Chancellor Soward expressed the view that, pending the appointment of the Programme Director, other appointments to the executive staff within the Departments should not be made.
Bishop Hunt said he agreed with this, except in cases where appointments are already in the making, and persons have been approached in connection with specific appointments, e.g. a Supervisor for Budget Interpretation within the Department of Information and Stewardship.

That, for the time being, Heads of Departments be requested to refrain from initiating negotiations with reference to appointments to executive staff, and from making further appointments, without first consulting with the National Executive Council; and that members of the National Executive Council confer with Heads of Departments regarding this action. Bishop Hunt was assured that I & S could confer with the committee named above (to review membership of the Survey Committee), regarding any pending appointment, and that their judgment would be satisfactory to the Council.
A letter was presented from Captain Taylor of the Church Army in Canada requesting the use of Church House addressograph facilities for the Christmas mailings to the clergy.

That the Church Army be given permission to send out their usual Christmas appeal using the Church House addressograph facilities, with reimbursement to the Church for such use. CARRIED
The Venerable T.P. Crosthwait reported that the following "Steering Committee" had been named by the Primate: The Primate, the General Secretary of General Synod, the Rt. Rev. G.B. Snell, the Ven. T.P. Crosthwait, Canon A.H. Davis and Chancellor R.H. Soward. (This same membership had reviewed the membership of the Church House Survey Committee.)
One of the matters referred to the committee was to review appointments to staff which had been pending prior to General Synod. The following appointments were approved:
- i. G.B.R.E., Miss June Bradley, as National Consultant on Adult Lay Training, with special responsibilities to the Dominion Board of the W.A. (The committee was assured that no replacement for the Rev. J.B. Moorhouse was contemplated); Miss Bradley's category to be B-2, Assistant Secretary, at $5,300 per annum.
- ii. I. & S. [Information and Stewardship], Mr. John W. Mackey, as Assistant Secretary. (This appointment permits the Department of I & S to implement a budget interpretation programme: Mr. Mackey's category to be B-1, at $8,000 per annum.)

"That, in the event of the Church House Survey Committee's Document receiving the approval of General Synod, the Heads of Departments ask the National Executive Council what machinery it plans to set up in order to implement the Document, and what will be the relation of the present Heads of Departments to the (machinery) (committee) being set up."
