board of Management of M.S.C.C. in Joint Session at Ottawa in 1961 has taken the following action:
- "Without jeopardizing the present overseas commitments of The Anglican Church of Canada in the following Provinces and Dioceses of the Anglican Communion:
- The Church of India, Pakistan, Burma and Ceylon
- The Holy Catholic Church in Japan
- The Archbishopric in Jerusalem
- The Church of Uganda Ruanda [sic i.e. Rwanda] Urundi
- The Church of the Province of the West Indies
- The Diocese of Hong Kong
- The Diocese of Accra
- The Diocese of Malaya and Singapore, and
- The Diocese of Madras in the Church of South India.
- It is recommended that the Executive Committee of the Department of Missions of The Anglican Church of Canada be empowered to receive and consider, within the limitations of its Annual Budget appropriations, such appeals for personnel and funds for work in the Anglican Communion as are directed to the Department of Missions of The Anglican Church of Canada by the Advisory Council on Missionary Strategy of the Anglican Communion."
- It is therefore recommended that as funds become available in the next triennium, the Department of Missions give priority in its overseas commitments to accepting increased appeals from the Church of India, Pakistan, Burma and Ceylon; The Church of Uganda Ruanda Urandi, and the Church of the Province of the West Indies for the following purposes:
- (i) To provide assistance in the training and support of national clergy and lay workers.
- (ii) To recruit and train overseas personnel in response to requests from overseas Diocesan Bishops.
- (iii) To provide financial assistance for capital needs in the areas of church extension and theological education. CARRIED in both Houses.

- That the National Executive Council recommends that the Anglican Communion Missionary Strategy Committee be expanded to include an executive group of experienced missionary leaders representative of regional life of the Communion and available to the Executive Officer for consultation and for the recommendation of policy and planning in Mission to the authority of the Committee on Missionary Strategy. - PARTNERSHIP WITH UNITED CHURCHES
- Anglican provinces and dioceses in many parts of the world are included in plans for united churches in their areas. Where such a scheme of Church unity is approved by the province concerned, the contribution brought to it by Anglicans should be in every way whole-hearted and as complete as possible.
- In the case of capital and development funds, for example, which are designed to enable the existing province or diocese to fulfil its calling and bear more worthy witness to its tradition, it is our conviction that all of this strength, now thought of as an "Anglican" resource should be brought to the united church. Anglican contributions from outside the area in question, whether financial or personal, should not be lessened because of the participation of the church in unity schemes. Proper steps should be taken to insure to the province or diocese concerned legal continuity and identity, and thus enable them to accept the responsibilities of new and fuller brotherhood.
- We respectfully urge the churches of the Anglican Communion to give such assurance to our provinces.

This Document has won approval from the Missionary Executives present at the Advisory Council on Missionary Strategy at its meeting at Huron College from July 29th to August 5th.

- "That General approval be given to the Document dealing with Episcopal Jurisdiction of Overseas Missionaries."

- Your Committee studied the revised Canon VIII of the Pension Board and also Canon XXI of General Synod "Transfer of Clergy" and in particular the section dealing with "Jurisdiction". "A Clergyman shall be regarded as subject to the Episcopal Jurisdiction of the Bishop on whose register his name has been entered until he has been removed from such register by transfer to another Diocese."
- Your Sub-Committee, on motion of Principal Morden and Professor Prior, recommend that the following policy be adopted by the Executive Committee of the Department of Missions, after consultation with the House of Bishops and or General Synod:
- 1) "That a Missionary Priest going overseas on short term service retain his license in his Canadian Diocese at the pleasure of the Bishop and seek only "Permission to Officiate" in the overseas Diocese to which he goes."
- 2) "That a Missionary Priest going for service longer than three years relinquish his licence in his Canadian Diocese and be transferred to the jurisdiction of an Overseas Diocesan Bishop."
- 3) "That a missionary priest be given "status" in a Canadian Diocese as serving on Missionary Leave in an Overseas Diocese of the anglican Communion, such "status" to be interpreted as meaning:
- a) Being officially recognized as an Anglican Church of Canada Missionary serving with the Deparment of Missions of the General Synod of the Anglican Church of Canada.
- b) The Pensionable benefits of said person being assured under Canon VIII of General Synod.
- c) That continuing identification be established between his Canadian Diocese and the Overseas Missionary Priest during his period of overseas service and on his return to Canada.
