The following pastoral statement is released to the Church by the Primate and the Metropolitan Archbishops of each of the four ecclesiastical provinces.
Greetings in the name of the One who was, who is, and who is to come -- our Lord Jesus Christ
The Mission Statement of the Anglican Church of Canada opens with these statements: “As a partner in the worldwide Anglican Communion and in the universal Church, we proclaim and celebrate the gospel of Jesus Christ in worship and in action. We value our heritage of Biblical faith, reason, liturgy, tradition, bishops and synods and the rich variety of our life in community.”
It is fundamental to the values and mission of our Church that we welcome and respect freedom of individual conscience and the theological convictions of a diverse membership. Our General Synods have consistently strived to honour every voice as the Church works through contentious and difficult issues before it. This is particularly true in the way the Church has endeavoured to address matters of human sexuality including the blessing of same-sex unions.
The report of the Primate's Theological Commission commonly known as the St. Michael Report has described this issue as matter of doctrine but not core doctrine. General Synod concurred with this opinion last June. The St. Michael Report also declared that the matter need not be a Communion-breaking issue.
It is in this context that we deplore recent actions on the part of the Primate and General Synod of the Province of the Southern Cone to extend its jurisdiction into Canada through the Essentials Network Conference. This action breaks fellowship within the Anglican Church of Canada and the Anglican Communion
We affirm the statement unanimously agreed to by the Council of General Synod which appeals to the Archbishop of Canterbury “to make clear that such actions are not a valid expression of Anglicanism.” We too appeal to him in his capacity as one of the instruments of communion and as chair of the Primates' Meeting to address the very serious issues raised by this intervention
The actions by the Primate of the Southern Cone are not necessary. Our bishops have made adequate and appropriate provision for the pastoral care and episcopal support of all members of the Anglican Church of Canada, including those who find themselves in conscientious disagreement with the view of their bishop and synod over the blessing of same-sex unions. These provisions, contained in the document known as Shared Episcopal Ministry, were adopted by the House of Bishops and commended by the panel of reference appointed by the Archbishop of Canterbury.
The actions by the Primate of the Southern Cone are also inappropriate. They contravene ancient canons of the Church going as far back as the 4th century, as well as statements of the Lambeth Conference, the Windsor report and the Communiqué from the Primates' Meeting earlier this year. Furthermore these actions violate Canon XVII of the Anglican Church of Canada which states that “No Bishop priest or deacon shall exercise ordained ministry in a diocese without the license or temporary permission of the Diocesan Bishop.”
Any ministry exercised in Canada by those received into the Province of the Southern Cone after voluntarily relinquishing the exercise of their ministry in the Anglican Church of Canada is inappropriate, unwelcome and invalid. We are aware that some bishops have, or will be making statements to that effect in their own dioceses.
In the meantime we rejoice in this season of Advent in which we once again begin that great journey of tracing the steps of our Lord's most holy life through the liturgy of a new year.
We rejoice in the gift of word and sacrament. We rejoice in the gift of our baptism and in the great gift of the Eucharist. We rejoice in the gift of the Holy Spirit who leads us into all truth and empowers us to proclaim the gospel of Our Lord Jesus Christ in word and action.
We respect the diversity of opinion in our Church over many issues. We respect the manner in which we take counsel together and honour the intention of all those who even in the midst of struggle desire to remain within the fellowship of the Anglican Church of Canada.
Let us renew our trust in the One who holds us together in the embrace of His love and peace.
We call all Anglicans to a renewed emphasis on mission and prayer for faithful witness in the service of the gospel within our parishes and across the world.

The House of Bishops has learned with deep dismay that the South African Government two weeks ago further outlawed virtually all expression of dissent from its apartheid policy by banning eighteen organizations and two black newspapers and by arresting and banning numerous individuals. By this act, the South Afican Government has demonstrated yet again its total defiance of Christian convictions within and outside the country. Legislation now before the South African Parliament will also drastically curtail and control the provision of welfare and support to those in need.
Our Church of the Province of South Africa has long made clear its detestation of apartheid and the repressive laws which go with it. The stand taken during the past nearly thirty years by leaders like De Blank, Reeves, Crowther, Huddleston, Winter and Good is clear witness to it. The House of Bishops is appalled at this increase of rule by decree, and at the further denial of human rights for the great majority of the people of South Africa, by a Government which has made a total travesty of its claim to be ruling in the name of Christian civilization. In our view, opposition can only be effective by the isolation of that government at all levels. The House of Bishops calls on the Canadian Government, which with other western nations continues to sustain the apartheid system through extensive economic, diplomatic (and in some cases military) links, to sever all connection with the South African Government until apartheid is eradicated.
