Chancellor Soward expressed the view that, pending the appointment of the Programme Director, other appointments to the executive staff within the Departments should not be made.
Bishop Hunt said he agreed with this, except in cases where appointments are already in the making, and persons have been approached in connection with specific appointments, e.g. a Supervisor for Budget Interpretation within the Department of Information and Stewardship.
That, for the time being, Heads of Departments be requested to refrain from initiating negotiations with reference to appointments to executive staff, and from making further appointments, without first consulting with the National Executive Council; and that members of the National Executive Council confer with Heads of Departments regarding this action.
