That this General Synod give first reading to the following Canon on the Reception and Recognition of Clergy from Churches in Full Communion with the Anglican Church of Canada.
Canon IV
1. A member of the clergy of a church in full communion with the Anglican Church of Canada, duly ordained by a bishop of that church, may be received into a diocese as a lawful Bishop, Priest or Deacon of the Anglican Church of Canada when he or she:
a) is of the required age, of virtuous conversation, without crime, and learned in holy Scripture,
b) presents to the diocesan bishop Letters Bene Decessit, or equivalent credentials, from the bishop of the diocese or equivalent jurisdiction with which he or she was last connnected,
c) promises in writing to submit in all things to the discipline of the Anglican Church of Canada, and
d) subscribes and makes the declarations required of clergy of the Anglican Church of Canada.
2. Clergy of a church in full communion with the Anglican Church of Canada may execute any of the functions of a bishop, priest or deacon in the Anglican Church of Canada, according to the ordained status which they hold in their church, when duly licensed or permitted by a diocesan bishop.

- call upon Anglicans to study Just War Theory and its implications for Christian response to war and militarism; and
- request that the Faith Worship and Ministry Committee establish a task group to provide basic information and materials that will assist dioceses and parishes in this study and to facilitate the exchange of views in response to this call.

That the final paragraph be amended to read "request that the Eco-Justice Committee (instead of Faith, Worship and Ministry Committee) establish a task force", etc. CARRIED
The amended resolution now reads:
That this General Synod, mindful of Christ's commandment to love our enemies,

That this General Synod approve in principle the declaration of full communion between the Evangelical Lutheran Church in Canada and the Anglican Church of Canada, namely "Called to Full Communion: The Waterloo Declaration"; and that the Synods of each diocese and province of the Anglican Church of Canada be requested to study and respond to "Called to Full Communion", reporting to the Council of General Synod by the first Sunday in Advent, 2000; and that the declaration be further considered at the General Synod of 2001 in light of responses received.

That the following words appear at the beginning of the first sentence of the resolution:
Subject to the understanding that the declaration of full communion will be amended to include the assurance that we agree that the threefold ministry of bishops, presbyters and deacons in historic succession will be the future pattern of one ordained ministry of Word and Sacrament shared corporately within the two Churches as they begin to live in full communion... DEFEATED

That this General Synod commend the two Services of the Word contained in the Report of Faith Worship and Ministry (Section III A, pages 9-21), changing in the opening prayers on pages 9 and 14 the words "to praise your goodness" to "praise you for your goodness", to the Church for trial use, where authorized by the Ordinary, during a three-year period to conclude with the next General Synod; and that the Faith Worship and Ministry Committee be directed to report on the use and reception of the rites to the next General Synod.