December 01, 2009 - An interview with the Rev. Patricia Sawo, a church leader and mother living with HIV in Kenya inspired Archbishop of Canterbury Rowan Williams to entitle his World Aids Day Message A Space for Hope. Patricia says of her church "My congregation knows about my status and people in my church know that this is a place where, if they come with HIV, they can be loved." The Archbishop says "when the Church is doing its job, it is providing space for people to face themselves, to be themselves, and to cope with the future."
On my trip to Burundi in February, I saw numerous examples of that kind of space. Let me cite just two. In the heart of the city of Bujumbura there is an HIV/AIDS clinic. Above the main entrance of the administration building is a sign stating that the building was renovated though a gift of the Primate's World Relief and Development Fund (PWRDF) of the Anglican Church of Canada. That gift inspired other churches in the city to make contributions to expand the services of this clinic which serves teens and young adults who have been orphaned through AIDS. Most of them live on the street and their life is very rough. The clinic is a haven where they can learn about HIV/AIDS, get tested and if necessary receive treatment and counseling. As the Archbishop says, they can "face themselves, be themselves, and cope with the future."
Up in the hills, "in the bush" as Burundians say, in the village of Bitare, I and Cheryl Curtis (Executive Director of PWRDF) and Maureen Bailey (Youth Council, PWRDF) were invited to assist local people in laying the foundation stone for a new HIV/AIDS clinic. It was very humbling to kneel down and share in that work as hundreds of people looked on and sang and prayed for God's blessing on this project. The building is now complete and providing services to hundreds of people in Bitare and a number of surrounding villages. Individuals and families are feeling support and care. Lives are being changed and hope is rising like the glory of a new day.
This coming Sunday, the second in Advent, I ask that throughout the Church, prayers of special intent for those living with HIV/AIDS be included in the Prayers of the People. Pray for their caregivers and for their doctors and nurses and clergy. Pray especially for the work of the Mother's Union in Africa and their deep and steadfast commitment to helping those who are living with AIDS and those who have been widowed and orphaned through AIDS, and those who are caring for their grandchildren. Pray for those engaged in education about healthy sexuality and the prevention of AIDS. And as we pray for the eradication of the stigma associated with HIV/AIDS, pray also for that "space" the Church is called to provide where people can be welcomed and free to face themselves and be themselves without fear of rejection; where through loving care and support they can cope with their future. This calling is after the very example of Our Lord who reached out and "touched" (Mark 1: 40-41) the sick with love and mercy.
I encourage one and all to pray, to support the continuing work with HIV/AIDS, and to stand with all those who are pressuring world leaders, in the words of one of the Millennium Development Goals, "to combat HIV/AIDS, malaria, and other diseases." I issue this call in the name of him whose Advent sets us free, whose love brings healing and hope to all.
Dear Friends, as you know, in recent weeks there have been a few parishes across our beloved church that have had meetings and serious discussions that have resulted in decisions to withdraw from the Anglican Church of Canada. With you, I am saddened by these developments because they represent a fracture in the body of Christ and a break in our fellowship, one with another.
As we hear the reporting around these developments, there is repeated reference to the blessing of same-sex unions as the tipping issue in what is described as a crisis in faith, within the Anglican Church of Canada. My conviction is that we can only challenge that kind of rhetoric by the fact that across this land, you and thousands of other Anglicans gather week by week to hear once again, the story of the loving purposes of God through history and in the fullness of time through Christ and in those same gatherings, to confess the divinity and the lordship of Jesus Christ as we recite the Creed and celebrate the Eucharist week by week.
The Anglican Church of Canada remains firm in its resolve, as we say in our Mission Statement, as a partner in the worldwide Communion and in the universal church, to proclaim by word and action the gospel of Jesus the Christ.
I also want to set before you another reality and that is that while a huge amount of attention is given to those who are considering leaving the Anglican Church of Canada, there are a host of other people who continue to struggle over issues of sexuality and unity. They do that from both very conservative perspectives and very liberal perspectives, but it is so clear that they intend to remain loyal members of the Anglican Church of Canada. I want to say that I rejoice in their determination to remain.
I believe that their commitment represents something of the very stuff of that Anglican capacity to live together gracefully with difference. This capacity, this broad capacity for a breadth of theological perspective is inherent in the heritage of our tradition and it is indeed a heritage that we continue to cherish.
As we continue to wrestle over issues of sexuality and unity within the Anglican Communion, I ask for your prayers for our beloved church and particularly for those whom we have tasked through the General Synod to help us in these conversations.
We are now moving quickly toward Palm Sunday, the journey through Holy Week to the glory of Easter and my hope and prayer is that all of us will be renewed in our life together in Christ and that in Him, we will remain forever one. Thank you.
